1. 2nd Reading and Adoption of Ordinance No. 25-09, AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF EL CENTRO REPEALING CHAPTER 7, ARTICLES
THROUGH XVIII OF THE CITY CODE IN THEIR ENTIRETY AND READOPTING
CHAPTER 7, ARTICLES 1 THROUGH XVIII BY REFERENCE TO THE UPDATED AND
MOST RECENT CALIFORNIA ADMINISTRATIVE CODE, BUILDING CODE,
RESIDENTIAL CODE, ELECTRICAL CODE, MECHANICAL CODE, PLUMBING CODE,
ENERGY CODE, HISTORICAL BUILDING CODE, EXISTING BUILDING CODE, GREEN
BUILDING CODE, AND INTERNATIONAL PROPERTY MAINTENANCE CODE, AND
UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS, PROVIDING
FOR PAYMENT OF FEES AND CERTAIN MOBILE HOME REQUIREMENTS AS WELL
AS SEISMIC STRENGTHENING FOR UNREINFORCED MASONRY WALL, waive
reading and adopt by title only.
2. 2nd Reading and Adoption of Ordinance No. 25-10, AN ORDINANCE OF THE CITY OF
EL CENTRO REPEALING IN ITS ENTIRETY AND READOPTING CHAPTER 10,
ARTICLE III, SECTION 10-41 TO ADOPT THE 2025 CALIFORNIA FIRE CODE WITH
AMENDMENTS AND ADOPT ARTICLE VI TO THE 2025 WILDLAND AND URBAN
INTERFACE CODE, waive reading and adopt by title only.
3. Approval of City Council Minutes of November 18, 2025, and November 20, 2025.
4. Adopt Resolution No. 25- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO AWARDING THE BID AND AUTHORIZING THE EXECUTION OF A
CONTRACT FOR THE SHADE STRUCTURE IMPROVEMENTS PROJECT.
5. Adopt Resolution No. 25- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO APPROVING AND AUTHORIZING THE PURCHASE OF A SLUDGE PUMP
FOR THE PUBLIC WORKS WATER TREATMENT PLANT.
6. Introduce and Approve Ordinance No. 25- , AN UNCODED ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF EL CENTRO APPROVING THE ANNUAL RENEWAL OF
ORDINANCE 22-06 REGARDING THE CONTINUING USE OF MILITARY EQUIPMENT
PURSUANT TO THE POLICY OF THE EL CENTRO POLICE DEPARTMENT, waive
reading and approve as first reading and authorize the City Clerk to place on the next
agenda for second reading and adoption.
7. Adopt Resolution No. 25- , A RESOLUTION OF THE COUNCIL OF THE CITY OF EL
CENTRO AMENDING RESOLUTION NO. 22-70, MEMORANDUM OF UNDERSTANDING
DATED JANUARY 1, 2022– DECEMBER 31, 2025, SUPERVISORY, PROFESSIONAL

AND TECHNICAL EMPLOYEES ASSOCIATION.
8. Receive and file Planning Commission Resolution No. 25-16, denying Zoning Variance 25-
01 and associated findings.

9. Public hearing to consider the recommendation of the Planning Commission regarding an
update to single-family development standards.

MUNICIPAL CODE REGARDING SINGLE FAMILY RESIDENTIAL DEVELOPMENT
STANDARDS, waive reading and approve as a first reading and authorize City Clerk to
place on the next agenda for second reading and adoption.
NEW BUSINESS:
10. Appointment of the City of El Centro Finance Director.

Recommendation:
Adopt Resolution No. 25- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO ESTABLISHING THE COMPENSATION AND EMPLOYMENT TERMS FOR
THE POSITION OF DIRECTOR OF FINANCE.
11. Defining and Restricting the Use of Public Streets Medians.

CENTRO, CALIFORNIA DEFINING AND RESTRICTING THE USE OF PUBLIC STREET

12. Discussion and related action regarding the "Banners for Graduates" downtown program,
in collaboration with the Friends of El Centro Community Services Foundation
