Melissa Brown, District Attorney *a) Discussion/For Possible Action: Approval to authorize the County’s IT Director, or his designee, to provide Financial Services Consultant Gina Rackley, of RACKLEY CONSULTING LLC, temporary, “read only” reviewer access/privileges to the former Finance Director/Comptroller’s County email account for the limited purpose of identifying and ensuring continuity of the County’s financial obligations, including, without limitation, vendor communications and accounts payable, statutory and regulatory deadlines, audit Page | 2 [PAGE 3] coordination, contractual notices and compliance obligations, other financial administration and reporting requirements, intergovernmental payment obligations, payroll and benefits matters, debt service information and communications, obligations to the County Treasurer, monthly and quarterly reporting and/or fiscal year closeout matters, tax and fee tracking, State Department of Taxation communications, federal and state compliance correspondence, insurances, risk management and claims related financial notices, time sensitive financial communications, and/or other communications, in order to prevent default, penalty, or service interruption. Such “read only” email access shall be subject to County IT security controls and monitoring; and, may be immediately suspended or revoked by any of the County’s IT Department employees upon detection of any suspicious or unauthorized activity, pending completion of an investigation by County IT and the Board of County Commissioners (BOCC). The access shall strictly prohibit the modification, deletion, forwarding, copying, or external dissemination of any of the emails, and shall automatically terminate upon the appointment and assumption of duties of a permanent County Finance Director/Comptroller, or earlier upon direction of the BOCC 2.
