GENERAL PUBLIC COMMENT (Up to three-minute time limit per person) Public comment will be for all matters off the agenda. Public comment must be limited to matters that are within the jurisdiction and control of the Board of County Commissioners. Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (FIRST). Marianne Hollis I am requesting that this be part ofthe public record. It’s time for a — town hall on the Pahrump fairgrounds. The data is staggering, and it’s clear that the truth is coming to light each and every day. So, before another penny is spent on anything at the fairgrounds, I believe that all ofthe interested parties, committees, and neighbors affected by this project need to come together and understand what the truth is. Almost $1 million of taxpayer money has been spent on designs; yet time and time again, the leadership brings out the same unaffordable, unattainable, and unmanageable idea and throws more money at it with zero fiscal responsibility or accountability. That isn’t accounting for the additional maintenance cost this would add to our strained budget, just for upkeep by more staff, or the expensive water rights needed to make the property functional. Why is Pahrump continuing to do this? Your solution to avoid admitting what a bad idea this was continues to grab money wherever you can that should be used for higher priorities, anything to keep the project limping along. I saw the grab starting for the $850,000 discovered in the budget; leave it alone. there were other options that were far less expensive, but you just said no. Yes, Linda, [PAGE 2] Page 2 February 3, 2026 2. GENERAL PUBLIC COMMENT Cont... They can say no, and they do. Ignoring them and opting for the uber expensive fairgrounds that would never have anything more than a rural poverty level budget and funding, therefore making it unattainable. It is not easy to explain that. It’s time for you to stop before it gets any worse. Be honest with all the rodeo lovers, sports players, and OHV riders. There are only so many county matching funds and grants available. I’m calling for a town hall so everyone can see how they may have been manipulated into believing that this project will ever have the amount of money needed to complete it in a timely manner. Finally, all interesting parties and neighbors can have a say. Linda Clark My question today is, since you’re changing everything here, are we going - to get to use these beautiful screens that we paid for all the other maps and all the other crap that you show us every day that we can’t even see? And explain what’s going on in each section. Like, I want to know where all this parking’s going to go. I want to know where this is going to go. We don’t see it on the screen; we see this little black box that shows a piece of land. Kelli Sater Pahrump HotAir Rally in the Valley. It’s coming this February 13th through — the 15th The fun is going to begin in the morning with the morning watch party every day at 6:00 AM. I will have Bottles and Barrels there, a mobile bar, they’ll be serving up some Bloody Mary’s and Mimosas. Pistols and Pit Stops will be there, selling breakfast to the public. Tethered rides and the balloon walks start at 7:00 am. The vendors open at 9:00 am, and the event goes until about 8:00 or 9:00 at night, depending on how cold it gets. We have a Taste of Pahrump Garden, which is going to open up at 11:00 am daily, and that’s going to have some of our local places there. One thing for the public, I know some people I’ve seen in the past, they were a little bothered by the balloon noise coming over their houses. If you contact Katy Gregg, she is our balloon director. She will put your house in a red zone, and we will do our best to get our pilots up high enough. Her email is on our website. If the balloons don’t bother you, place a whfte tarp where they can land safely. I wantto thankAmeriGas, they are providing all the propane for us and another special thank you to Jaynee over at Pahrump Tourism, she has probably put more into this getting advertised than I ever had. Dan Igha I wanted to take this opportunity to share an experience with you that we had - this week. I had a tenant here in my RV park that got bitten by a dog, the same dog that bit another tenant back on the 2nd So, on the 2nd was the first incident, on the 28th was the second incident, and on the 29th, I heard about it. I called and reported it. I called the Nye County dispatch, and they quickly sent me to animal control. Who was the animal control for Pahrump, as in Round Mountain, to another animal control officer in northern Nye County, Nevada, and that was on the 29th at 9:46. I received a response on February 2nd at 8:05, so it was almost 4 full days since we got a response back. In that situation, she did come out yesterday, a very nice lady, very confident, but she informed us that there’s nothing that we can do regarding the dog. She can’t take possession of it because it belongs to somebody else, even though it has gotten out of their property, and has bitten two people now. She says that it must be quarantined for [PAGE 3] Page 3 February 3, 2026 2. GENERAL PUBLIC COMMENT Cont... 10 days. I did issue an eviction notice to the tenant, and the officer informed me that the dog cannot be disposed of or given to somebody else or leave the property because it must be in their ten-day quarantine period, but she wasn’t willing to take