We also request the Mayor and Board of Aldermen approve a decrease in the FY2025 budget for the Streets and Ground Maintenance – Professional Fees Other Account (001-201-604) for the same amount of $105,571.10. This budget amendment request is due to an oversight during budgeting where the entire Landscaping Maintenance / Improvements / Replacements project line item was placed in the 604 Professional Service account. We are requesting to correct this oversight by transferring the cost of the plant material from the 600 series account to the 500 series account. SCOPE OF SERVICES The City of Ridgeland is planning a new traffic signal at Colony Park Blvd and Titan Circle. All new construction will be dedicated to the City of Ridgeland for public use and will be required to meet City requirements. Dean Engineering Solutions Proposes to hire Neel-Schaffer Engineering as a subconsultant to assist with all of the below work tasks. II. DESCRIPTION OF PROPOSED TASKS Task 1 – Design Development Plans (100% DD) - Lump Sum Develop design plans for site/civil improvements to be included in the construction documents for the project. The design will use the roadway design improvements and existing survey info as the base map. No new survey data will be collected by Neel-Schaffer, Inc. The deliverable product will include a traffic signal design plan set, specifications, and contract documents. The signal design will generally match the style and configuration of the adjacent Sunnybrook Road traffic signal and newer installations such as Highland Colony Boulevard at Costco. The design will include: • Mast arm poles consistent with adjacent intersections • Video vehicle detection (lteris or similar with approval of City of Ridgeland) • Battery backup system (BBS) • Cabinet monitoring device (Glance unit) • Pavement marking modifications at the intersection, including: o New stop lines on Colony Park Boulevard o Removal of existing lane markings within intersection limits o Markings for one new pedestrian crosswalk • One new crosswalk on the east leg of the intersection, including: o ADA-compliant sidewalk ramps on both sides o A median cut-through for pedestrian access o Sidewalk limited to only that required to support the new crossing o The new crosswalk location allows the crosswalk to operate with the northbound split phase to better facilitate pedestrian movements while event traffic is departing the school The Engineer will prepare drawings, exhibits, calculations and electronic files to be incorporated into a Site Plan package for review by the Owner. Task 2 – Development of Construction Documents (CD) - Lump Sum Engineer will develop construction plans, technical specifications and bidding documents for the traffic signal in the construction documents for the project. The plans and specifications will be based upon the site plan approved by the Owner. All necessary revisions based on comments provided by the Owner and reviewing agencies will be performed. The schedule for delivery of this task is 7 days. Task 3 – Construction Administration – Hourly, Estimated Fee Construction Administration includes attendance at preconstruction meeting, shop drawing/submittal review, response to contractor RFl's, review of periodic pay applications, attendance at monthly OAC meetings, site visits at critical components of the project to document completion of a phase of work, and final inspection and development of a punch list. SCOPE OF SERVICES The City of Ridgeland plans a new road extension project connecting the 77-acre mixed-use development known as Prado Vista to Colony Park Blvd. This project is roughly 2 acres in size (disturbed land area) and limited to roughly 300 LF of road extension northward on Top Golf Way, and new water and storm lines along the road extension. All new construction will be dedicated to the City of Ridgeland for public use and will be required to meet City requirements along with MDEQ erosion control requirements, and MSDH requirements for public water systems. The attached concept map dated 6-9-2025 shall form the basis of design. II. DESCRIPTION OF PROPOSED TASKS Task 1 – Design Phase Services 1. Construction Plans – Design & prepare the necessary construction plan sheets including Existing Conditions/Demo Plans, Site Layout Plans, Grading & Storm Drainage Plans, Utility Plans (water line), and SWPPP Plans (erosion control), for all road and utility profile sheets. This also includes all related construction detail sheets. 2. Specifications, Calculations & Reports - Prepare & deliver all necessary construction specifications, design calculations, and engineering analysis/reports. 3. Permitting & Coordination – Submit design documents to City of Ridgeland and MSDH for review and secure all necessary approvals for construction. This includes coordinating review comments and making edits to plans/documents to secure permits. 4. Survey Work – Provide a utility, topography and property boundary survey of the proposed site areas, including areas to be dedicated as ROW and utility easements. 5. Project Bidding – Coordination of bid announcement and procurement of contractor bids including meetings with prospective bidders is included. Task 2 – Construction Phase Services 6. Construction Contract Management – Procurement and execution of Owner/Contractor agreement (contract), submittal reviews, answering contractor questions (RFIs), construction reports, pay app review, attend OAC meetings, and project completion/closeout is included. 7. Geotechnical Testing & Evaluation – Testing the compaction of dirt and asphalt and concrete for sufficient density/strength, witnessing of proof rolls, guidance on earth work related to road construction, and reports of field test results is included. Burns-Cooley Dennis Inc will provide this service as a hired sub-consultant engineer. 8. Resident Project Representative – A field representative tasked with visiting the site to witness construction progress, workmanship, materials, and communicate with contractor and engineer is included. 9. As-Built Survey – A post-construction survey of completed infrastructure is included. Page 2 of 3 [PAGE 48] III EXCLUSIONS 1. Environmental Services – Environmental site evaluation for the presence of existing wetlands, streams, or other water bodies of concern, and any other environmental related permitting/mitigating services is excluded. Prior Environmental work has identified the presence of wetlands and streams near the site and proper permit review and approval with the Army CORPS is complete. Reference COPRS permit document MVK-2023- 139 for approved jurisdictional determination dated Nov. 9,2023,3 for details. 2. Geotechnical Borings – Geotechnical borings, report of findings, and construction recommendations has already been completed along the proposed road extension. Reference report #230201-1, dated July 6, 2023 by Burns Cooley Dennis for existing soil borings and report of findings and recommendations. No additional borings are included. 3. Traffic Study – A traffic study, traffic count, and/or assessment of service road alterations is not included. A previous traffic impact assessment dated March 17, 2023 by Kiser Traffic and Engineering has been completed. No additional study is proposed. 4. Other Utilities - The design will not include sewer, gas, power, or telecom utility layout, or any other utility other than water, and storm pipe networks. IV. Below are the two bids:  Faircloth Demolition, Inc. - $15,900.00  Tri County - $17,000.00 On May 20, 2025, at a its regular public meeting, the Mayor and Board of Aldermen of the City of Ridgeland held a hearing and voted to adjudicate the property being 373 Red Eagle Circle in the City of Ridgeland, finding and declaring the condition of the property at the time of the hearing to be a menace to public health, safety, and welfare in accordance with Mississippi Code Ann. § 21-19-11. Under that same statute, § 21-19-11, the City provided all required legal notice, including written notices via both U.S. Mail and physical posting, at least two weeks before the hearing. Due to weather days and an increase in the number of trees being removed / pruned, the contractor is requesting to add an additional 87 days to the contract. To date, there have been 52 inclement weather days and an additional 264 trees have been added to the scope of work. The original contract completion date is currently July 5, 2025. This contract time increase will extend the contract completion date to September 30, 2025 (which is the final day of this fiscal year). Change order #1 included additional pay items for tree removal at a cut and drop only rate. The contractor’s rates were based on no equipment being used. There are situations where equipment is needed for a cut and drop tree cutting due to adjacency to homes, property lines, etc. For this reason, we are adding cut and drop rates where equipment is needed to the bid form pay items. Based on the increase of 264 additional trees, multiple tree deductions, and tree work modifications, we have calculated the net overall contract change to be an increase of $46,324.00. We do anticipate future tree adds and deducts which will have an impact on the contract amount and we will request an additional contract change at that time, if necessary.
