She and the Fire Chiefs recommend keeping the Burn Ban in effect, but will be voted by the Court on the appropriate agenda item. Special meeting with the Chamber of Commerce on November 12, 2025 at 9:00 am Commissioner Phillip Cox - Hospital contracts and EMS are still going well. Grimes County Health Resource Center held their quarterly meeting. Ms. Meece provided some data points. Senior meals for FY 2025 7,253 were served to home bound seniors, Rides were given to 755 people, Tele Health 84 counseling sessions, 1,129 people were given assistance with basic needs food or other resources, clothes closet assisted 266 families. Will continue to host the Gold Club in the Navasota Center each month for seniors 55 and up includes lunch and activities. Hosted a Fall education class at 42 Place and Buckingham. Will be hosting some events at Northwood Apartments and at the Manor in November and December. Clothes Closet is l ocated at the hospital at Ms. Meece office. Grimes County Treasurer - Tom Maynard (JF) 8. Approve the change in the County’s credit card issuer from Citibank to US Bank and authorize the County Judge, Treasurer, and Auditor to sign the appropriate documents. County Treasurer - Tom Maynard - Citi Bank has been issuing County credit cards. Earlier this year the contract was awarded to US Bank. Motion by Phillip Cox to Approve the change in the County's credit card issuer from Citibank to US Bank and authorize the County Judge, Treasurer, and Auditor to sign the appropriate documents. Consider and take action to accept the donation of books to the jail library from Crimestoppers. Grimes County Sheriff's office - Chief Deputy Martha Smith. Crime Stoppers donated some books to the Jail Library for the Inmates. The donation is greatly appreciated. Motion by Chad Mallett to Approve to accept the donation of books to the jail library from Crime Stoppers. Seconded by Phillip Cox. In Favor: 5 Opposed: 0 Motion Passed 10. Consider and approve the donation made by Grimes County Farm Bureau in the amount of $100 for use by the Jail Diversion Crew. Grimes County Sheriff's office - Chief Deputy Martha Smith. Diverson crew assisted Grimes County Farm Bureau in setting up for their annual meeting/banquet. Farm Bureau donated $100 to the Diversion Crew. Motion by Phillip Cox to Approve the donation made by Grimes County Farm Bureau in the amount of $100 for use by the Jail Diversion Crew. Seconded by Michael Raska. In Favor: 5 Opposed: 0 Motion Passed 11. Consider and take action to approve the Sheriff's Office Resolution for the License Plate Reader (LPR) trailer and authorize the County Judge as signatory. Grimes County Sheriff's office - Chief Deputy Martha Smith. Resolution will allow sheriff's dept to use the highways to place a license plate reader in different areas of the county. Areas are listed in the Resolution. Commissioner Cox asked the question to the County Attorney if there is anything in regards to the agreement with TxDot. Ms. Barcak stated there are some things that need to be addressed with TxDot on the next agenda item, but Chief Deputy Smith asked to postpone. She also stated the Resolution could be voted on. Consider and take action to approve emergency repair for Chevrolet Tahoe assigned to the Grimes County District Attorney's Office. Grimes County District Attorney's office - Chief Investigator John Wren - In regards to one of the vehicles (Tahoe) that was repaired on Sept 23rd. One of the investigators was at a training session in Ft Worth. While he was there the starter on his Tahoe went out. Several times he was experiencing trouble with the vehicle. It was towed to a dealership to make emergency repairs. Motion by Phillip Cox to Approve emergency repair for the Chevrolet Tahoe assigned to the Grimes County District Attorney's office. Grimes County Facilities Director - Rodney Floyd. The month of October State Fire Marshall/ADA Inspection. No deficiencies. Having issues with the 2nd chiller at the Justice Center. Technician to come on another warranty issue. Ready to start upgrades at the Fairgrounds that were presented at budget. Grimes County Engineer - Jon Steiber (PC/JF) 15. Discussion and possible action on the Community Rating System program and consultant selection. Grimes County Engineer - Jon Steiber National Flood Insurance program Community Rating System (CRS) recognizing flood plain management. Communities that participate in the program are rated from 9 to 1 with 1 being the best. 1500 communities in the United States that participate in the program, 77 in Texas. Will be direct financial benefit to citizens with flood insurance policies. When a community is part of the CRS system you obtain points for flood plain management activities ties directly to discounts on flood insurance policies. Mr. Steiber believes we could achieve rating of 7 which would result in 15% savings on flood insurance policies. Would like to hire Cahoon Consulting to help the County achieve this rating. Contract negotiations to begin and come back before the Court for approval of the contract for this service to enter the program. Motion by Chad Mallett to Approve the CRS program and the appropriate Consultant selection. Seconded by Michael Raska. In Favor: 4 Opposed: 0 Motion Passed 16. Discuss and take action to approve purchase and financing of Road and Bridge machinery and equipment. Grimes County Engineer - Jon Steiber. In FY 26 budget presented need of a wheel loader and padfoot loader critical for operations and the construction of roads correctly. 