1. Authorization to Purchase a Digital Public Information Board for the Porterville Transit
Center
Re: Consideration to purchase and install a digital public information board at the
Porterville Transit Center, approving a contract with Signworks in an amount not to exceed
$40,186.28, and authorizing payment upon satisfactory completion.
2. Authorization to Purchase SWAT Rifles Using Proforce Trade-In Credit

Re: Council to consider the purchase of SWAT rifles from ProForce Law Enforcement using
the available ProForce trade-in credit in the amount of $20,000.64, with no General Fund
impact.
3. Authorization to Purchase Refuse Containers
Re: Consideration to purchase residential waste containers from Rehrig Pacific in the
amount of $151,081.32 and commercial refuse bins from Stockton Tri Industries in the
amount of $123,366.75.
4. Reimbursement Request for Master Plan Improvements – Brookside Subdivision, Phases
One and Two (San Joaquin Valley Homes)
Re: Consideration of acceptance of master plan improvements for Brookside Subdivision,
Phases One and Two, and approval of the first reimbursement to San Joaquin Valley Homes
in the amount of $2,196,124.06.
5. Authorization to Distribute a Request for Qualifications for Nitrification/Denitrification
Design Services
Re: Consideration to distribute a Request for Qualifications for nitrification/denitrification
design services at the Wastewater Treatment Facility and return with a recommended
consultant selection and agreement.
6. Authorization to Distribute Request for Qualifications for Engineered Plans and
Specifications for the Santa Fe Sportsplex
Re: Consideration to authorize the distribution of a Request for Qualifications for
engineered plans and specifications for the Santa Fe Sportsplex Project.
7. Authorization of Transit Consulting Services from Moy and Associates
Re: Council to consider the purchase of transit marketing materials and technical assistance
from Moy and Associates in an amount not to exceed $10,000.
8. Authorization for REACH Air Medical Services to Proceed with Design and Permitting for
Proposed Helipad and Staff Quarters at the Porterville Municipal Airport
Re: Consideration to Authorize REACH Air Medical Services to proceed with design and
permitting for a proposed helipad and staff quarters adjacent to their existing leased hangar
at the Porterville Municipal Airport while the Master Ground Lease Agreement
amendments are finalized.
9. Authorization for the Transfer of a Police Department Vehicle to the Public Works
Department - Water Division
Re: Consideration to transfer a previously purchased 2025 Chevy Silverado 2500 from the
Police Department to the Public Works Water Division and approve the reallocation of
associated purchase costs to the Water Replacement Fund.
10. Authorization to Schedule Public Hearing for the Traffic Study Findings on Plano Street
from State Route 190 to Worth Avenue
Re: Consideration to schedule a public hearing on January 20, 2026, to review the traffic
study findings for Plano Street from State Route 190 to Worth Avenue.
11. Adoption of Updated Seasonal and Part-Time Pay Rates for Fiscal Year 2025–2026

Re: Council to consider a resolution amending the City’s Employee Pay and Benefit Plan to
update the Seasonal and Part-Time Pay Rate Schedule for Fiscal Year 2025–2026.

a term expiring October 31, 2028.
13. Consideration of Additional Amendments to the City Council Order of Business
Re: Consider approval of the Vice Mayor’s request to consider an amendment to the City
Council Order of Business and direction to place the item on the January 20, 2026, City
Council meeting agenda.
14. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.

15. River Springs Plan Development
Re: Hold a public hearing on the River Springs Residential Development Project, located on
an approximately 27.95-acre parcel located north of the Tule River, between Newcomb
Street and South Beverly Street; and consider resolutions adopting the streamlined CEQA
review under Guidelines Section 15183, approving the Planned Development PD Plan, and
approving the Tentative Subdivision Map with Conditions.
16. Community Development Block Grant (CBDG) Substantial Amendments to 2024/25 and
2025/26 Action Plans
Re: Council to consider approval of Substantial Amendments to the 2024/2025 and
2025/2026 Community Development Block Grant Action Plans and authorization to submit
both amended plans to HUD.

17. Second Reading - Ordinance No. 1926, Approving a Development Agreement between
the City of Porterville and Cannabis Express, Inc.
Re: Adoption of an ordinance approving a development agreement between the City of
Porterville and Cannabis Express, Inc. for the establishment of a commercial cannabis
dispensary located at 1436 W. Olive Avenue, Porterville, California.
SCHEDULED MATTERS
18. Consideration of Updated Library Design and Recommended Project Budget
Re: Consideration of establishing a $22 million project budget and approving the updated
schematic design for the new Porterville Public Library.

19. Reallocation of Measure I Funding and Authorization to Purchase Radio Encryption
Upgrades for the Porterville Police Department
Re: Consider approval to reallocate Measure I funding programmed for Emergency
Operations Center upgrades in the FY 2025–26 CIP to the Police Radio Encryption Project
and authorize the purchase and implementation of encryption upgrades, flash
programming, and keyloader equipment for the Porterville Police Department in the
amount of $188,209.44.
20. Consideration of Funding Options for the Veterans Park Monument Project
Re: Consideration of funding options for the Veterans Park Monument project exceeding
the approved budget.
