PLANNING AND COMMUNITY DESIGN COMMISSION
MEETING MINUTES
FEBRUARY 19, 2026
The City of Olivette Planning and Community Design Commission (PCDC) held a meeting on February 19th,
2026, at 7:00 pm at the City Center located at 1140 Dielman Road and via videoconferencing on Zoom. Chair
Jurgiel called the meeting to order. The meeting was live streamed via Zoom and can be rewatched on
YouTube at https://www.youtube.com/watch?v=n47eB9PgPYg.
1. ROLL CALL:
On roll call, the following Commission and City Council members were present:

Also in attendance: City Council Liaison, Bryan Lewis, via Zoom; Planning and Community Development
Director, Carlos Trejo; Senior Planner, Dawn Doty, and Zoning Administrator, Jack Carswell.
2. PUBLIC COMMENTS:
Chair Jurgiel started the meeting by explaining the meeting procedures. Chair Jurgiel asked for public
comments not related to any item on the agenda.
Mr. Trejo noted that two developers may appear before the Commission to hold a discussion related to the
insulation building code. He noted that they may arrive later during the meeting, and if so, the discussion
would occur later in the meeting.
3. OLD BUSINESS:
A. Reconsideration of Text Amendment to the LID Light Industrial District regarding Data Centers.
Mr. Trejo brought this item back before the Commission, due to the comments provided by the City
Attorney. The text was updated to prohibit data centers containing a building area of 100,000-sf. or more.
Mr. Trejo informed the Commission about the four primary types of data centers and their characteristics.
Those include accessory, minor, medium, and major. The text changes would prohibit “major” centers
located within the LID District.
He also spoke on the text change related to the building and site standards to include that 50% of the power
would be generated by renewable resources within five years.
Mr. Trejo also noted to the Commission that one member wanted to hold a discussion about the buffer
distancing. The request was to alter the 300-foot buffer from residentially zoned districts to a 1,000-foot
buffer. This request prompted discussion related to buffering. During the discussion, 500 feet was
suggested. Mrs. Doty showed the Commission updated maps with the buffer being 500 feet. The
Commission also discussed that this buffer should not just be from residentially zoned districts, but also
from parks, or PA – Public Activity zoned districts. A discussion was held about the future of the underlying
zoning district due to the Centennial Greenway which will be zoned as PA, and it will be constructed within
the LID District.
Chair Jurgiel asked for public comments related to this item. There were none.
Commissioner Ragsdale, motioned to recommend to the City Council a text amendment to amend Chapter
400 Zoning Regulations as follows:
• Under Article II Definitions, establish a definition for Data Centers.
• Under Article IX “LID” Light Industrial District, amend Section 400.830 Permitted Uses, paragraph
“A” Permitted Uses, Item 13 to only allow wired telecommunication carriers.
• Under Article IX “LID” Light Industrial District, amend Section 400.840 Special Permit Uses to add
Data Centers, as defined under the 2007 NACIS 518.
• Amend Article XII Special Permit Uses to include under Section 400.1223 (G) Additional Conditions
by Special Permit Use, Data Processing, Hosting, and Related Services, as defined under NACIS
2007 SIC Code 518.
• Per meeting discussion - change the buffer distance from 300 feet to 500 feet, and to include PA
zoning districts along with residentially zoned districts.

2026.

4. 2024 COMPREHENSIVE PLAN UPDATE:
Mr. Trejo reviewed the survey results and the Comprehensive Plan’s vision statement. He then refreshed
the Commission on the timeline to address the priorities and provided a scale on whether the topics would
be implemented sooner or later. He asked for input and noted that staff are still fine tuning this timeline, and
that it will be updated to include additional priorities. Mr. Trejo spoke on new residential districts and spoke
on how Mrs. Doty will create maps to visualize the existing housing stock in the northeast quadrant of
Olivette. Mr. Trejo noted that this portion of Olivette will be the first area where staff will conduct the study on
new residential districts.
Mr. Trejo provided additional insight related to driveways, and the previous front yard greenspace
percentage. He also spoke on the Olive Boulevard corridor and spoke on how the code would require a full
overhaul, but certain portions of the code need to be addressed prior to the overhaul.
5. OTHER BUSINESS:
A. Meeting Minutes:
Meeting Minutes from November 20th, 2025, January 15th, 2026, and February 5th, 2026, were presented and
acknowledged by the Commission.
B. Reports:
Mr. Trejo updated the Commission on the status of current development projects, and upcoming meetings.
Due to the developers not appearing for the discussion, Mr. Trejo informed the Commission about the
developer’s concerns related to the energy efficiency code and insulation code. Commissioner Spiegelglass
noted that he will do some research and return with information.
City Council Liaison Lewis updated the Commission on City reports, and council news.
6. ADJOURNMENT:
Chair Jurgiel asked if there were any further questions or comments. Being none, the meeting adjourned at 8:16
