[PAGE 1] Safety Committee Meeting Minutes February 6, 2026 Meeting Called to Order @ 8:00 AM Attendance: ☒ Joe Bizjak, Chair ☒ Carrie Woody ☐ ☒ Stephen Ogg, Vice Chair ☒ Acting Chief Caton ☒ Tom Sollie, Member ☒ Acting Deputy Chief ☐ Underwood ☒ Corey Schoonover, ☐ Chief Schultz ☐ Member ☒ Don McDaniel, Mayor ☒ Assistant Chief Moore ☐ ADDITIONAL ATTENDEES: Councilmember Alayna Hoop Departmental Updates: Police Department - Vehicle Lease Payment Legislation (“Then and Now”) 1) Requesting 2 readings so Lancaster PD can meet expenses. After discussion by the committee, there was unanimous agreement to pass the legislation after 1 reading. Money is already budgeted and encumbered, just needs legislative approval. - CPT Grant Fund Transfer Legislation 1) Legislation to accept $97,000 in 2024 reimbursement funds for LPD Officer training/certificate acquisition. This is a grant from the Ohio Attorney General that allows Ohio Peace Officers to obtain reimbursement for various trainings and certifications received. There is a two-year delay on the part of the state. Lastly, these funds received will also help offset this year’s costs for training and certification. Legislation will go standard 3 readings. The committee expressed unanimous support. Fire Department - BWC Safety Grant Acceptance Legislation 1) Pursuing safety grant from BWC for a CPR device to be placed in LFD Medics. LFD has pursued safety grants for motorized gurneys, and other improvements to protect our EMT’s and Firefighters. This will go 3 readings. - Legislation to Amend 2026 Pay Ordinance regarding the assistant chief position description 1) This legislation is going through the finance committee, but safety committee is being made aware as a courtesy. This legislation seeks to change a battalion chief to an [PAGE 2] assistant chief position. Civil Service Commission has approved the measure. There is no added cost to the budget due to this change and will better align the needs of the fire department for today. Initially, a battalion chief position was created as a cost saving measure, but as time continued, and demands on LFD increased, no cost savings were realized. Thus, to maintain stable management, the city would like to revert to a two assistance chief model. The committee unanimously expressed its support for the legislation. - Engine House 2 Update 1) APP Architecture is beginning design work on Engine House 2 on Ety Road. LFD leadership also visited other firehouse designed by APP to get an idea what to expect for layouts and designs. New Business: - PD – Veteran PD Officer Guisinger retired. LPD also reported the loss of Police Chaplain Tony Salvatore. Committee discussed a resolution of recognition, waiting to hear on wishes from the family.
