WAUKEE CITY COUNCIL AND PLANNING & ZONING COMMISSION
JOINT WORK SESSION MEETING
February 23, 2026
A. Call to Order – The work session meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:35 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
There was not a quorum present for the Planning & Zoning Commission so that meeting was not
called to order.
B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members Chris
Crone, Rob Grove, Lori Lyon, Anna Bergman Pierce. Absent: Council Member Kala Anderson.
Also in attendance: Planning & Zoning Commissioners Marsha Bannister, Lucas Beenken, Heather
Lohse; City Administrator Brad Deets; Assistant City Administrator Nick Osborne; Community
Development Director Andy Kass; Planning Coordinator Melissa DeBoer; Director of Marketing &
Communications Heather Behrens (electronically); City Clerk Rebecca D. Schuett.
C. Agenda Approval – Council Member Crone moved to approve the agenda; seconded by Council
Member Grove. Results of vote: Ayes: Crone, Grove, Lyon, Pierce. Nays: None. Absent:
Anderson. Motion carried 4 – 0 – 1.
D. Work Session:
1) Comprehensive Development Plan update – Rita Trapp and Kendra Ellner with HKGi
presented the revised Imagine Waukee 2040 plan, reviewing guiding principles and key drivers,
goals and policies, future land use and next steps. Council discussed housing density and
affordability, as well as implementation actions on land use, economic development,
transportation, housing, community facilities and parks.
E. Comments
Adjournment – Council Member Grove moved to adjourn; seconded by Council Member Pierce. Ayes:
All. Nays: None. Motion carried 4 – 0.
Meeting adjourned at 7:47 p.m.