the dog because that’s not their policy. I’ve discussed this with several people out here to kind of get their take on it, and everybody’s aghast that this is a situation. So, I’m assuming that it would probably be a surprise to the commissioners, also. It is their policy that a dog that has bitten 2 people in less than a month is allowed to continue to be on the premises. Whereas if this were a human bit two people in the month, they would have been arrested for sure, or at least I would like to hope so. I recognize that this is the comment period, so I’m not asking for any crime solvers just to make you aware that this is happening. That once again, northern Nye County is not being represented very well. It takes four days to get a response after somebody has been hurt. I think that reflects very poorly on our EMS system. Tom Asnatzio The first meeting I attended, I paid my property taxes under protest. I — see that there will be another county auction of delinquent property tax lots. I hope there will be no zombie lots in this sale. I know that the board stands on the principle that the buyer should do their own due diligence. You realize that when you continue these sales, once burned, these participants will no longer attend further auctions. Therefore, you get a new set of disgruntled voters. Yet you still think that you’re doing good for the county. In my opinion, you’re doing a grave injustice by selling these worthless lots. One of your board members back in 2025 stated that these lots are worthless. So far, we have one out often. Diane Southworth I went down Wilson Road a couple ofweeks ago, not completed, - but it is 100% better, and I am very impressed with the work thatthey’re doing. I want to see this county grow in a good way. I want to see good businesses come in, businesses that will pay people well, that will help our community grow in a moderate way, so that we don’t overgrow. But I also want us to become a more compassionate county. I don’t want to see people be concerned with low-income families. There are some good businesses and agencies helping people. Living Free, I think, is the best, and I will continue to support them. We have had a couple of comments about Sharia Law; it is not the law of this country. However, we do have forms of it. We do not have equal rights for women, we are banning books, we do not treat people equally, black, hispanic, Muslim, you name it. So, it’s something that we all need to improve on; we’re all humans under the skin, and we need to be treated with dignity, and I’m hoping that in the future, that can be a rule ofthis commission. Beth Borysewich This is not under your control, but what about this weather? Isn’t it - beautiful? It’s like spring. This is probably going to fall under the Clerk’s Office with voting. I read that the House of Republicans are introducing a bill Make Elections Great Again and they’re going to ban ranked choice voting, which is something we voted on here in Nevada. I just wanted to give them a heads up that ifthey ban that, then you’re going to get all kinds of information. I just wanted to bring it up. Also, talking about the [PAGE 4] Page 4 February 3, 2026 2. GENERAL PUBLIC COMMENT Cont... fairgrounds, when we were given the land for the fairgrounds, we weren’t given any water rights. I don’t think. If so, we didn’t have enough water rights to put in fairgrounds and rodeo and so on. Then, where did we get the water rights? I’ve been looking for a while, and I can’t find that. I think what I need to do is find out where these water rights are and where they came from, anyway, it’s just something we need to look at. Cory Merry The idea of a City Council for Pahrump is still in my head. Doing a little — more research, I was trying to find out what they could and could not do if they actually came to be. According to NRS 269.170, there are just a few of the powers that they’re going to have. fix and collect a license tax on and regulate, having due regard to the amount of business done by each person. So licensed and all places of business and amusement, so licensed as follows: artisans, artists, assayers, auctioneers, bankers, bank, and barbers, boilermakers, sellers in places where soft drinks are kept or sold, clothes cleaners, boundaries, laundries, lumberyards. I can keep going, any place with billiard tables, bowling alleys, caravans, circuses, concerts, or other exhibitions, corals, hay yards, livery and state stables, and wagon yards. Obviously, some of these are a little out of date. Brokers, commissioned merchants, factors, general agents, mercantile agents, traders, and stockbrokers. We do not need another layer of government assessing fees and taxes on the small businesses in Nye County. We do not need that here in Pahrump. Now, they may not be able to raise additional taxes on our property. They can tax and fee us into oblivion on everything else. I don’t think that is the intention of the people who want the city government, but unfortunately, they’re going to have to fund approximately $33 million in operational costs, and they don’t even have a place where they’re going to meet. We don’t know what kind of salaries they’re going to want. I know that the commissioners, according to what’s online, are making a whopping $39,000 a year. I know they’re not rolling in the dough. But yet we’re supposed to fund another layer of government with the current taxation that