City Administrator Terilyn Lurker City Recorder Stephanie Finau Deputy Recorder Patrick O’Brien Development Services Director Anna Montoya Finance Director George Schade IT Director Cameron Paul Police Chief Sam Kelly Public Works Director Derek Rykert Community Service Director Also present: Members of the Police Department, members of Mayor Frost’s family, members of Council Member Carroll’s family, and members of Council Member Hunter’s family The American Fork City Council held a special session on Monday, January 5, 2026, in City Hall, located at 31 North Church Street, commencing at 12:00 p.m. for swearing in the newly elected officials. SPECIAL SESSION 1. Welcome. Mayor Frost welcomed everyone to the swearing in of newly elected officials. 2. Swearing in of Mayor Elect Brad Frost and Council Members Elect Staci Carroll and Ryan Hunter. Ms. Lurker administered the Oath of Office to Staci Carroll. January 5, 2026 1 | P age [PAGE 2] Council Member Carroll thanked her husband and kids for supporting her, as there was a lot of support that goes into being a council member. She noted she is entering her third term, which she did not expect when she originally ran for council. A lot has changed since that time, and she feels like she is at the start of a marathon. The council member only does a small portion of the work; the staff does most of the work. While she was running, she expressed her appreciation for the significant process and work that has been done. She is proud of the projects completed, including the Boat Harbor enhancements, Library updates, Fire Station 52, large park near the lake, and the water delivered day after day. She is proud of the fiscally healthy budget, staff, and the completion of the Mary and Art Dye Park and preserved Monarch Park. She stated one thing that had not been on her list was the school district, but she was proud of their decision to put the residents in the best position possible. She was still learning, but she has learned a few lessons. First, assume good intent with everyone’s actions. Second, in local government, the person across from you is your neighbor; treat everyone with respect. Third, not everyone is going to like you. If your goal is universal approval, city government is not the best choice. She is still learning and readjusting. Decisions are made by those who show up. She was there to serve, learn, talk, and work. She is looking forward to four more years of service. Ms. Lurker administered the Oath of Office to Ryan Hunter. Council Member Hunter stated he was unprepared and that is why he liked serving next to Council Member Carroll. He commented that Council Member Carroll was always prepared, she came with an open mind, and she was very capable. He thanked his wife and children for their support, as it was not easy for them. He expressed his appreciation for staff and all they do, noting that staff do a lot of work. He stated the council makes decisions on the information they have, and it has been eye-opening to see the background and the work that goes into providing the information needed. Council Member Hunter wanted to thank staff for what they do. He hoped they were making them proud and encouraged residents or staff to reach out to them. They live here, too, and want to hear from them. Things impacted the council members just as they did the residents. When they are out with other municipalities, it is clear to see this mayor and council work very well together. He thanked them for another four years. Ms. Lurker administered the Oath of Office to Bradley Frost. Mayor Frost stated if he was to describe the feelings of today, this was important. It was happening across the state of Utah. He was very humbled and has a genuine love for his hometown, and it is magnified as he sits in these chambers. He thanked his family for their support, pointing out that when one runs for public office, the family gives up a portion of that person. Family helps them to pull this load. Mayor Frost stated they have an incredible council that works together, bringing different strengths to the table, doing it with decorum and respect. Recently, they talked about a major infrastructure project, January 5, 2026 2 | P age [PAGE 3] development, sewer, and other things essential to daily life. He remembers thinking that this is where the rubber meets the road with everyday life. This is what impacts people, and the council knows that. They also know the trust the public has put into them. Staff really were the details that make the city operate, whether they are defending life and property or in the library. He hoped they would find joy and satisfaction. He sees the goodness. Everyone matters. Everyone contributes to an incredible lifestyle where the residents can take pride and feel protected. He was grateful they chose to work here. In closing, he stated they live in a great area and every time he comes back to the city, he feels at home. He thanked them for the support, and he rededicated himself as one of the leaders in this city, working alongside staff and residents. Thank you. Mayor Frost opened up to the council for remarks. Council Member John stated his family moved here about 25 years ago. He grew up in Hanksville, with a population of one hundred. He now says he is from Hanksville, but American Fork is home. He was pleased to work with this council and city staff. Council Member Taylor expressed his appreciation the three decided to run. He appreciated the hard work that goes into serving on the council. They were blessed as a city to have people of integrity lead the city. He looked forward to the coming years. 3. Adjourn. Council Member John moved to adjourn the meeting.
