Floyd County Board of Supervisors Meeting
March 24, 2026, 9:15 a.m.
The Floyd County Board of Supervisors met in the Floyd County Courthouse Board Room. Supervisors
Gloria Carr, Boyd Campbell, and Frank Rottinghaus were in attendance.
Rottinghaus/Campbell moved to approve the agenda. Motion carried 3-0.
Public comment: None.
Rottinghaus/Campbell moved to approve the March 9, 2026 and March 17, 2026 minutes. Motion carried
3-0.
Campbell/Rottinghaus moved to approve the claims: County #2044-2106 and Engineer #10564-10578.

Updates regarding various boards, commissions, and activities since the last meeting: Carr attended
meetings of the Central Iowa Juvenile Detention Center Finance Committee, the Board of Health, and Northeast
Iowa Workforce Development. Campbell attended a North Cedar Aviation Authority meeting, worked with
contractors on DD18 repairs, and met with the Farm Service Agency to update a signature form. Rottinghaus
attended the Charles City Community Development Hotel/Motel Tax Committee meeting and Joint Entity meetings.
Duane Ollendick, Community Resource Officer with the Charles City Police Department, reported that
discussions with other departments approved moving forward with offering training in additional schools. Ollendick
revised the funding request to include helmets and cleaner. Rottinghaus/Campbell moved to approve the opioid
funding request for $5,935.00. Motion carried 3‑0.
Brandy Molitor, representing the Floyd County EMS Association, submitted a funding request to
implement a countywide opioid harm reduction, prevention, and responder training initiative, including education,
training, and supplies, in an amount not to exceed $14,000. Rottinghaus/Campbell moved to approve opioid funding
to the Floyd County EMS Association for up to $14,000. Motion carried 3‑0.
Gail Arjes, Public Health Director, provided a Board of Health and Public Health update.
The Board discussed the temporary redistribution of certain duties related to Zoning, the Board of Health,
and 911 signage. This includes providing building permit assistance through the Assessor’s Office and having
Public Health assist with administrative functions of the Board of Health. This arrangement is a trial and will be
periodically reevaluated over the next year.
The Board noted the pay increase for Joseph Hammond to $30.55 effective March 16, 2026.
Rottinghaus/Campbell moved to purchase 80,000 tons of limestone surfacing from Bruening Rock
Products, Inc. at a rate of $16.339 per ton, for a total cost of $1,307,120. Motion carried 3‑0.
Campbell/Rottinghaus moved to approve Resolution #08-26* Awarding contract for T47 (Packard) HMA
Resurfacing with Milling Project FM-C034(123)--55-34: The Board approved the HMA resurfacing with milling
project on T47 from B60 north 6.5 miles to Highway 14, finding it to be in the best interest of Floyd County and its
residents. The Board accepted the bid from Mathy Construction Company in the amount of $1,305,739.41 and
awarded the contract accordingly. The Board further authorized the County Engineer to execute the contract
documents upon receipt of all required bonds and insurance. Roll call vote - Ayes: Rottinghaus, Campbell, Carr.
Motion carried 3-0.
Adam Miller, County Engineer, provided an update on Secondary Roads activities, noting that crews are
primarily pouring culvert sections and continuing brushing operations. He reported that office activities include
work on construction projects, design of grant‑funded structures, road vacations on 130th Street and 260th Street,
and budget and program development ahead of the April 7 presentation. Miller also shared that discussions have
begun with the City of Nora Springs regarding a potential shared Secondary Roads facility, which is being
considered for the FY28 budget.
Rottinghaus/Campbell moved to approve payment to Ralph McCartney in the amount of $3,657 for past
damages related to Drainage District No. 3 associated with the Open Ditch project. Motion carried 3‑0.
Campbell/Rottinghaus moved to approve the application for use of the courthouse grounds submitted by
the Floyd and Mitchell Counties Child Abuse Prevention Council for the month of April, to display children statues
with child abuse prevention messages and blue pinwheels. Motion carried 3‑0.
Rottinghaus/Campbell moved to set the date, time, and place of the FY27 County Budget Hearing for April
14, 2026, at 9:30 a.m. in the Floyd County Courthouse Board Room. Motion carried 3‑0.
Future agenda items: Zoning fee schedule.
The Board conducted FY27 budget reviews, including adjustments to the Road Clearing Transfer,
reestimating wages for positions no longer filled, and adding a rural patrol vehicle back into the budget.
Rottinghaus/Campbell moved to adjourn at 11:55 a.m. Motion carried 3-0.