we have. No, they’re going to Jack up something. Jenny Sartin I am a homeowner in Mt. Falls. I would like to express some concerns — with regard to intentions and use ofthe fairgrounds, which were donated and deeded over to the county. I have been able to take part in numerous meetings in which I’ll have the opportunity to hear quite a few different plans for that land. But what I have noticed is this county, which is teetering financially and has had some financial struggles, is responding to things like infrastructure, law enforcement, and fire support. I think we need to reassess where our fiscal responsibilities are. I would recommend that you give that some close consideration with regards to financing, whether it’s grants or not, it is still tax dollars. I would like to support the ladies who made recommendations to call a town hall meeting, allowing the people living on the south end of this community to have a voice in what is being done, decisions that are being made, in this misconceived concept, which can potentially cause harm to the homeowner. I would like you to consider holding a town hall meeting. [PAGE 5] Page 5 February 3, 2026 2. GENERAL PUBLIC COMMENT Cont... Ammie Nelson I can see the transcription on screen from home, so it’s working really — well. I want to express my opinion on dog bites. Nevada has a leash law, and their dog that was out to bite two people, from my own experience, would be declared a vicious animal, and there are strict restrictions for a vicious animal. I also recommend that anyone who has been bitten by a dog from a dog that doesn’t like other people go see like I did a personal injury attorney, and they can take care of the dog. I don’t know what they’re going to do about animal control and responses up there because they are so far away, but maybe we need another animal control officer in that area of Round Mountain. They do contribute a lot of money to our county so I think we might go so far as to give them a little protection. The comment about Sharia law, I begged the commissioners to ban Sharia law because it teaches people to kill the infidel. It is quite legal in their eyes for anyone who does not believe in Mohammed, who believes in Jesus Christ, to be put to death. It also says that any of their wives or children who displease them can literally be killed for any reason. It is a radical method ofteaching that is like a law that backs up their Muslim beliefs. Everyone has the right to their belief and their religion. Sharia law is not a religion; it’s a law that backs up a radical side of the Muslim religion, and I do know that it’s banned in Washington DC and several other states. Tami Pittman I agree we need a town haIl for people to speak. Especially in the fact — that in the south end of this town, the builders are preventing the people living in those communities from learning what’s going on. They’re not disclosing when they buy houses. It would actually prevent a lot of hate, discontent, and possible lawsuits if you all move forward without that disclosure. Dotty Reddington The lack of movement on the zoning change for the VR lot, which - has no infrastructure. If the county continues to sell these lots through tax deed auctions, knowing they lack infrastructure, then there needs to be a realistic, lawful path for those lots to be used responsibly. Otherwise, this is irresponsible of the county. I’m speaking today because this issue is about allowing regulated starter living with clear health and safety standards and property upkeep. standards protect the community. People don’tjust disappear; they end up in a legal situation for homelessness, which creates far more problems for the community. This problem is not going away; it will continue to create worse problems across the country. This needs to be on the agenda and addressed as solutions are available. Andy Lucero I owned a lot there for well over 20 years. Unfortunately, I haven’t been - able to do anything about it, as you know, with the situation regarding the utilities and the rules and regulations that are applied there. I urged the commissioners to please work with the PUCN to revise the tarifffor that area. I love to build a home there, and I’d like to move into that area. Please, I strongly urge the commissioners to please step in and do something about that situation there. Patricia Robb The challenged landowners whose properties were rezoned from open - use to village residential in 2007 and remain unusable today. That rezoning carried a [PAGE 6] Page 6 February 3, 2026 2. GENERAL PUBLIC COMMENT Cont... clear expectation that basic infrastructure, especially water, would follow. These owners continue paying taxes on property they cannot reasonably use. Two decades after the zone change, there are still no enforceable timelines, no meaningful follow-up, no accountability, despite the fact that access to water, which is a basic human need, there has been no publicly documented application process revisiting these regulations for Nye County, and policies that are not reviewed cannot evolve. So, whether the state would approve the alternative remains unknown because no documented review or decision process has been made public without a formal request. Viable alternatives do exist and are used in other areas where infrastructure is unavailable. This board maintains that zoning alone will not fix the issue. The zoning authority still carries responsibility, especially when zoning decisions are conditioned on utility requirements that have not been fulfilled. Therefore, working with the Public Utilities Commission of Nevada to revisit the utility tariff conditions on which VR zoning currently depends on is essential. That zoning condition must be reexamined, not simply deferred. The cycle of deflection needs to end. This decades-old failure requires a real path forward. 