Re: Considering approval of the City Council draft Minutes of August 19, 2025.
2. Ratification of Emergency Expenditure- Police Department HVAC Repair

Re: Council to consider ratifying the payment for the emergency repair to the Police
Department's HVAC unit to Johnson Controls for $7,431.07.
3. Authorization to Purchase Furniture for the Transit Center
Re: Consideration to purchase furniture for the Transit Center from ULINE, an authorized
GSA vendor, in the amount of $19,676.42 with a 10 percent contingency for a total
authorization of $21,644.06.
4. Purchase First Due Records Management Software
Re: Consideration to enter into an annual contract with First Due to provide comprehensive
fire department records management software services at a cost of $21,400.00 for Year 1,
with subsequent years subject to a 10 percent annual increase for ongoing service
adjustments, technical support, and operational costs, and authorize staff to negotiate
contract renewal for services annually.
5. Acceptance of Project - Porter Street Bridge Repairs
Re: Considering acceptance of the project from Romanazzi General Engineering, and
authorizing the filing of the Notice of Completion for the project consisting of repairs
related to undermining damage to the Porter Street Bridge.
6. Acceptance of Project - Plano Street Bridge Repair
Re: Considering acceptance of project from 99 Pipeline, Inc., and authorizing the filing of
the Notice of Completion for the project consisting of repairs related to undermining
damage to the Plano Street Bridge.
7. Acceptance of Project - Santa Fe Byway Revitalization and Beautification Project
Re: Considering acceptance of project from S & B Sons, Inc., and authorizing the filing of the
Notice of Completion for the project consisting of improvements to the existing asphalt
trail, one (1) new picnic shelter, a new playground, and a workout equipment area with
shelter, benches, water fountains, and solar trail lighting for improvements to public safety.
8. Authorization of a $2,500 Donation to the Porterville Veterans Homecoming Queen
Pageant
Re: Consideration to approve a $2,500 donation to support the 79th Annual Porterville
Veterans Homecoming Queen Pageant, funded by the City Council’s Special Purpose fund.
9. Joint Funding Agreement Burton School District for a School Resource Officer
Re: Council to consider an agreement with Burton School District for Joint Funding for a
School Resource Officer for the period of July 1, 2025 through June 30, 2026.
10. Request for approval to renew an Agreement with OACYS Technology for Broadband
Internet Service
Re: Consideration to renew the agreement with OACYS Technology to provide dedicated
point-to-point broadband service at the City’s Field Services location, for a term of thirty-
six (36) months at a total cost of $18,864.
11. Authorization to Reorganize the Transportation Department
Re: Consideration to reorganize the Transportation Department by transferring the Shop
and Refuse Divisions from the Public Works Department to the Transportation Department.

12. Authorization for Reorganization of the Parks and Leisure Services Department
Re: Consideration to reorganize the Parks and Leisure Services Department to reclassify the
Parks and Leisure Services Specialist to Assistant Parks and Leisure Services Director, add a
Parks Maintenance Worker I funded through Measure R, and amend the Employee Pay and
Benefits Plan.
13. Approval of Revised Community Civic Event - Porterville Chamber of Commerce - ReDOiTT
Block Party - September 27, 2025
Re: Consideration to approve the revised Community Civic Event application submitted by
the Porterville Chamber of Commerce to hold the ReDOiTT Block Party on Saturday,
September 27, 2025, from 5:00 p.m.–9:00 p.m.
14. Authorization to Discontinue Membership with the Tulare County Economic
Development Corporation (TCEDC)
Re: Council to consider discontinuing the City’s membership with the Tulare County
Economic Development Corporation (TCEDC), resulting in an annual savings of $35,000.
15. Authorization of Opposition Letter for Assembly Bill 84
Re: Consideration of a letter of opposition to Assembly Bill 84 (Muratsuchi), “Charter School
Accountability Reforms,” on behalf of the City of Porterville.
16. Authorization of Opposition Letter for Assembly Bill 495
Re: Consideration of a letter of opposition to Assembly Bill 495 (Rodriguez), the “Family
Preparedness Plan Act of 2025,” on behalf of the City of Porterville.
17. Authorization of Opposition Letter for Senate Bill 79
Re: Consideration of a letter of opposition to Senate Bill 79 (Wiener), the “Abundant &
Affordable Homes Near Transit Act,” on behalf of the City of Porterville, as requested by
Councilman Green.
18. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.

19. Consideration of an Amendment to the Land Use Element of the 2030 General Plan and
an Ordinance Amending Series 200 of Chapter 21 of the Porterville Municipal Code,
Pertaining to an Increase in Residential Densities in the RM-3 Zone District
Re: Hold a public hearing to receive public comment, consider a draft resolution approving
the addendum to the Porterville 2030 General Plan EIR and the amendment to the Land
Use Element of the 2030 General Plan; and consider a draft ordinance increasing the
maximum density in the RM-3 High Density Residential District from 30 to 30.5 units per
acre.

20. Public Hearing to Consider the Final Environmental Impact Report (EIR) for the Henderson
Commercial Development, amending the General Plan to reflect the Land Use
Designation for the site to Retail Centers and approving the Conditional Use permit for
PRC-2018-24-C
Re: Hold the public hearing to receive public comment and consider certification of the Final
Environmental Impact Report (SCH #2023060320) for the Henderson Commercial
Development Project, adoption of CEQA Findings and Statement of Overriding
Considerations, approval of a General Plan Amendment to change APN 246-240-020 from
Low Density Residential to Retail Centers, and approval of Conditional Use Permit PRC 2018-
024-C for a 92,060 square foot commercial center including a Type 21 off-sale alcohol
license.
21. 2024-2025 Consolidated Annual Performance Evaluation Report (CAPER)
Re: Consideration of the Draft 2024-2025 Consolidated Annual Performance Evaluation
Report for submission to the Department of Housing and Urban Development by the
required deadline of September 30, 2025.

Re: Council to consider whether the City of Porterville should pursue membership in the

Porterville Mosquito Abatement District, and provide direction to staff.
24. Acceptance of College Avenue and Triunfo Avenue Improvements - Porterville College
Updated Circulation
Re: Consideration to accept the public improvements related to College Avenue and Triunfo
Avenue; approve Porterville College’s plan to complete the required landscape
improvements in the 2026–2027 fiscal year; and provide direction regarding the
responsibility for maintenance of the landscape area until a Landscape and Lighting District
can be established.
25. Consideration of Proposed Fiscal Year 2025-2026 Budget and Setting of Date for Public
Hearing
Re: Consider the proposed Fiscal Year 2025–2026 Budget and set a Public Hearing for
September 16, 2025.
