[PAGE 1] Monday, January 26, 2026 – Regular Meeting Parks & Recreation Advisory Committee Meeting Minutes Room 317, City Hall Introduction & Roll Call: The January meeting of the Parks and Recreation Advisory Committee was called to order by Chairman Scott Ellis at 5:30 PM. Attendance: Present: Scott Ellis, Kady Booth, Kendall Misiak, Brandon Martini, Scott Fisher, Beth Groteluseschen (Kevin Wagner, Shelby Munsey present as Parks and Rec staff) Excused: Terry Moultane Absent: Logan Krause Others: Staff Liaison: Craig Symborski; Commission Liason: Craig K Motion by Beth G to excuse: Terry M; Supported by Brandon M. Passed by unanimous consent. Nancy Baker submitted a written notice of resignation to the commission. Motion by Brandon to accept Nancy Baker’s resignation; Supported by Kady B. National Fitness Campaign ○ Mayor wishes for the commission to apply for a grant for a Fitness Court Studio, with discussion of putting it in Vets Park near the Trombley House. i. Would want to coordinate with the community center or YMCA for programming ○ Grant request would be close to $50,000 i. Local funding around $360,000 ○ Discussion: i. Concerns: 1. Existing fitness court on Maplewood Park - may be wise to work on programming and building up existing facilities rather than building new 2. Would this funding pull from other projects? 3. What are the recurring costs for upkeep? 4. May be other ways to accomplish this initiative in a more affordable and sustainable way iii. Shelby will reach out to the Y and see what their interest is for expanding programming in the summer iv. Long Term - if Maplewood works out, we would revisit the idea 2. Day of Caring ○ Day of Caring wish list was sent over to the United Way; same list as last year, with a few additions: i. Vets Memorial Cleanup ii. Sovereign Park 3. Woodside Road Proposal ○ Curious about grant flexibility ○ How many people is this project helping? What else needs to be developed instead of this? ○ Not interested in moving forward with a letter of support; while the commission sees value in the walkability/bikability of the project, the commission does not see value in the location of this project. ○ Motion to decline a letter of support for the Woodside Road Diet project at this time. Moved by Scott Ellis, seconded by Scott Fisher. Passed by unanimous consent. Staff Comments: 1. Staff Project/Grant Updates ○ Carroll Park Playground i. Bid interviews with top 3 companies start on Monday, Feb 2 ii. Designs from awarded bid will be shown in a public meeting and then come to the committee for more insight iii. Bid interview questions: 1. Any local samples of projects they have done? What sets you apart from other bidders? 3. What do you envision the public meeting looking like? 4. In what way can you incorporate imagination play with ADA accessibility? 5. Is your equipment covering all kinds of play? ○ Historical Signs i. We applied for a $34,900 grant; notified by April if we are awarded ii. Partner with SVSU Historical Department to research the historical signs; Bay County Historical Society and Marine Historical Society will help oversee students’ research ○ Wenonah Toddler Playground i. United Way is opening a daycare in their building and wish to have toddler accessible playground equipment within walking distance that is still open to the public ii. Leadership Bay County is raising funds for the project (around $50,000) 2. St. Patrick’s Day Parade ○ Looking for volunteers to pick up litter and/or be spacers throughout the parade line Other announcements 3. BACF Grant ○ Would be nice to use grant funding to purchase tools for picking up trash, as well as reflective vests and gloves, and reach out to community groups to be involved in cleaning up our trails and parks ○ Either Parks Department applies for the grant or another organization Adjournment: Motion by Beth G, support by Kendall to adjourn at 6:37 PM.