3. Commissioner/Manager Comments (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future board meetings. Lengthy deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Commissioner Jabbour Recently, we have had a former Commissioner, Gary Hollis, - who passed away, and he served the county as commissioner for eight years. I’d like to thank him and his family for his service, and may he rest in peace. In Round Mountain, something that was posted briefly on Facebook, we’re going to post it on our website. There is a lime green heart with the stamp on it, for Valentine’s Day. These Valentine’s candies have been discovered to contain a poisonous drug, and they’re passing them around Round Mountain. I have no idea how they got there. It’s unfortunate for any child to have to go through this. Please ask your children to be very careful. Commissioner Strickland I don’t have anything except to say thank you to - Commissioner Jabbour about that public announcement. Commissioner Koenig One more time, I want to address zombie lots. You have to - have water. State law says you have to have water. State law says you can get water from Great Basin; you can get water from your own well, you can get water from a community well, you can’t have your own well on a little tiny lot. Those are the only ways you can get water legally here. Zoning will not fix it. Commissioner Boskovich All the people that come here and call in and do this over — and over, you’re talking to the wrong people. You need Great Basin, and then you need the PUCN. So, you can talk to us all you want, and we love hearing from you, but there’s not a thing we’re going to be able to do for you. Coincidentally, there’s a guy on [PAGE 7] Page 7 February 3, 2026 3. Commissioner/Manager Comments Cont... social media who is trying to do a petition to be able to park your RV without any sort of water or septic connections, on your empty lots, and just live in them permanently. I guess you just dumped the tanks in the dirt. I’m not quite sure how that works. Manager ofAnimal Services Christy Sigmund For Northern Nye County, we have one — animal control officer who was off on Friday, Saturday, and Sunday, so when the call came in, it was right before her days off, so she did get to the call very first thing when she came back on shift. The dog was up to date on rabies, which is what allowed the dog to be home-quarantined; otherwise, the dog would have had to go to the shelter to quarantine. The other challenge that we unfortunately had was that this was a case of someone telling someone else about the bite, and so there was very little detail going up there. We were able to piece everything together. A citation was issued a home quarantine agreement was given. There was nothing noted about a second bite. There are laws for vicious and dangerous animals, and that means if an animal has had more than two bites in an I8-month period of time, there is a legal process to get that animal classified as a dangerous animal. But it has to be reported, so please report. My first reminder to the community is that animals, while we do love them and they are for most of us family members, are still considered property in our state. So, when we have situations that can be incredibly heartbreaking and heart-wrenching, there are still regulations, laws, and procedures that animal control officers and our Nye County Sheriffs Office has to follow. If you just take an animal from a situation, from a property, that is theft. Officers can post the property and take the proper legal steps to handle the situation. When you find a dog running at large, please contact the shelter and let us know. So, we can keep monitoring and keep track ofthese animals so that we can issue citations. That’s how we can hold these people accountable in the future because then we know who the owners are, and that is key to the citation. If you haven’t heard, we are starting a new fitness program at the shelter. It’s free, you don’t have to pay anything, and we would love to have more dog walkers. Our dogs truly love walking; they love getting out, and it is good exercise for all of us. I want to thank all of our county departments for continuing this Pawsistant Program. Our dogs visit these departments once a month, and they just have a blast. January gave us 56 adoptions and 37 transfers, so that was 93 animals that were placed in the month of January. And for the first time, we had more outcomes than we had intakes. So, we had more animals go out the door than we had come in the door. Please watch your speed when you’re going through 160 our herds are moving, and that beautiful baby is moving along with them. It’s not just the horses, but it’s also the burros. Let’s just be mindful, slow down, and be aware. Sheriff McGill So, Commissioner Jabbour, I just want to update you on what you - mentioned a few minutes ago about the candy heart. Our deputies responded and tested everything they could, and it tested negative