[PAGE 1] VILLAGE OF PORT CHESTER TRAFFIC COMMISSION CONFERENCE ROOM Wednesday, February 21, 2024 at 6:30 PM MINUTES ROLL CALL: PRESENT: Commissioners Ramirez, Co-Chair Matturo, and Chair Pauletti ABSENT: Commissioner Maurad ALSO PRESENT: Arthur Dusenbury, Traffic Sergeant, and Sara Summa, Secretary The meeting was called to order by Chair Pauletti at 6:40pm. AGENDA ITEMS: 1. Adoption of Minutes: January 17, 2024 On a Motion by Commissioner Matturo, Seconded by Commissioner Ramirez, the minutes of January 17, 2024 were adopted. 2. Request: Loading Zone in front of 3 Bush Avenue After discussion, the Commission decided to take no action on this request, however, the Police Department has an alternative solution. The Police recommends that when the food drive is scheduled, someone from the Church should call the PD and arrange to place ‘No Parking’ signs. 3. Request: Expansion of loading zone in front of 14 Wilkins Avenue – Feast and Fettle After discussion, the Commission decided to take no action on this request. The Commission reviewed provisions for a loading zone, and ultimately agreed that the tenant has ample space to receive deliveries. The Village Code outlines that the Loading Zone is 65ft. The Commission mentioned that they are aware that the Board of Trustees is not always in favor of removing parking spots for residents. 4. Request: 15 Minute parking restriction at the Biltmore Shopping Center After discussion, the Commission decided to take no action. The Traffic Sergeant mentioned that it would be difficult to have the Police Department enforce 15-minute parking. The Traffic Sergeant also mentioned that the parking lot next to the shopping center is their private lot, and they could put enforcement of their own in place. The Commissioners reviewed the stores in the shopping center and agree that 15 minutes may not be enough for things like the nail salon, dining, or laundry. New or Old Business The Traffic Sergeant has received many complaints from Rocco Cambareri, the DPW Foremen and Angelo Sposta, the Fire Chief, regarding an issue on the top of Abendroth Place, which is a result of the Castle requesting a loading zone. Parking signs were installed for 2-hour parking limit in an effort to deter commuters parking on Abendroth Place and taking the train. There is a patch of land where cars are parking, which is apparently contested land. The Village is going to order a third-party title search company to determine who the property belongs to. If the property belongs to the Village, the Police Department will ticket and enforce the parking. On a Motion by Commissioner Maurad, Seconded by Commissioner Matturo, the meeting was adjourned at 7:12 pm.
