Motion by Commissioner Moore, seconded by Mayor Bradley to approve the minutes of
October 16 & 28, 2025 and December 16, 2025 as submitted. Upon roll call, the vote taken thereon

 2026 Budget
Miller said the Welcome Home Grant is $3 million. Looking to do around 30 properties. Also
included in the budget is the person to be hired.
Gallagher asked if the demolition of Days Inn is included. Miller said that would be around $2-3
million to abate, but a lien would be placed on this property if it was done.

 Lorain is seeking funding for asbestos abatement and demolition of 2076 E. 28th
Street, Lorain
Matt Kusznir said the south side of Lorain is making some revitalization efforts. He received
3 quotes on the demotion and asbestos abatement.
RESOLUTION NO. 2026-6
AUTHORIZE AN AGREEMENT WITH GREAT LAKES CONSTRUCTION IN THE AMOUNT
OF $17,230 AND THE ABATEMENT REMOVAL WITH NTWA IN THE AMOUNT OF $5,500
FOR 2076 E. 28TH STREET, LORAIN
Motion by Treasurer Talarek, seconded by Commissioner Moore to adopt resolution. Upon
roll call, the vote taken thereon resulted as; Ayes: Talarek, Moore, Gallagher & Riddell / Nays: None /
Abstain: Mayor Bradley

 Lorain would like to remove the lien on the former police substation at corner of
Meister Road and Leavitt Road, Lorain
Matt Kusznir said the city continues to get the tax bills plus interest and that is what is adding
up. The City would like to sell the property for some development in that area. Jim Miller said the city can
donate it to the landbank and the lien will go away. Moore said during the APRA era, there was money that
went towards this site, and nothing was done. Mayor will speak to Council to see if they would like to
donate the land to the landbank.
RESOLUTION NO. 2026-7
AUTHORIZE THE LANDBANK TO ACCEPT THE DONATION OF 2388 MEISTER ROAD,
LORAIN, OHIO, PENDING LORAIN CITY COUNCIL APPROVAL
Motion by Commissioner Moore, seconded by Treasurer Talarek Moore to adopt resolution.

 Lorain would like to create an Officer Next Door Program and utilize the flexibility of
the landbank for property transfers
Matt Kusznir said City of Lorain is a statutory government and has to sell property by bid in
accordance with the ORC. City of Lorain would like to draw up a development agreement with the
Landbank to allow transfer of property to the Lorain Police Department. He said this program allows the
City to acquire the property for police officers to live within a neighborhood and subsidize up to $50,000.
Mayor Bradley said there is a neighborhood that had 5 houses and rather than doing a nuisance violation the
landlords were spoken too, and city bought some lots.
RESOLUTION NO. 2026-8
APPROVING THE CITY OF LORAIN CONCEPT OF THE OFFICER NEXT DOOR PROGRAM
AND WORK WITH THE LORAIN COUNTY PROSECUTOR’S OFFICE TO DEVELOP AN
AGREEMENT
Motion by Commissioner Moore, seconded by Commissioner Riddell to adopt resolution.

 Nikki Beko said there are 84 properties as of now in the landbank. Clerk stated there is a
list of all property the County Commissioners own and will forward that along
 Commissioner Gallagher said a grant was received for the Brentwood Lake culvert
project, Carlisle Township. Spitzer Hardware owns this property and would like to donate it to the
landbank. Lorain County owns land across the street for the treatment plant and to the north is the Lorain
County Metroparks. Lorain County Stormwater will be renovating this ditch, and the parks is interested in
the land. Moore said he would rather see Spitzer work with the Metroparks directly for donation of land.
 Miller said the Welcome Home grant application has started & deadline is tomorrow at noon
Riddell said Erie County has already done 16 homes and happy with the program.

Nikki Beko said there has been inquiries on this property.
Gallagher said this building needs a new roof and gutted to make some money. Kusznir said sell
with inversionary terms to clean the property up within 1 year and if not then it would be returned to the
landbank.

AUTHORIZE LANDBANK TO GET 3 QUOTES TO GET A NEW ROOF AND 3 QUOTES TO
GUT THIS BUILDING AND GET IT READY FOR SALE.