for everything. There are other underlying circumstances. I believe it was a death, if I’m not mistaken, so it appears that it was nothing of any substance. And I also want to remind everybody, the grass at the [PAGE 8] Page 8 February 3, 2026 3. CommissionerlManaqer Comments Cont... Cavada Eye is also a leash law requirement. I get calls all the time of people running their dogs around out there without being leashed. Please keep them on a leash. County Manager Brett Waggoner There was a question about water rights for the - fairgrounds’ property. Apparently, Nye County did fund the Town of Pahrump or gave them $1 .3 million quite some time ago, to purchase water rights. They are currently parked just because of the state’s requirement for beneficial use, and we don’t have enough to use them out at the fairgrounds yet. So, they’re currently being utilized at the other parts that the town operates, so we can keep proving up those water rights. But there are definitely water rights for the fairground’s development. 4. Approval of the Agenda for February 3, 2026 (Non-action item) Brett Waggoner said items 5 and I3-16 could be removed from the agenda. 5. For Possible Action Emergency Items — This item was removed from the agenda. SITTING AS THE NYE COUNTY BOARD OF HIGHWAY COMMISSIONERS Commissioner Jabbour assumed the Chair ofthe Board of Highway Commissioners. 6. For Possible Action Discussion and deliberation regarding the General Road — Report by the Public Works Director on General Road Maintenance, Gravel Road Maintenance, Asphalt Patching, Weed Mowing, and direction regarding public works projects. Assistant Director Beau Gott Public Works received 110 maintenance requests in just - the first few weeks ofthis year. The popularity of the request system is rising along with the number of potholes. The addition of the new request system has brought forward some questions about how public works and the road departments prioritize responses to requests. I’d like to share a little about how we use this system and how it is beneficial to the department. The road maintenance request system has proven to be a useful tool over the years, with nearly 3009 miles of asphalt, chip seal, and gravel roads to maintain in Nye County. There is simply too much to monitor on our own. This is where the request system comes in handy. The information shared by the public helps us keep track of the roads that need repair, as well as giving us awareness of hazards within the right-of-way. Ultimately, the goal is to be able to react to requests right away, but we are far away from that. The program is used more as an information-gathering tool at this time rather than a reactionary tool. Chipseal roads are pushing 30 years of age. These roads are only 1/2 inch to three-quarter-inch thick mixture of emulsion and small aggregate. Best case scenario, these roads would have received a fog still treatment after three years oftheir initial placement, and any second layer of chipsill after seven years. That process would repeat again and again. Due mainly to [PAGE 9] Page 9 February 3, 2026 6. For Possible Action Discussion and deliberation regarding the General Road — Report Cont... budgetary constraints, most of these roads have not received any maintenance in their lifetime other than a little patching. This is the main cause of the potholes, and the asphalt roads are in nearly the same condition. I believe it is important for the public to note that not all requests will be responded to in a timely manner, and in some cases, if at all. Last year, public works received nearly 800 requests, and we were only able to complete around 60% of those. With carryover from previous years and new requests coming in daily, it should be easy to see how not all requests can be completed. So, keep the requests coming in. We do use the information, but please understand if your request is not reacted to, it is only because something else is taking priority. As far as the normal road report is concerned, the Southern District is concentrating on potholes, and we’ll be jumping into shoulder work and crack seal here within the next few weeks. Both the central and northern districts are getting their crack seal done for the year, along with gravel road maintenance and shoulder work. Public Comment open Ammie Nelson First of all, I want to say that Beau and the other people who work with - him do an excellentjob wherever they do their work, and I know their funds are limited. However, on my street, we’ve got some new people who have bought homes that are lined all the way down from Barney to Woodchips. And we’ve had a couple of occasions where there are emergency vehicles, police cars, and ambulances roaring down the street, and it’s full of. And this street has not been done since it was put here. We’ve had a couple of cold patches that were done. Now there’s even more. So, I wish they would do my street, you know, Prospector. I know there are so many, that’s probably why he’s going to get so many calls on his system because it does work well, but I just want to compliment them. Commissioner Jabbour I have a question. I have been getting emails and phone calls — regarding the roads in Crystal. You’re sending the staff out; they’re applying to the asphalt only to be torn up by trucks that are coming through. I’m sure you’re aware of that, and hopefully you’re addressing that. Gott- Yes, we are aware