MINUTES OF CITY COUNCIL WORKSHOP MEETING
CITY OF NEW CARROLLTON
JANUARY 7, 2025
Present were Councilmembers Duane H. Rosenberg, Cynthia Mills, Lincoln Lashley, and Briana Urbina;
Mayor Phelecia E Nembhard, City Manager Maisha Williams, DPW Director William Barclay, Police
Chief Linwood Alston, and City Clerk Kaitlyn Schisler. Councilmember Agnelli Sybel Malavé was
excused.
I. Call to Order
The meeting was called to order at 7:00 p.m. by Council Chair Rosenberg in the Municipal Center, Room
230.
II. Get to Know your Councilmember
Councilmember Urbina presented her slide in the “Get to Know your Councilmember” series. She
presented a slide which detailed personal and professional information as an introduction to the public.
III. Residents Concerns/Public Comments
The following members of the public made comment:
● Steven John clarified figures from the red light camera trial and asked questions regarding the
program’s implementation.
● Patricia Love asked a question to clarify where a vehicle must stop to prevent receiving a stop
sign camera ticket.
● Craig McLane clarified that vehicles must stop before the stop bar and crosswalk to avoid a
ticket. He also raised privacy concerns about using cameras or license plate readers in public,
noting some people may be especially sensitive.
IV. Council Announcements
Council announcements included a flu advisory for residents, New Year well wishes, and reflections on
raising expectations for 2026. Updates were also shared on an appointment to the county council, along
with notices of free tax assistance for eligible residents and upcoming city meetings and community
events.
IV. Samsara Dormancy Report Update
Administration clarified that the high mileage reported on a newer vehicle resulted from an odometer
device transferred from an older car without being reset, and staff are coordinating with Samsara to revise
the report for further discussion at a future meeting.
V. City Newsletter Discussion
City Manager Williams reported that alternative print options for the city newsletter are being reviewed to
identify cost savings, with findings to be presented at the next meeting to inform budget considerations.
VI. Updated FY26 Council Meeting Calendar
Council revisited a previous discussion changing the first monthly meeting to Mondays in order to line up
with Mayor’s Motivational Mondays, but this was not pursued due to frequent Monday holidays, and

Mayor’s Motivational Mondays not always falling on the first Monday. Council determined that meetings
will remain on Wednesdays.
VII. Speed and Red Light Camera Reporting
Chief Alston updated the council on red light, speed, and stop sign camera programs, noting high stop
sign violations during a trial period and clarifying that reported revenues were net to the city. Next steps
include submitting data to the county, selecting a vendor, and implementing a 30-day warning period,
with additional discussion on traffic safety concerns, fine structures, and clarification of stopping
requirements under state law.
VIII. 72 Hour Rule Update
Chief Alston reviewed the 72-hour parking ordinance, emphasizing complaint-driven enforcement, officer
discretion, and communication with residents, with validation initiated through police upon a reported
complaint. Council and resident discussion addressed fairness concerns, warning versus citation practices,
and potential tools to improve enforcement, while staff also noted ongoing work to update the commercial
vehicle code to clarify definitions and ensure equitable application.
IX. Four Cities Topics
Councilmembers were asked to submit agenda topics by week’s end to share common issues and insights
for the next Four Cities meeting on January 22nd in College Park.
X. Motion to Adjourn
Councilmember Urbina made a motion to adjourn. Councilmember Mills seconded the motion. The
motion passed (4-0-0) and the meeting adjourned at 8:00 pm.
