Nothing but rave reviews for our code department and how great it is to work in the village of Elmwood Park. They couldn't reiterate that enough. They're opening up a place in the city, and it's taken them two and a half years from what they did here in two and a half months. So unbelievable. It was awesome. Mr. President, I'd just like to report that the Finance Committee met this evening at 5.30 p.m., reviewed the bills and vouchers for the month of May, and unanimously recommended same for approval by the full board tonight. I don't have anything to report other than we have a special meeting immediately following adjournment of our regular meeting. And Mr. Volpe's got a lengthy list. Mr. President, the board will consider an amendment to the village's agreement with Metro, under which Metro supplies paramedic staff and equipment to the village. This amendment sets forth the terms by which Metro will provide additional staff to operate a second full-time ambulance. The Village will provide and maintain its 2009 Ford ambulance for this purpose. Metro will provide certain essential equipment including a cardiac monitor, pulse unit, and stair chair. The Village will pay $142,959 per month for the services and equipment provided for in this amendment. Board will also consider an agreement with the Sierra Public Safety Group to provide ZeroEyes. That's a technology solution that uses artificial intelligence to identify the presence of a gun through the village's network of cameras. So along with the required hardware and software, Sierra provides around-the-clock monitoring of the system through its operations center, which is staffed by experienced analysts, most of which are former military and law enforcement veterans. If a threat is detected, then Sierra immediately notifies Homewood Park Police, providing visuals and specific location data to enable a timely response. If approved, this technology will operate through 43 village cameras. The cost is $25,000 per year. This is a three-year agreement which can be canceled by either party with a 20 business day notice. Board will consider an agreement with Pulse Technology for document management services that will allow the Village to efficiently store, organize, and retrieve documents. Under this agreement, Pulse Technology will scan two years of accounts payable documents and 10 years of building permits. Village staff will scan the current year in an ongoing fashion. These records will be electronically stored in the cloud and maintained and organized to allow for efficient and effective retrieval An effective document management solution is critically important in government to comply with the document retention and transparency laws. Storing records electronically also mitigates the challenges we face with limited space. The total cost for the first year is $22,001.83, and ongoing costs are expected to be approximately $6,000 per year. The board will consider a proposal to renew the village's agreement with TD Cinex. to provide the Connect GovCare system, which was formerly known as Blackboard Connect. The Village, as you know, uses this system to send automated calls, text messages, and emails to subscribers to make them aware of current and upcoming events. The total cost for one year of service is $12,990.13. The Board will consider an amendment to the code governing routine property maintenance violations, including overflowing garbage, high grass weeds, and the need to display one's address along the rear of the property. The current code requires that if a resident is issued a related violation notice, they must appear at a meeting. The proposed amendment will provide certain violators the option of simply paying a $50 fine in lieu of attending a hearing. Paying a fine is only an option. Residents, of course, are always entitled to a hearing. This option to pay a fine without attending a hearing would only be available to those who have not received a similar violation notice in the past 12 months. The board will consider a proposal from Glass Dimensions to replace 21 windows at the public safety building at Fullerton. The village received three quotes and Glass Dimensions was the lowest price at a total cost of $45,985. The board will consider a proposal from Civic Plus to build a new website for the village. Civic Plus specializes in building and maintaining websites for public sector and government. While the website they build will be custom to Elmwood Park, they do focus on keeping residents informed and making information easily accessible. If approved, Village staff will work with Civic Plus over the next six to nine months to build a website that will help the community to get and stay involved and will highlight the many events and services that the Village offers. Civic Plus will help us to brand our website with a professional design. We hope to connect our residents to services and information online at any time. The total first year cost is $47,985, and the ongoing hosting and recurring cost is $23,842 per year. In connection with the creation of a TIF along West Belmont Avenue, The Village will host a meeting on July 11, 2024 at 6 p.m. at Village Hall. The meeting is open to all members of the public. The Village accepted sealed bids on May 29th for its 2024 street and alley resurfacing project. There were seven bids received. The lowest responsible bidder in the amount of $2,477,888 was submitted by Builders Paving LLC. The Board is asked to award a contract to Builders Paving LLC The project will be funded by Motor Fuel Tax and Rebuild Illinois Funds. And lastly, the Board will consider two proposals for equipment necessary for public works. The first is a proposal from Roche Ford for a 2025 F750 chassis. They have one unit in stock. Once purchased, it will be sent to Monroe to be outfitted with a bed and plow. The cost of the chassis is $83,438. The second proposal is from Al Pomani for a 2023 Ford Super Duty F550 chassis. Once purchased, it will be sent to Monroe as well to be outfitted with a bed and plow. This truck is to replace the one that was recently lost to a fire. Insurance proceeds have already been received, and the total chassis cost is $66,345. Thank you, Mr. Volpe. And the only report I have is, and we talked about this in the Finance Committee meeting, we're excited that Elm Grove Park is now just about completed. They'll be building the... An ordinance amending Chapter 4-4.6 entitled Restrictions on Number of Licenses of Chapter 4 entitled Alcoholic Beverages of the Village Code. So we had one Class R license that was surrendered and a new license uh... licensee was being issued a license so our ordinance provides that if a license is surrendered uh... it automatically reduces the number even though paper ordinance or the village code online is not reflecting that we would always come back and we would reduce twenty eight to twenty seven but in this case We have to kick it back up to 28, so you're just renewing the same numbers.