ofthat situation. There is a 3h mile stretch from Hwy. 160 that heads into Crystal, that’s in pretty rough condition. There, we’re looking into possibly doing an ordinance ofweight restriction. The problem with that is that there are still local truck deliveries, so it’s something that we’re looking into, It really needs to be torn out, but we’re going to put a treatment service that scrubs seal on it, and it should help improve that road. Commissioner Jabbour Thank you for clarifying and addressing that. - [PAGE 10] Page 10 February 3, 2026 SITTING AS THE NYE COUNTY LICENSING AND LIQUOR BOARD GAMING 7. Public Works Director Tom BoIling We requested for this to be set for the 2/18 date - because it has to be approved by the body I0 days before we send it off, that means we can send it off on the 28th which is the day before it’s due, so that’s good. Commissioner Strickland motion to set the date and time for February 18, 2026, at I0 - am. Commissioner Koenig second — Motion passes 5 yeas. SITTING AS THE GOVERNING BODY OF UNINCORPORATED TOWN OF PAHRUMP 12. For Possible Action Discussion and deliberation to: — 12a. Accept the Nevada Off-Highway Vehicles Program Amendment #1 to extend the expiration date to February 28, 2026, for the Pahrump OHV Park Phase II grant. There is no change to the funding; and 12b. Execute the Amendment. Stephanie Urga —This is simply a 2-month extension that the grantor gave us because the final invoice from GC Wallace did not get to us prior to the end date. Rather than use other funds we want to be sure to use the grant funding for that last invoice. It should be till the end of February; it’s done already, I just need to pay the invoice. Public Comment open: Jimmy Lewis I am the chair OHC park and I just wanted to say that thank you for all — the support that we’ve had going forward with this from the commissioners. Our last two ride days we’ve had over 60 kids out participating in these events and probably well over 200 when you talk about all the parents and people that are at the event during the day. Thank you for the continued support accepting the grants and we’re going to hopefully keep moving forward with this. Maryan Hollis Why this extension are unqualified and inexperienced people missing — deadlines. It’s not the first time for this whole project previously they needed two extensions because of either manpower or materials. I looked at the project cost [PAGE 15] Page 15 February 3, 2026 worksheet it’s basically the dirt on the tracks it does not cover the bleachers, the night lighting, the power of the water, the sewer, the ticket gates, concessions, toilets building equipment, maintenance and liability. I wonder ifthis project is required to go out to bid or is this a phase also falling under a professional service agreement, so no bid process is necessary. If you agree to match the funds with $9000 and a design as presented and there’s no money to further the project will this, go into the bin just like the design for the Civic Center. I am not against something for kids; I am not against an OHV park just not in that location. Jimmy Martinez I was going to say we’re just looking forward to seeing you get this - moving forward again. RobertAdams I think with commissioner Koenig just government moves slow and it’s — something that the private company could take care of, and a couple of years and government stretches it out for 10 and 20 actually in this case. The fairgrounds belong to the entire community and it’s not just the South side issue so and there’s people all over town that are looking forward to this park opening so please continue on the process. Linda Clark I’m totally against this project and you giving any allowances extensions or - any kind of anything to extend this program or the funding that they need. I don’t know why they get special treatment and the people that live in mountain falls in that area are completely ignored. Diane Southworth I think it’s wonderful and I have some great grandsons just dearly — love to be out there riding theirATV’s and going over those things. Public Comment closed Commissioner Strickland motion to extend expiration date to February 28, 2026, this - grant Commissioner Koenig second — Motion passes 5 yeas. 19. GENERAL PUBLIC COMMENT (Up to three-minute time limit per person) Public comment will be for all matters off the agenda. Public comment must be limited to matters that are within the jurisdiction and control of the Board of County Commissioners. Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (SECOND). Amy Nelson I was going to ask questions about the Nye County Republican Club and — with the arrest of one of its members. It’s a matter of time before people start jumping all over our government representatives that showed up to this luncheon that were listed in [PAGE 16] Page 16 February 3, 2026 19. GENERAL PUBLIC COMMENT cont... this your article Pahrump Valley Times. Get ready because I’m sure that they just wait for things to cause trouble with. I’ve spoken with one of the nation’s largest logistics companies and learned a lot of things about trucks. In New York City for example there are areas where you cannot bring an I8-Wheeler. They have to pay for a flatbed that these fellas unload the product that they need to go to Walmart and Albertsons in our town and they take them over quickly and unload them there off the flatbeds, so it saves the