Notice is Hereby Given of a Regular Meeting of the City Council City of Spring Valley
Village, Texas, 1025 Campbell Road, Spring Valley Village, Texas, in the Council
Chambers, April 28, 2026, beginning at 6:00 PM. For the Purpose of Considering and
Acting upon the Following Items of Business:
A quorum of the Mayor and Council Members will be physically present. Some Council
Members may participate by videoconference in accordance with the provisions of Section
551.127 of the Texas Government Code.

At this time, any person with City-related business may speak to the Council. In compliance

with the Texas Open Meetings Act, the City Council may not deliberate. Comments from
the public should be limited to a maximum of three (3) minutes per individual speaker.
6. CONSENT AGENDA
All matters listed under consent agenda, are considered to be routine by the City Council
and will be enacted by one motion. There will not be a separate discussion of these items. If
discussion is desired, that item will be removed from the consent agenda and will be
considered separately.
6.1 Approval of Meeting Minutes for Regular Meeting of the City Council on March 24,
2026.
6.2 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Approval of Pay
Estimate No. 15, Water Plant Improvement Project (2024-05-01), in the amount of
$47,700.00
6.3 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Approval of Pay
Estimate No. 24 Brighton Place Pavement & Utility Improvement Project (2023-12-
105) for work completed on Merlin Ct. and Spring Oaks Circle, in the amount of
$172,793.25.
6.4 CONSIDERATION AND POSSIBLE ACTION CONCERNING: An Ordinance of
the City of Spring Valley Village, Texas, amending the City Personnel Manual, as
adopted by Ordinance number 95-05 duly passed and approved on March 29, 1995,
being amendment No. 27 to the Personnel Manual, to amend the Outside Employment
Policy by adding a new section 4c; providing for the incorporation of preamble; and
providing a repealer clause, a severability clause, and an effective date.
6.5 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Resolution
Number 26-XX - A resolution of the City Council of the City of Spring Valley Village,
Texas, approving the terms and conditions of Change Order No. 3 to the agreement by
and between the City of Spring Valley Village, Texas, and McDonald Municipal and
Industrial, a Division of C.F. McDonald Electric, Inc., for the Water Plant Electrical
Improvement Project; providing for the incorporation of the preamble; authorizing the
Mayor to execute any and all documents necessary to effectuate such agreement; and
providing an effective date.

8.1 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Resolution
Number 26-XX - a Resolution of the City Council of the City of Spring Valley
Village, Texas, approving the terms and conditions of an agreement between the City
of Spring Valley Village and Project Luong Architects, LLC for professional
architectural design services for the new public works facility, authorizing the Mayor
to execute the agreement, and providing an effective date.

9.1 CONDUCT A PUBLIC HEARING CONCERNING: Ordinance No. 2026-XX - An
ordinance of the City of Spring Valley Village, Texas, providing for the amendment of
section 11:01.05. Permitted Locations to provide exceptions provisions to Section 11
fences of Chapter 12, Planning and Zoning, providing for severability; and providing a
penalty in an amount not to exceed $2,000 per day, with each day constituting a new
violation.

9.2 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2026-XX - An ordinance of the City of Spring Valley Village, Texas, providing for the
amendment of Section 11:01.05. Permitted Locations to provide exceptions provisions
to Section 11 fences of Chapter 12, Planning and Zoning, providing for severability;
and providing a penalty in an amount not to exceed $2,000 per day, with each day
constituting a new violation.
9.3 CONSIDERATION AND POSSIBLE ACTION CONCERNING: The Audited
Annual Comprehensive Financial Report (ACFR) for Fiscal Year 2024-2025, Prepared
by BrooksWatson & Co. PLLC.
9.4 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2026-XX - An Ordinance amending the Code of Ordinances of the City of Spring
Valley Village, Texas, by Deleting from Appendix "A" thereof Section 6.003 and
Substituting Therefor a new Section 6.003 Establishing a Schedule of Fees for Potable
Water, Providing a Repealer Clause, a Severability Clause, and an Effective Date.
9.5 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2026-XX – An Ordinance amending the Code of Ordinances of the City of Spring
Valley Village, Texas, by deleting from Appendix "A" thereof Section 6.004;
Establishing a Schedule of Fees for Sanitary Sewer Services; and Repealing all other
Ordinances or parts of Ordinances inconsistent or in conflict herewith.
9.6 CONSIDERATION AND POSSIBLE ACTION CONCERNING: Ordinance No.
2026-XX - An ordinance of the City of Spring Valley Village, Texas, providing for the
repeal and replacement of Article 3.1000, Urban Forest Preservation and Protection,
