West Fargo City Commission Meeting
Monday, May 3, 2021
Commission Chambers 5:30 PM
The West Fargo City Commission met on Monday, May 3,2021, at 5:30 pm. Those
present were Commissioners Bernie Dardis, Eric Gjerdevig, Mark Simmons, and Brad
Olson. Commission Mandy George was absent. President of the Board Bernie Dardis
called the meeting to order at 5:30 PM.
The Pledge of Allegiance was recited.
Commissioner Simmons moved and Commissioner Gjerdevig seconded to approve the
order of the agenda as distributed. No opposition. Motion carried.
Commissioner Olson moved and Commissioner Simmons seconded to approve the
minutes of April 19,2021 as presented. No opposition. Motion carried.
The Commission reviewed the Building Department Activity Report dated May 3,2021
and Building Permits #210406-210470. Commissioner Gjerdevig moved and
Commissioner Olson seconded to approve the Building Permits as presented. No
opposition. Motion carried.
Commissioner Simmons moved and Commissioner Gjerdevig seconded to approve the
following items from the Consent Agenda:
a. Bills
b. Games of Chance for Solid Brotherhood. Games to be conducted: Raffle from
5-7-2021 to 9-11-2021 at Hooligans Bar at 509 32nd Ave W
c. Games of Chance for David Diedrich Leukemia Fund Inc. Games to be conducted:
Raffle from 6-21-2021 to 9-21-2021 at the Precision Plumbing and Heating at 1935 4th
Ave NW
d. Gaming Site Authorization for Prairie Public Broadcasting Inc. Games to be
conducted: Pull Tab Dispensing Jar from 7/1/2021 to 6-30-2022 at Wurst Bier Hall at
31 79 Bluestem Drive
e. Gaming Site Authorization for Prairie Public Broadcasting Inc. Games to be
conducted: Bingo, Raffles, Pull Tab Jar, Pull Tab Dispensing Device, Electronic Pull
Tab Device, Prize Board, Poker, and Paddlewheels with Tickets from 7/1/2021 to
6-30-2022 at Three Lyon's LLC at 675 13th Ave E

g. Amendment No.1 To Water Tower Lease Agreement - Verizon Wireless
h. End Emergency Declaration for COVID 19 from March 16, 2020

Tim Solberg, Assistant City Administrator appeared before the Commission for the Public
Hearing and First Reading of Lot 3, Block 1 of Dakota Territory lOth Addition Rezoning
from PUD: Planned Unit Development to P: Public Facilities. Following discussion,
Commissioner Olson moved and Commissioner Gjerdevig seconded to approve the
First Reading of Lot 3, Block 1 of Dakota Territory lOth Addition Rezoning
from PUD: Planned Unit Development to P: Public Facilities. No opposition. Motion
carried.
Tim Solberg, Assistant City Administrator appeared before the Commission for Public
Hearing and First Reading of Zoning Ordinance Amendment to Section 4-302 of City
Ordinances - Replacement of Official Zoning Map Planning and Zoning. Following
discussion, Commissioner Simmons moved and Commissioner Gjerdevig seconded to
approve the First Reading of Zoning Ordinance Amendment to Section 4-302 of City
Ordinances - Replacement of Official Zoning Map Planning and Zoning. No opposition.
Motion carried.
Tim Solberg, Assistant City Administrator appeared before the Commission for Public
Hearing and First Reading of Proposed North Pond at the Preserve 14th Addition
Rezoning. Following discussion, Commissioner Simons moved and Commissioner Olson
seconded to approve the First Reading of Proposed North Pond at the Preserve 14th
Addition Rezoning. No opposition. Motion carried.
Lauren Orchard, Economic Development Director appeared before the Commission for
approval of the Enterprise Grant Request, Birchwood Salon. Christina Holmes, owner of
Birchwood Salon and Boutique also came forward to give her presentation on the
Birchwood Salon and Boutique. Following discussion, Commissioner Gjerdevig moved
and Commissioner Olson seconded to approve the Enterprise Grant Request,
Birchwood Salon. No opposition. Motion carried.
Tina Fisk, City Administrator appeared before the Commission for approval of the City of
West Fargo Employee Values. Following discussion, Commissioner Simmons moved and
Commissioner Gjerdevig seconded to approve the City of West Fargo Employee
Values. No opposition. Motion carried.
Dustin Scott, City Engineer appeared before the Commission for approval of Project No.
6057 - Approve Task Order No. 37-1. Following discussion, Commissioner Olson moved
and Commissioner Gjerdevig seconded to approve Project No. 6057 - Task Order No.
37-1. No opposition. Motion carried.
Dustin Scott. City Engineer appeared before the Commission for approval of Project No.
1338 - Approve Task Order No. 43-1 . Following discussion, Commissioner Gjerdevig
moved and Commissioner Olson seconded to approve Project No. 1338 - Task Order
No. 43-1 . No opposition. Motion carried.

John Shockley, City Attorney appeared before the Commission for approval of the Xcel
Energy's 9th street Project -Final Agreement between City of West Fargo and Xcel
Energy. Following discussion, Commissioner Olson moved and Commissioner Gjerdevig
seconded to approve the Xcel Energy's 9th street Project -Final Agreement between
City of West Fargo and Xcel Energy. No opposition. Motion carried.
Dustin Scott, City Engineer appeared before the Commission for the Engineer's Report
to give construction updates. No action was needed.
Tina Fisk, City Administrator appeared before the Commission and provided the
following for the City Administrator Report:
A. Update on Love Your Local
B. Reminder that Colorfest is Saturday May 8th from lOam to 4 pm
C. Parking Lot downtown will be complete shortly
D. Public Service Recognition Week is May 3rd
- 7th
E. Stats regarding a survey given to the City Staff regarding the COVID-19
vaccine
There was one correspondence that had been emailed to all of the Commissioners.
There were no non-agenda items.
Commissioner Simmons moved and Commissioner Olson seconded to adjourn the
meeting. No opposition. Meeting adjourned at 6:35 PM.
