THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 8:00 AM on March 10, 2026,
pursuant to adjournment on January 13, 2026. Committee Members present were: Bleyenberg, Karsky, Kippley,
Anderson, Kriens, and Greco. Committee Member Heisey was absent. Also present were Monica Rishling,
Deputy Auditor, and Katie Dunn, Senior Deputy State's Attorney.
Building Committee Chair Karsky called the meeting to order.
MOTION by Anderson, seconded by Bleyenberg, to Approve the Meeting Minutes from January 13, 2026. 6
ayes.
Committee Member Beninga arrived at 8:03 a.m.
CAMPUS MASTER PLAN UPDATE
Meredith Jarchow, Assistant Commission Administrative Officer, introduced Andrew Eitreim from
Architecture Incorporated and Paul Vlnar from HDR via Zoom to provide an update on the Campus
Mater Planning Project. Discussion was held regarding current and projected space needs across county
departments and buildings. Further discussion was held on implementation scenarios that could be
phased in over time. The building committee agreed that implementation of Scenario A was the
preferred approach to further develop.
MOTION by Beninga, seconded by Kippley, to Adjourn at 10:10 a.m. 7 ayes.
