1. Approval of Draft Minutes of May 20, 2025
Re: Considering approval of the City Council draft Minutes of May 20, 2025.
2. Authorization to Purchase Fare Collection Equipment and Mobile/Digital Fare Payment
Technology
Re: Consideration to purchase fourteen (14) fare boxes from Diamond Manufacturing for a
total delivered cost of $35,003.70, including sales tax; authorize the purchase of Token
Transit's mobile and digital fare payment system at a total cost not to exceed $114,406.25,
including a ten percent contingency, for a three-year term; authorize the purchase of
Branded Smart Cards from Token Transit at a total cost not to exceed $43,700, including
sales tax; and authorize staff to advertise the sale of the existing validating fare boxes, using
any revenue generated to offset project costs.
3. Authorization to Enter into a Five-Year Lease Agreement with Flock Safety for Four
Additional Automated License Plate Reader (ALPR) Cameras
Re: Council to authorize staff to negotiate the lease of four (4) additional Flock LPR cameras
at a cost of $12,000 annually.
4. Authorization to Advertise for Bids - Main Street Reconstruction Project, Phase 2B (Olive
Ave to Garden Ave)
Re: Consideration approval of staff's Plans and Project Manual for the Main Street
Reconstruction Project, Phase 2B, located between Olive Avenue and Garden Avenue,
which consists of the removal and replacement of existing asphalt, installation of new
carrier curb and gutter, detectable warnings, and conduit for fiber optic line.
5. Award of Contract for the Transit Center Renovation Project

Re: Consider the award of contract to Sage Construction & Development LLC for the Transit
Center Renovation Project in the amount of $120,590.47, with a 10% contingency for a total
project budget of $132,649.52.
6. Authorization to Operate a Fare Free Shuttle to the Freedom Fest on June 28, 2025
Re: Council to consider authorizing transit to operate a fare free shuttle from the Transit
Center to the Freedom Fest at the Sports Complex on June 28, 2025, from 3:00- 10:00 p.m.
7. TCAG Supplemental Agreement for Litter Abatement Program
Re: Consider adoption of a resolution and approval of a Measure R Supplemental
Cooperative Agreement with TCAG to support continued implementation of the City’s Litter
Abatement Pilot Program.
8. Authorization to Schedule a Public Hearing and Present Vacancy Report as Required by
AB 2561
Re: Consideration to schedule a Public Hearing and present the City's vacancy report as
required by AB 2561.
9. Authorization to Execute Fiscal Year 2025 Federal Transit Administration Certifications
and Assurances
Re: Consideration to authorize the Interim City Manager and City Attorney to execute the
Fiscal Year 2025 Federal Transit Administration (FTA) Certifications and Assurances for
Grants and Cooperative Agreements.
10. Consideration to Set a Public Hearing for the Adoption of a Continuance of the Fiscal Year
2024-2025 Budget for the First Quarter of Fiscal Year 2025-2026
Re: Consideration to set a public hearing for June 17, 2025, to consider adopting a
continuance of the Fiscal Year 2024-2025 budget for the first quarter of Fiscal Year 2025-
2026.
11. Consideration to Set a Public Hearing for the 2025 Public Health Goal Report
Re: Consideration to set a Public Hearing on June 17, 2025, for the 2025 Public Health Goal
Report.
12. Intent To Schedule Public Hearing – 5-Year CDBG Consolidated Plan and FY 2025/26
Action Plan
Re: Consider setting a public hearing for the next regularly scheduled City Council meeting
to allow for a 15-day public comment period regarding the revised FY 2025/26 Annual
Action Plan and 5-Year CDBG Consolidated Plan due to a change in the City’s entitlement
allocation from the U.S. Department of Housing and Urban Development.
13. Consideration to Set a Public Hearing for the Adoption of an Ordinance Designating Fire
Hazard Severity Zones in the Local Responsibility Area
Re: Consideration to schedule a public hearing for June 17, 2025, to receive input and
consider the first reading of an ordinance adopting Fire Hazard Severity Zones within the
City’s Local Responsibility Area, as recommended by the State Fire Marshal.
14. Approval of Community Civic Event - St. Anne's Parish - Corpus Christi Eucharistic

Anne’s Parish to hold the Eucharistic Procession on Saturday, June 21, 2025, from 8:00 a.m.

15. Approval of Community Civic Event - Porterville Chamber of Commerce - Flag Day
Ceremony - June 14, 2025
Re: Consideration to approve the Community Civic Event application submitted by the
Porterville Chamber of Commerce to hold the Flag Day Ceremony on Saturday, June 14,
2025, from 8:00 AM to 12:00 PM, at the Grocery Outlet parking lot, located at 50 W. Olive
Avenue.
16. Request for Proclamation - Flag Day "United Under One Flag" - June 14th - July 4, 2025
Re: Considering approval of a request to proclaim the week of June 14th - July 4th, 2025,
as "United Under One Flag" in the City of Porterville.
17. Approval of State Senate Bill 1 (SB1) Project List for Fiscal Year 2025-2026
Re: Consideration to adopt the resolution for the SB1 Project List for FY 2025/2026.
18. Authorization of Out-of-State Travel for Police Personnel
Re: Consideration to authorize out-of-state travel and per diem expenses for two Police
Department personnel to LDV Specialty Vehicles, Inc. facility located in Burlington,
Wisconsin, for the final acceptance inspection of the police evidence and crime scene
processing vehicle.
19. Consideration of Cancellation of July 1, 2025, City Council Meeting
Re: Consideration of cancellation of the regularly scheduled City Council meeting on July 1,
2025, due to its proximity to the Independence Day holiday.
20. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.
