a. Approval of 2025 Audit and Statewide Agreed-Upon Procedures Engagement Letters
(Jacob Waguespack, Partner, Faulk & Winkler CPAs)
b. Approval of Cooperative Endeavor Agreement with The McLindon Family Foundation to
provide adaptive bikes to children with special needs in Ascension Parish. Adaptive
bikes build critical core strength, boost confidence and nurture friendships, all of which
help these children maximize their potential and participation in society. Ascension
Parish Government will provide a one-time payment of $20,000.00 (Allison Oubre,
McLindon Family Foundation)
c. Approval of Renewal of the Cooperative Endeavor Agreement with Louisiana
Department of Veteran's Affairs (LDVA) to support local veterans and improve their
access to benefits and services. LDVA will provide information about the benefits to
which they are entitled and a trained Veterans Assistance Counselor to veterans
residing in or near the Parish. Ascension Parish Government will provide office spaces
for the Services Office, all utilities, and 28.05% phone and internet service costs, not to
exceed $28,488.54 for 2026 (Kelsey Eckelberger, Southwest Regional Manager LDVA)
d. Approval of Cooperative Endeavor Agreement with SLHSRA. Ascension Parish
Government will provide $25,000.00 to enhance economic development through the
hosting of a rodeo to be held at Lamar Dixon Expo Center scheduled February 27 -
March 1, 2026 (Misty Fairchild, SLHSRA)
e. Approval of Renewal of the Cooperative Endeavor Agreement with Companion Animal
Rescue of Ascension (CARA) to provide $450,000.00 to CARA to operate an animal
shelter located at 9894 Airline Hwy, Sorrento, LA 70778 for a term of one year
beginning November 30, 2025 (Ruth Phillips, Infrastructure Division Director)

f. Approval to accept the FY 2025 State Appropriation (Act 461) in the amount of
$100,000.00, to be expended for the West Ascension Early Childcare Learning Center
for teacher salaries and childcare seats, and authorization for Parish President Clint
Cointment to sign and execute the Cooperative Endeavor Agreement (CEA) and all
documents related to this appropriation and/or Dawn Caballero, Chief Financial Officer,
to execute all financial documents associated with this funding (Hermina Edward-Irvin,
Grants Director)
g. Approval to accept the FY 2025 State Appropriation (Act 461) in the amount of
$100,000.00, to be expended for the purchase of materials and construction of a
covered pavilion at Oak Grove Park, and authorization for Parish President Clint
Cointment to sign and execute the Cooperative Endeavor Agreement (CEA) and all
documents related to this appropriation and/or Dawn Caballero, Chief Financial Officer,
to execute all financial documents associated with this funding (Hermina Edward-Irvin,
Grants Director)
h. Approval to accept the FY 2025 State Appropriation (Act 461) in the amount of
$50,000.00, to be expended for the 5th Ward Volunteer Fire Department for equipment,
and authorization for Parish President Clint Cointment to sign and execute the
Cooperative Endeavor Agreement (CEA) and all documents related to this appropriation
and/or Dawn Caballero, Chief Financial Officer, to execute all financial documents
associated with this funding (Hermina Edward-Irvin, Grants Director)
i. Approval to accept the FY 2025 State Appropriation (Act 461) in the amount of
$750,000.00, to be expended for improvements to Roddy Road and expansion of the
Amite River boat launch dock in Port Vincent, and authorization for Parish President
Clint Cointment to sign and execute the Cooperative Endeavor Agreement (CEA) and
all documents related to this appropriation and/or Dawn Caballero, Chief Financial
Officer, to execute all financial documents associated with this funding (Hermina
Edward-Irvin, Grants Director)
j. Approval of Renewal of the Master Contract for Professional Services with Ralph's
Market for Emergency Feeding for Parish Employees during a Declared State of
Emergency. The compensation to the Provider shall be per the fee schedule (Rachael
Wilkinson, Director OHSEP)
k. Approval of Renewal of the Mutual Aid Agreement between Ascension Parish
Government and Our Lady of the Lake Ascension/St. Elizabeth Hospital for providing
medical mutual aid and support during a declared state of emergency. The decision to
operate a medical aid station within a general population shelter will be made jointly
between the Parish and the Hospital (Rachael Wilkinson, Director OHSEP)
l. Approval of Change Order No. 5 to the contract with Stricklin and Porter Constructions,
LLC for the Southwood Park Improvements Project to add 20 days to the contract due
to permit delays in connection with pre-engineered restroom approval (Randy Mullis,
Director Project Management)
m. Approval of Renewal of the Cooperative Endeavor Agreement between Ascension
Parish Government and Fire District #3 to provide Parish IT support and hardware and
software support for Fire District #3's PCs, network equipment, printers, and tablets for
the 2026 calendar year. Total Contract amount is $5,000.00 (Brandon O'Deay, Director
IT)
n. Approval of Amendment No. 3 to the Master Contract for Professional Services with
HNTB Corporation - Move Ascension Program Manager to extend the contract by a
term of (1) year with an expiration date of November 30, 2026. The not to exceed
contract amount of $4,508,778.57 will remain unchanged (Daniel Helms, Director
Transportation)
o. Approval to accept the lowest responsive bid in the amount of $2,802,464.85 submitted
by LA Contracting Enterprise, LLC for construction of a roundabout on Braud Road at
Germany Road and to authorize the Parish President to enter into a contract for this
project (Daniel Helms, Director Transportation)

p. Approval to accept the lowest responsive quote in the amount of $71,855.00 submitted
by Guitreau General Contractors, LLC, to furnish all tools, labor, materials, and
equipment for the repairs and upgrade to the Lamar Dixon Expo Center Commissary
Building and to authorize the Parish President to enter into contract (Dean Thomason,
Project Manager III)
q. Approval to accept the lowest responsive quote in the amount of $81,998.00 submitted
by Poirrier Construction Company, Inc., to furnish all labor and materials for the repairs
and renovations to the Lamar Dixon Expo Center RV Lot West Bath Housh and to
authorize the Parish President to enter into contract (Dean Thomason, Project Manager
III)
r. Approval to accept the lowest responsive quote in the amount of $75,481.00 submitted
by Poirrier Construction Company, Inc., to furnish all labor and materials for the repairs
and renovations to the Lamar Dixon Expo Center Trademart Building and to authorize
the Parish President to enter into contract (Dean Thomason, Project Manager III)
s. Approval of Change Order No. 1 to the Contract with Cypress Roofing, LLC for the
Remove and Replace the Utilities West Billing Office Roof Project to include removal of
existing gravel then power broom all loosely embedded gravel and dispose of debris.
This will increase the contract price by $12,087.50 for a total contract price of
$81,378.88 (Dean Thomason, Project Manager III)
