[PAGE 1] The Pottawatomie County Board of County Commissioners met in a regular meeting on Tuesday, March 24, 2026 at 9:00 a.m. The following members were present: Melissa Dennis, Chairman, Abby Thompson and Greg Rush, Members, Raeshel Flewallen, County Clerk, Stacy Bateman-Woods, ADA. GUESTS- Ryan Friend, Cody Roe and Doug VanScoyoc, City of McLoud, Stephanie Brewer and Alicia Warner, PCPSC, Kurt Schultz, Maintenance, Kellie Clay, Pott Co Admin, Phil Solinger, Pott GOP, Suzie Campbell, Countywide & Sun, Kenneth Crawford, Blake Howett, and Kory Wingo, PCEM, were all welcomed to today’s meeting. PUBLIC COMMENTS- Doug Van Scoyoc, City of McLoud, stated he watched some AI promotions involving McLoud and several other people. He wanted to state he didn’t agree with people that bad mouth others and didn’t even know what they were actually accusing them of doing. He thanked the Board for all their help in McLoud. Phil Solinger stated since Mr. Van Scoyoc hadn’t been on the city council for very long he didn’t really know all that has been going on. He stated the roads were getting fixed but not properly as some potholes were already breaking down again. Kenneth Crawford state he also watched AI podcasts. He stated that citizens were only wanting transparency. Public records show that road & bridge money was used to pay for park renovations and people just want to know how their money is being used. Randy Gilbert stated they just finished with the 89th annual Jr. Livestock Show and wanted to thank the commissioners for helping to make it happen each year. Blake Howett addressed the Board concerning his work with the county, Oaky Professionals. UPDATE FACILITES MAINTENANCE- There were 56 work tasks completed with 1 pm. Plans for the new maintenance building were submitted to the city for approval. UPDATE PUBLIC SAFETY CENTER- The current number of inmates is 309. There are 260 males and 49 females. Seventy-six were booked-in and 51 released. Five inmates were placed on safety observations. UPDATE POTT CO 911- An update was not given at today’s meeting. UPDATE POTT CO EM- There were 3 responses last week. Eight shelters were added to OneMap. Starlink satellite was renewed for the next fiscal year. They assisted with the Cross Timber Fire and submitted a burn ban for approval. UPDATE POTT COUNTY SHERIFF’S OFFICE- There were 2 units that were involved in accidents this past weekend. Travis Palmer stated the metal detector has gone out in the courthouse and parts are not available. He asked that a new metal detector be purchased. PLAT- A motion was made by Mrs. Dennis to approve the plat only for Blackberry Ridge Section 2. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis. The roads will be private. BID- Three bids were received for two reinforced concrete boxes, Brookridge Addition, for District 1, Bid 25-26-8 as follows: MTZ Construction- $519,755.00; Wyatt Contracting Inc.- $529,914.00; Palmer Construction & Marine Company, LLC- $294,453.01. Mrs. Dennis made a motion to accept the bids as presented as long as all paperwork is attached. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. EARLSBORO PUBLIC SCHOOLS- A motion was made by Mrs. Dennis to approve Earlsboro Public Schools to go out on bid for a used school bus. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. Mrs. Thompson made a motion to approve Earlsboro Public Schools to utilize a portion of their sales tax funds to purchase a Z994R diesel commercial ztrack mower from P & K Equipment for $19,198.14 off state contract SW-1096JD. Seconded by Mrs. Dennis the vote was: AYE- Rush, Thompson, Dennis. RESCINDING BID- No action was taken regarding rescinding the awarded bid(s) to vendor Oaky Professionals for tree trimming, vegetation, debris removal and drift removal portions of the six-month hauling & miscellaneous services bid, Bid 25-26-3. MINUTES- A motion was made by Mrs. Thompson and seconded by Mr. Rush to approve the minutes of March 10, 2026. The motion carried with the following vote: AYE- Thompson, Rush. Dennis abstained. PAYROLL- A motion was made by Mrs. Dennis to approve payroll for March 1 thru March 15, 2026 with one new hire in the assessor’s office and one raise in District 2 and 3. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis. MONTHLY REPORT- A motion was made by Mrs. Dennis and seconded by Mrs. Thompson to approve the monthly report of the county assessor. The motion carried with the following vote: AYE- Thompson, Rush, Dennis. TRANSFERS OF APPROPRIATIONS- Mrs. Dennis made a motion to approve the following Transfer of Appropriation: Court Clerk- $20,000 from salaries to benefits. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis. BLANKET PURCHASE ORDERS- A motion was made by Mrs. Dennis to approve the blanket purchase orders. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis. OPIATE LITIGATION- Mrs. Dennis made a motion to approve the National Prescription Opiate Litigation and settlement against six remnant defendants. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. POTT COUNTY DRUG/ALCOHOL TESTING POLICY- Mrs. Dennis made a motion to approve the updated Pottawatomie County Drug and Alcohol Testing policy. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis. BURN BAN- Mrs. Dennis made a motion to approve a county-wide burn ban resolution. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. NACO MEMBERSHIP- A motion was made by Mrs. Dennis and seconded by Mr. Rush to not become NACO members. The motion carried with the following vote: AYE- Thompson, Rush, Dennis. FIRE ALARM MONITORING- Mrs. Dennis made a motion to approve fire alarm monitoring services for the administration building, courthouse, and Law Library with Western States Fire Protection Co for $45 monthly for each building with an up-front installation fee of $1500.00. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis. APPOINTMENT- Mrs. Dennis made a motion to approve the appointment of Sonya McDaniel and Jake Clanin (contingent on the resignation of Don Britton) to the Economic Development committee. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. REAPPOINTMENT- A motion was made by Mrs. Dennis to approve the reappointment of Randy Thomas and Victor Lee to the Pott. County Public Safety Center Trust, 3 yr. term. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis. MEMORANDUM OF UNDERSTANDING- A motion was made by Mrs. Thompson and seconded by Mrs. Dennis to approve the MOU between Pottawatomie County District 3 and Absentee Shawnee Tribe for the purpose of River Road Bridge, Route #0474. The motion carried with the following vote: AYE- Rush, Thompson, Dennis. Mr. Rush made a motion to approve the MOU for Absentee Shawnee Tribe and Pottawatomie County District 3 for ditch repairs. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. LAW LIBRARY POSITION- No action was taken regarding hiring Steven Smith for the Law Library position. Section 307(B)(3) for confidential communications between Board and its attorney regarding 316, 318, and 320 N Broadway, Shawnee, Oklahoma. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. At 11:14 a.m., Mrs. Dennis made a motion to exit Executive Session and enter Open Session. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis. A motion was made by Mrs. Dennis to allow legal counsel to negotiate on 320 N Broadway.
