Call to Order and Pledge of Allegiance
• March 12th, Town Council Meeting was called to order at 7:00 pm by Mayor Mike Benton with a quorum
present.
• Approval of Agenda: Councilmember Hummel moved to approve the agenda as submitted.
Seconded by Councilman Healey. All in favor. Motion carries.
Meeting Minutes
• Minutes from February 12, 2026, Town Council Meeting. MOTION was made by Councilmember
Dotson to approve the minutes as submitted. Seconded by Councilmember Healey. All in favor.
Motion carries.

• Councilmember Wilcox moved to approve the minutes from March 5, 2026, Town Council Work
Session as submitted. The motion was seconded by Councilmember Creamer.
Councilmember Wilcox then moved to amend the minutes to include, as a footnote, Section 19-306 of
the Town Charter. The motion was seconded by Councilmember Crosby.
Councilmember Wilcox subsequently moved to approve the minutes as amended. The motion was
seconded by Councilmember Crosby. All were in favor and the motion carried.

Staff Reports

• Mr. Bob Gray 9221 Annapolis Avenue was in attendance to request a letter of indemnification from the
Town for the assistance he provided the Town at no cost for the engineering assistance for the 7th street
pump station.
Business Items:
• FY27 – Cost of Living Adjustment (COLA) Discussion
# COLA at 3.1% - MOTION made by Councilmember Crosby to approve the COLA at 3.1%. Seconded
by Councilmember Wilcox. VOTE: AYE: Crosby, Wilcox NAY: Dotson, Creamer, Healey and Hummel.
Motion fails.
# COLA at 2.5% - MOTION made by Councilmember Hummel to approve the COLA at 3.1%. Seconded
by Councilmember Dotson. VOTE: NAY: Crosby, AYE: Dotson, Wilcox, Creamer, Healey and Hummel.
Motion carried.
• FY27 – Town of North Beach Fee Schedule: The Town completed a five-year study regarding fee
increases. Staff noted that there have been no significant changes during this period.
Staff recommended deferring consideration of the fee schedule for six months to allow for additional
research and to evaluate potential new fees resulting from recent legislation in Annapolis.
MOTION made by Councilmember Dotson to defer the fee schedule adoption. Second, by Councilmember
Hummel. All in favor. Motion carried.
• Town of North Beach Election Judge Nomination/Appointment – Mayor Benton recommended the
following individuals to the Council for appointment to the North Beach Election Committee: George Gracie
(Erie Avenue), Carola Wilson (Atlantic Avenue), Fred Noble (Burnt Oaks), Suzanne Delaney (5th Street),
and Melanie Donovan (Burnt Oaks).
• A motion was made by Councilmember Dotson to approve the appointments of Gracie, Wilson, and Noble
as Election Board judges, with Delaney and Donovan as alternates. Seconded by Councilmember Crosby.
All in favor. Motion carried.
Mayors Report
• Mayor Benton thanked all for attending.

Council Reports
• Councilmember Crosby updated public safety revenues to the Town, feels the salaries for the Staff
should be revisited and the 3.1% COLA should have been given to the employees.
• Councilmember Dotson spoke about his work relationships with MML and who they can assist with
additional revenues to the Town. Thanked everyone for attending.
• Councilmember Creamer thanked all for attending. Congratulations to Mickey on being named the
new Vice President.
• Councilmember Healey thanked everyone for attending. Happy St. Patrick’s Day.
• Councilmember Hummel thanked everyone for attending. See everyone next month.
• Councilmember Wilcox thanked Public Works for all their work with the snow days. Thanked
everyone for coming out.
Adjournment
• Councilmember Dotson moved to adjourn the meeting at 7:45 p.m. and enter into a closed session
under the Maryland Code Annotated, General Provisions Article § 3-305(b)(7), to consult with legal
counsel to obtain legal advice; and § 3-305(b)(14), to discuss a matter directly related to a negotiating
strategy or the contents of a bid or proposal before a contract is awarded or bids are opened, if public
discussion would adversely impact the ability of the public body to participate in the competitive
bidding or proposal process.
• Seconded by Councilmember Wilcox. All in favor. Motion carried.
