[PAGE 2] Campbell/Rottinghaus moved to approve Ahlers & Cooney invoices of $13.00 for Judicial Review of IUC Permit and $303.02 for Sumit Carbon IUB Permit Proceedings. Motion carried 3-0. Jessy Willadsen, Zoning Administrator, provided a summary of events and actions taken to date. While it is clear that the property is in violation of the county’s nuisance ordinance, pursuing a 657A petition for Floyd County to deem the property abandoned is no longer the best course of action, as the landowner has paid the assessment and established utilities. Rottinghaus/Campbell moved to approve the dismissal of the 657A petition for title of the property against Duane Tesch at 1539 Rock Grove Lane. Motion carried 3-0. Carr provided a summary of the proposed amendments to the Floyd County Zoning Ordinance (Ordinance #2011-2) regarding wind energy conversion systems and battery energy storage systems. Rottinghaus/Carr moved to approve the fifth consideration of the amendments. Motion carried 2-1, Campbell opposed. Rottinghaus/Carr moved to approve adoption of Ordinance #2026-1, An Ordinance Amending the Floyd County Zoning Ordinance (Ordinance 2011-2) Regarding Provisions Regulating Commercial Wind Energy Conversion Systems. Motion carried 2-1, Campbell opposed. Rottinghaus/Campbell moved to set the public hearing for the Summit Pork I LLP construction permit (Section 30, Scott Township) on January 20 at 9:15 a.m. in the board room. Motion carried 3-0. The Board noted the hiring of Equipment Operator II, Bradley Bilhartz, with a starting wage of $24.92 per hour, effective January 12, 2026. Adam Miller, County Engineer, provided a Secondary Roads update. Secondary Road activities included brushing as weather allowed and snow removal following one small blizzard. The department received notice of Dennis Begemann’s retirement, and the position will be posted for 10 days. Iowa DOT confirmed the 130th Street bridges are not eligible for historic status, and removal is planned this month. Office activities focused on construction project design, B45 bridge work, and budget discussions. Bernie Solomon, IT Director, provided an update on IT activities. The new phone system implementation is progressing, and plans are in place to sell the old equipment. Work continues on the budget and replacing remaining Windows 10 machines. Carr inquired about board room technology, and Solomon explained that meetings will transition to Webex calls, with phone numbers, access codes, and passwords included on agendas. Video or audio recordings will still be posted to YouTube when possible. The Board noted the hiring of, Jailer, Alyssa Collins at $24.00 per hour effective January 19, 2026, with an increase to $25.00 upon jail certification. Future agenda items: Budget Requests and Medical Examiner Appointment. The Board recessed from 9:55 to 10:05 am Gail Arjes, Public Health Director, provided a Health Board & Public Health update. The Board conducted FY27 budget reviews for Courthouse, Public Health, General Assistance, Emergency Management, and Safety, recessed from 12:00 to 12:45 pm, and continued reviews for Conservation, Conservation Reserve, REAP, Board of Health, Planning and Zoning, E911, IT, and the Treasurer’s Office.
