Note: All times are approximate except for bid openings, public hearings, and any other items agendized at a specific
time. Action may be taken on all items except where otherwise indicated. Items not scheduled for a specific time

requested action. The White Pine County Board of Commissioners may take a short break every 1 ½ hours. The

Public Comment: Public Comment during the Emergency White Pine County Commission Meeting
on February 5, 2026, will be for all matters, both on and off the agenda and will be limited to three (3)
minutes per person. The Commissions reserve the right to reduce the time or limit the total time
allowed for public comment. Comments during Discussion Items may not be accepted from the
General Public. The Commissions may prohibit comments if the content of the comments is willfully
disruptive of the meetings by being slanderous, offensive, inflammatory, irrational, or amounting to
personal attacks or interfering with the rights of other speakers. People are invited to submit comments
on the agenda items and/or attend and make comments on the item at the Commission meeting.
ATTENTION: Cell phone use, text messaging and conversation that are unrelated to the specific agenda
item that is being discussed are prohibited while the meeting is in session.

*1. Discussion/For Possible Action: Approval to hire former Humbolt County
Comptroller and Treasurer Gina Rackley through her consulting firm “Rackley
Consulting LLC” under Rackley’s standard contract terms (that are approved as
to form by the District Attorney) to perform necessary County financial services
in the absence of the County’s Finance Director/Comptroller and/or Chief Deputy
Finance Director, at a rate of $175.00 per hour (to the nearest quarter of an hour),
with the assistance of the County’s Finance Department Staff, Elected Officials,
and Department Heads, for the following limited scope of work:
• Payroll Processing Requirements
• Accounts Payable Processing requirements
• Cash Balancing Requirements
• Journal Entry Review, Corrections and Posting
• Review and Approval of Requisitions and Purchase Orders per County Policies
• Other Financial Services Duties that are mutually agreed upon by the Parties
*2. Discussion/For Possible Action: Approval of Resolution Number 2026-03 to
appoint White Pine County Deputy District Attorney Ross Smillie and Chief
Deputy District Attorney Kinzie Hilton as authorized second signatories for all
White Pine County financial matters reviewed and approved by Rackley
Consulting LLC, in order to ensure continuity of fiscal operations and internal
controls, and to ensure compliance with NRS 354.685; and direct the County’s IT
Director to provide these second signatories with access to all of the County’s
Tyler Software Systems necessary to perform this function; and Approval of a
$2,000 gross monthly (or other dollar amount) compensation for White Pine
County Deputy District Attorney Ross Smillie and Chief Deputy District Attorney
Kinzie Hilton as authorized second signatories, for every entire month that they
act as the County’s authorized second signatory for all White Pine County
financial matters reviewed and approved by Rackley Consulting LLC, or a
prorated amount, if less than one full month of second signatory duties are
required of them, in order to compensate them for the duties and responsibilities
associated with serving as an authorized second signatory. The County shall pay,
in full, for surety bonds for these secondary signatories in an amount
recommended, requested or required by POOL/PACT, Tyler Software Systems,
Bank(s), the State Department of Taxation, or other, non-County third party,
involved in the County’s financial or insurance processes
*3. Discussion/For Possible Action: Approval for Commissioner Paula Carson to
timely inform the State Department of Taxation of the County’s financial action
plan to ensure timely payments of services and supplies and the appointment of
authorized second signatories for White Pine County financial matters, in
compliance with NRS 354.685 and update throughout this time; or inform the
State Department of Taxation that the County is unable to fulfill its financial
duties and obligations pursuant to NRS 354.685 and is entering financial hardship

meeting notice is also posted to the White Pine County website at http://whitepinecounty.net and on
the State of Nevada Public Notices website at http://notice.nv.gov. An additional copy of the Agenda
along with supporting material, if any, are on display and available near the front counter of the
