[PAGE 1] MINUTES Traffic Commission Regular Meeting March 18, 2026 A regular Meeting of the Traffic Commission of the City of Laguna Hills, California, was called to order by Chair Scott Miller at 6:00 p.m., on March 18, 2026, at City Council Chamber, 24035 El Toro Road, Laguna Hills, California. Call to Order Resolution No. 96-04-09-1 established rules of decorum for public meetings held by the City of Laguna Hills. Resolution No. 96-04-09-1 is available on the table at the back of the City Council Chamber. Public Comment This is the time to address the Traffic Commission on any matter not listed on this Agenda that is within the subject matter jurisdiction of the Commission. Public Comments are limited to three minutes per person as determined by the Chair. There were no public comments on non-agendaized items. 2. Minutes Approval 2.1 Approval of Minutes for the January 21, 2026, Traffic Commission meeting. Motion made by Commissioner Jones, seconded by Vice Chair Patel, to approve the minutes of the January 21, 2026, Traffic Commission meeting. Presentations There were no presentations or proclamations. 4. Administrative Reports 4.1 Review of Traffic Conditions on Grissom Road and Wilkes Place The following individuals provided public comments on Item No. 4.1: Electronic comments from Wendy Wilcox, Nick D’Antoni, and Daniel Martin. In-person public comment from Derek Shaw. Motion made by Commissioner Jones, seconded by Vice Chair Patel to recommend to City staff to perform the following actions: 1. Install speed reduction markings on Grissom Street at Velasquez and at both curves near Los Bolsas and Wilkes Place; 2. Install appropriate signage to slowing or traffic calming at the intersection of Velazquez and Grissom; 3. City staff to research and implement the appropriate solutions, rumble strips or raised pavement markers (RPMs) at three locations: a. The curve at Grissom and Wilkes Place; b. Velasquez and Grissom intersection; and c. Las Bolsas and Grissom; and 4. Install “Cross Traffic Does Not Stop” sign at the existing stop sign on Velasquez and Grissom with sign facing Velasquez. On roll call, said motion carried by the following vote: AYES: Miller, Patel, Caputo, Jones, Schaff NOES: None ABSTAIN: None 4.2 Review of Residential Permit Parking Program Request for Camberwell Street The following individuals provided public comments on Item No. 4.2: In-person public comments from Curtis Van Buskirk, Daniel McNair, Alex Galuzevski and Larry Bremer. Electronic comments from Jim Cooper and Council Member Joshua Sweeney. Motion made by Vice Chair Patel, seconded by Commissioner Caputo, to recommend to City staff to perform the following actions: 1. Provide residents a mail-in ballot parking permit program request for the area shaded in blue on the “City Engineer's Originally Proposed Camberwell Permit Parking Area” map, in addition to the full length of Costeau Street as it hits Alicia Traffic Commission Minutes 2 March 18, 2026 [PAGE 3] Parkway and the streets that are not already included in the parking permit area for City Traffic Commission to work on at a later date. On roll call, said motion carried by the following vote: AYES: Miller, Patel, Caputo, Jones, Schaff NOES: None ABSTAIN: None 4.3 Review of Parking Conditions on Beckenham Street The following individuals provided public comments on Item No. 4.3: In-person public comments from Gary Steinberg, Tracy Doudt and Sylvia Powers. Motion made by Commissioner Caputo, seconded by Commissioner Jones, to recommend to City Council the following actions: 1. Establish “No Overnight Parking” on all streets surrounding Beckenham Park on the side of the street closest to the park: a. North side of Beckenham; b. West side of Costeau; c. West side of Camberwell; and d. On opposite side, which is currently no parking on Beckenham, extending down to Acacia Lane. On roll call, said motion carried by the following vote: AYES: Miller, Patel, Caputo, Jones, Schaff NOES: None ABSTAIN: None 4.4 Review of Traffic Conditions on Greenfield Drive Recommend adding Greenfield Drive to the speed-feedback radar trailer rotational deployment list and conducting another speed survey in 90 days, and for Police Services to conduct increased law (speed) enforcement on Greenfield Drive. There were no public comments on Item No. 4.4. Motion made by Commissioner Caputo, seconded by Commissioner Schaff, to receive and file the report. Informational Items 5.1 Sheriff's Department Verbal Report Captain Burk emphasized community cooperation to increase enforcement effectiveness regarding traffic concerns. Encouraged residents to report violations and suspicious activities via dedicated non-emergency lines and online portals. 5.2 City Engineer's Verbal Report There was no City Engineer verbal report. 6. Commissioner Comments Commissioner Caputo recognized on-going challenges with traffic and parking management. Chair Miller called for a strategic planning workshop scheduled for April 29, 2026, at 5:30 p.m., to develop a comprehensive approach to traffic and parking issues.
