Member Garcia motioned with member Panagopoulos seconding. Motion carried. Chairman Noyes accepted the position. Discussion/for possible action/selection and approval of Co-Chairman Chairman Noyes nominated member Garcia to be his Co-Chairman. Member Troutt motioned, Chairman Noyes seconded. Motion carried. Discussion/for possible action/approval of Meeting Minutes of November 12, 2025 Member Troutt motioned to approve the minutes of November 12, 2025, with Co-Chairman Garcia seconding. Motion carried. Discussion/for possible action/possible approval of Special Rental Agreement Requests None. 1 [PAGE 2] White Pine County Ag District 13 January 21, 2026 Discussion/for possible action/possible approval to create/update the Event Center project in preparation of the next SNPLMA opening Finance Director Workman stated that SNPLMA will open again the week of January 26th, finance is having a meeting possibly on the 29th with SNPLMA to discuss the fairground projects to see if they agree with appendix L. It was suggested that anything other than the event center listed as a deliverable we stop working toward. We are in the process of switching current items over to SNPLMA that we were previously planning on doing on our own. If we continue to work on the list of deliverables (County Clerk has this list) we will not get reimbursed by SNPLMA. Suggested that we keep working on the design of the event center once approved by the SNPLMA committee we will reapply for a SNPLMA project. Member Panagopoulos questioned a rumor he had heard that SNPLMA is getting out of capital improvements. Workman stated the ones applied for are specific to parks, trails and natural resources so the projects must have a “theme” to be approved. Stated she had not been told that SNPLMA is no longer approving buildings. Stated that phasing projects are more likely to be approved. Discussion continued regarding the original design and quote from Basin Engineering. Member Troutt asked about the likelihood of the remaining projects being completed by fair. Workman stated that if SNPLMA approved appendix L then we can switch to just doing the design of the event center then they could put the CMAR out to bid, which would allow for individual projects done and would likely be done quickly. The CMAR if approved would include everything but the event center. Beta Sigma Phi- None White Pine Production- None Firemen’s Dinner/BBQ- None White Pine County 4-H- None White Jr. Livestock- None 2 [PAGE 3] White Pine County Ag District 13 January 21, 2026 Miscellaneous Fair Weekend Updates- None Discussion/for possible action/SNPLMA Discussed under agenda item E Discussion/for possible action/possible approval to create/update the Event Center project in preparation of the next SNPLMA opening. Discussion only/consideration of FY27 Budget; Kathy Workman Workman handed out a Budget Worksheet for Fiscal: 2025-2026. Discussed budget amounts from previous years (2023-2026) as well as the actual amount spent. Discussion continued changes to be made for FY2027 Budget are to include: Overtime- Chairman Noyes had asked to increase the overtime budget due to there only being one Host for the fairgrounds and during the weekend of the fair he is expected to do a lot of work that he cannot finish during his typical work hours. Finance stated that as a part-time employee there are X allotted hours for his position and he is only allowed to make X amount of money per year per NVPERS. Discussion continued it was suggested that the Host “flex hours” or that seasonal help be hired. Seasonal would not be ideal and maybe more of a liability. Member Troutt suggested that the Horse Race Committee be more involved in getting the faciality ready for their event and suggest that we table this conversation until the Maintenance Forman was present. Operating Sup & Expense ending in 112- Workman stated that this is the Tour and Rec Grant. Chairman Noyes stated that we will be applying for the grant once it reopens and asked finance not to zero the budget line. Finance stated they would budget for the same amount but will be moving it to a grant line item. Equipment Under $5,000- Discussed possible purchases (panel racks, display cases, windows) to use the current budgeted amount of $15,000 which has yet to be utilized for our current fiscal year. FY2027 the amount will remain at $15,000. Auto Gas & Auto- Finance increased the amount from $3,000 to $4,800. Facility Repair & Maintenance- Budget amount is $24,100 currently only a small amount has been utilized. Master Insurance- Will be set once they receive the new insurance rates. Contract Services- Covers things like tri-county spraying and secretary services. Co-chairman Garcia suggested that the secretary budget be increased from $1,800 per year to $2,400 increasing the monthly salary from $150 to $200 once approved by the board (Feb). Total budget will remain the same at $10,000. Capital Improvements- Currently budgeted for $330,000 with a YTD activity of $0. Discussed having the board members come up with a possible “wish list” including quotes by next meeting (Feb). 3 [PAGE 4] White Pine County Ag District 13 January 21, 2026 Member Mangum had quotes for metal siding, Workman suggested that we request a budget adjustment to move the need amount from Capital Improvements to Facility Repair & Maintenance to complete the siding project for this fiscal year. Member Mangum will get the quotes to Maintenance Foreman Burdick. Chairman Noyes stated that we need to have a deadline/backup plan in the event SNPLMA does not agree to appendix L. Member Panagopoulos agreed at stated that he was uncomfortable allotting money to certain items until we know more. Workman asked the board if we wanted to decrease the budget amount to $150,000 or leave it at $330,000. Member Mangum and Panagopoulos stated to leave it at $330,000.
