MINUTES
ROLL CALL:
PRESENT: Commissioners Lagana, Neilsen, Carbajal, Harris, and Chairman Gerardi
ABSENT: Commissioners Hernandez-Gomez and Yumbla
ALSO PRESENT: Police Captain Nielsen, and Sara Summa, Secretary
The meeting was called to order by Chairman Paul Gerardi at 6:42 PM
AGENDA ITEMS:
1. Adoption of Minutes – November 14, 2023 and Special Meeting November 21, 2023
On a Motion by Commissioner Neilsen, Seconded by Commissioner Lagana, the minutes of
November 14, 2023 and the Special Meeting November 21, 2023 were adopted.
2. PD Report - #35
Officer Gutelius was present and explained the violation, as detailed in the report. Vehicle
#35 was initially pulled over because he failed to stop at a stop sign. The driver had a
passenger at the time of the traffic stop so he was asked to meet officer Gutelius at
headquarters. The driver did not have a trip sheet, Village Map, and was not in proper
attire, his pants were noticed to have a hole in the crotch area. The driver provided a
driver’s license that had a Bronx, NY address on it, but stated he lives in Port Chester.
Therefore, the officer issued a V&T Violation for failure to change address.
Jorge Lorenzo, the driver, stated that he was distracted by a Fire Truck with high beams on.
He was blinded by the Fire Truck lights and the Police Officers lights and that is why he went
through the stop sign. He was unhappy with the way the Officer treated him during the
traffic stop and at Police Headquarters because he also went to the Police Academy and
knows the right procedures. He claimed that the passenger was a friend of his, and that the
car was not working that day so he was going to the mechanic shop. Mr. Lorenzo gave the
wrong NYS Driver’s License to the officer, he said the license he gave to the officer was
expired but that he was living in Port Chester for 5 years.
At 6:50pm, on a Motion by Commissioner Neilsen, seconded by Commissioner Lagana, the
Commission entered into Executive Session.

At 6:56pm, on a Motion by Commissioner Lagana, seconded by Commissioner Neilsen, the
Commission came out of executive Session.
On a Motion by Commissioner Neilsen, Seconded by Commissioner Lagana, the Commission
voted to suspend Mr. Lorenzo’s Port Chester Taxi License for one week.

3. Review of the Taxi Dispatch Company Licensing section of the Village Code
This item is tabled to the next meeting.
4. Amendments to the Village Code re: unused vehicles and inspections
This item is tabled to the next meeting.
5. New or old business
- The Commission voted to change the February Meeting from Tuesday, February 6, 2024
to Wednesday, February 7, 2024.
- Commissioner Hernandez-Gomez is resigning.
- The Board of Trustees adopted the resolution to rescind the previous resolution
approving the ACN Grand Corp’s Dispatching License.
- The previous suspension of Carlos Arteaga that was appealed to the Board of Trustees
was confirmed by the Board, Mr. Arteaga was suspended for 3 weeks.
On a Motion by Commission Lagana, Seconded by Commissioner Neilsen, the meeting of
Janaury 9, 2024 was adjourned at 7:08pm.
