The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
February 3, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner moved for the adoption of the following
resolution:
WHEREAS, pursuant to Title IV-D of the Social Security Act; ORC §3125.13 and §3125.14; and Rule
5101:12-10-45, and its supplemental rules of the Ohio Administrative Code, the Board is authorized to
enter into IV-D Services on behalf of the Department of Job and Family Services for the effective
administration of the Child Support Enforcement Program.
THEREFORE, BE IT RESOLVED that the Fulton County Board of Commissioners, on behalf of the
Fulton County Department of Job and Family Services, hereby enter into the following:
Contract 2026-15 with Guelde Law LLC in the amount of $144,000.00
BE IT FURTHER RESOLVED, the effective dates of the contracts hereinabove are from January 1,
2026 through December 31, 2026. Said contract shall be amended only by formal proceedings; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board
of County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution
were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of

WHEREAS, a contract has been successfully negotiated and executed by and between Fulton
County Job & Family Services and the K&P Medical Transport for transportation services as
described therein;
THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners hereby
approve oversight of contract 2026-16 with K&P Medical Transport and the Fulton County
Department of Job & Family Services pursuant to the terms and conditions as set forth therein;
and

RESOLUTION NO 2026-091
RESOLUTION DECLARING IT NECESSARY TO LEVY A TAX
IN EXCESS OF THE TEN MILL LIMITATION.
Ohio Revised Code §3501.11; §3505.33; §5705.19-5705.25
The Board of Fulton County Commissioners of Fulton County, Ohio, met in REGULAR session on this
3rd day of February 2026 with the following members present:

Commissioner _______________________ moved the adoption of the following resolution:
WHEREAS, the amount of taxes which may be raised within the ten mill limitation will be insufficient to
provide an adequate amount for the necessary requirements of said Fulton County; and
WHEREAS, said Board of County Commissioners has received and reviewed the certification from the
Fulton County Auditor as to the total current valuation of this subdivision and the dollar amount of revenue
that would be generated by the specified number of mills; and
THEREFORE BE IT RESOLVED, by the Board of County Commissioners of Fulton County, Ohio, at
least two-thirds of all members elected thereto concurring, that it is necessary to levy a tax in excess of the
ten mill limitation for the benefit of Fulton County for the purpose of providing emergency medical
services at a rate not exceeding four and no-tenths (4.0) mills for each one dollar of valuation, for a
period of five (5) years, which levy is a RENEWAL of an existing tax of 4.0 mills; and
BE IT FURTHER RESOLVED, that said Fulton County proceed with the levy of said tax and that the
question of levying the RENEWAL tax be submitted to the electors of said Fulton County at the
GENERAL election to be held at the usual voting places within said Fulton County on May 5, 2026; and
BE IT FURTHER RESOLVED, that said levy be placed upon the tax list commencing in tax year 2026,
first due in calendar year 2027, if a MAJORITY of the electors voting thereon vote in favor thereof; and
BE IT FURTHER RESOLVED, that the Clerk of the Board of Commissioners of Fulton County, Ohio
be and hereby is directed to certify a copy of this Resolution to the Board of Elections, Fulton County,
Ohio, no later than Ninety (90) days prior to the election upon which it will be voted and notify said Board
of Elections to cause notice of election on the question of levying said tax to be given as required by law;
and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings
open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised
Code.