0% financing has been difficult to achieve. With the best interest rate and best lease terms possible, Mr. Steiber is asking the Court what they are comfortable funding and for how long? Commissioner Tullos asked if the entire amount was in the budget to purchase the equipment out right. Mr. Steiber answered that it was not in the budget. Mr. Steiber's recommendation is $250,000.00 over a 4 year period. Motion by Chad Mallett to Approve a financing total of $250,000.00 per year for 4 years for the Road and Bridge Machinery and Equipment. Seconded by Michael Raska. Consider and take action to approve the Order Approving the Tax Roll for Tax Year 2025 with tax amounts entered totaling $26,271,597.85 and authorize the County Judge as signatory. Grimes County Judge -Joe Fauth III. In the absence of the Judge leaving Commissioners Court earlier, Commissioner Mallet will present the agenda items 17-20. In Favor: 4 Opposed: 0 Motion Passed 19. Consider and take action regarding the Burn Ban and authorize the County Judge as signatory. (Current Burn Ban Order set October 15, 2025, to expire January 13, 2026.) Commissioner Chad Mallet - Judge Fauth mentioned that the Fire Chiefs and the Emergency Management Coordinator are in favor of keeping the Burn Ban in place. No action at this time 20. Receive any updates on the Strategic Plan. Commissioner Chad Mallet - No updates at this time on Strategic Plan. Grimes County Human Resources Director - Talitta Coleman (JF) 21. Evaluate and consider possible restructuring of the Road and Bridge Department to improve operational efficiency and resource allocation. It is expected that the Court will convene a closed or executive session pursuant to Texas Government Code §551.074 (deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee). Grimes County Engineer - Jon Steiber, Proposed reorganization combining the Grimes County Road and Bridge Dept. and the Grimes County Environmental Dept. into the Grimes County Road Dept. Change to the title of the department is consistent with the requirements of Texas Transportation Code 251 and 252. Mr. Steiber believes this reorganization is essential to react to the rapidly growing population and steady increase in development applications. Mr. Steiber is asking the Court to approve the reorganization chart, positions, titles, grades and pay ranges. Asking the Court permission to utilize the funds available in the FY 26 budget, to adjust those individual salaries, and to authorize the one salary adjustment that's higher than midpoint, for the Development Technician offer to the current county employee and authorize the Auditor and Human Resources to make necessary changes. Commissioner Tullos has questions and comments. He understood this item would be discussed in executive session. He feels certain aspects would be better under executive session. He goes on to speak of the blending of departments, some that align in reporting structure to Commissioners Court. Within the Transportation code itself there is specific statutory requirements for a County Road Dept. Transportation code 252 sub chapter d. Discussion is concerning GIS, Environmental and Solid Waste Dept being blended under Grimes County Road Dept. and the reporting system to the Commissioners Court. Mr. Steiber assures the Commissioners Court they are still able to communicate with employees under his management. Motion by Chad Mallet to Restructure of Road and Bridge Dept as presented . Seconded by Phillip Cox. In Favor: 4 Opposed: 0 Motion Passed 22. Discuss, consider, and take action to fill the vacant GIS/Development Technician position and discuss offer. It is expected that the Court will convene a closed or executive session pursuant to Texas Government Code §551.074 (deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee). Grimes County Engineer - Jon Steiber. Would like to make an offer for the GIS Technician position to an existing county employee. Commissioner Tullos asked if this employee has any experience with GIS technology. He also inquired if it would be a better option to post this position in public. HR stated it has been posted for public opportunities but no repsonse. It is the decision of the Court to go into Executive Session for this agenda item and agenda item 23. Consider and take action in furtherance of the sales of the following, whether in whole or in part: 7.582 acres on Veterans Memorial Drive, Navasota, Texas, the Road & Bridge building (1022 Hwy 90 South, Anderson, Texas), the Environmental Department building (1010 Hwy 90 South, Anderson, Texas), and/or other county- owned properties located in the Town of Anderson.