infrastructure. That’s very expensive for us, we either have to do that we’re going to have to put up a tariff on trucks that come into our town and charge them extra because of the infrastructure damage that they caused. They deliberately use our back roads because it’s better and faster for them to get to Vegas. Something to think about great meeting short meeting love it. Perlene Thompson I called the administration back in December requesting that we — get a different commissioner liaison for our board since Mr. Carbone hasn’t been on the commissioners. We haven’t had anybody from Nye County other than the landowners attend our meetings and if there’s actions that need to be brought up by the commissioners, we don’t have a commissioner that is active. I know our commissioner is Deborah Strickland but for the whole of last year there was no attendance by her. Marianne Hollis During all of the time that I’ve spent following the fairgrounds I’ve said - to myself you can’t always get what you want. Then when I say other things, I’m told we’re going to go big, so you go home. I hear managers saying we’re looking for everything again, there are no limitations, no opening to have a discussion to maybe whittle things down. We won’t have a say when that design comes forward, it’ll be the commissioners, so we are again left out in the dark. I am bringing up again a call for a town hall and why does no one want to touch that. Beth Borysewich This fairground has been on everybody’s minds now for 2 1/2 years — vocally and with a lot of people doing research and going to into archives pulling up information. Why do we not have a committee for the fairgrounds why is it that one commissioner can do as she feels it is right in her mind for the town and not consider with the people that are paying for this with our taxes. Commissioner Strickland, I really would like an answer. Atown hall is a good idea but still a committee of citizens not any government officials that have questioned that want answers and that can follow along with what’s going on with the fairgrounds. That’s a lot of money that we’re going to have out there ifwe’re going to have an arena and I hope it’s an enclosed arena so that you know it’s not going to bother the people of mountain falls. We need a committee I am officially calling for the commissioners to look at this, put it on the agenda and I’ll call and talk to Brett and see what we need to do to put the idea of a committee together so that citizens can have input. Commissioner/Manager Comments (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future board meetings. Lengthy deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Commissioner Jabbour I’d like to clarify; I was contacted in regard to public comment - that was mentioned with the with the recent arrest, there is absolutely no affiliation with this new republican club. The information that’s been going around regarding Round Mountain that’s great that it tested negative, but please as I’ve mentioned before and I’ve continued to mention protect your children at all costs. we have to be careful. Thank you very much. Short meeting, good meeting, good seeing you all. Have a great day. Commissioner Boscovich One ofthe NCRC members is indicating that this person - who was arrested as part ofthe newly formed club and it is absolutely not. Thank you though for mentioning that. Commissioner Strickland They haven’t even started memberships ofthat club, it’ll be a - paid membership club, and they haven’t even opened up membership. 21. ADJOURN Commissioner Boskovich adjourned the meeting at 11:39 AM. APPROVED this day of 2026. Chair [PAGE 18] I am requesting that this be part of the public record. It’s time. Jar a Town Hall on the Pahrurnp Fairgrounds. . The data is staggering and its clear that truth is coming to tight each and every day. So, before another penny is spent for ANYTHING at the Fairgrounds, I believe that all ofthe interested parties, committees and neighbors , affected by this project need to come together and understand what the truth is- all at the same time..what a simple concept ! Almost ONE MILLION DOLLARS of taxpayer money has been spent on designs. Time and again, the leadership brings out the same unaffordable, unattainable and unmanageable idea and throws more money at it with ZERO fiscal responsibility or accountability, and this.has to stop! And that isn’t accounting for the additional maintenance costs this would add to our strained budgetjust for upkeep by more staff.--or the expensive water rights needed to make the property functional. Why is Pahrump continuing to do this? I am unable to find any discussion if remedial costs are relevant on property owned by the town if it can’t be built. .ANYONE??? . There was an estimate of $ 1-2 million for remediation and that HUD and other grants would need to be repaid—that was 10 yrs ago 1- or was that only if the Binion property was considered? Your solution to avoid admitting what a bad idea this was? Continue to grab money wherever you can that should be used for higher priorities anything to keep the project limping along..1 saw the grab ... starting for the $850,000” discovered “in the budget. Leave it alone l There were other options that were far less expensive but you just said NO. Exhibit 1 [PAGE 19] Yes Linda, they can NO and they do..ignoring them and opting for “ “. the uber-expensive Fairgrounds that would never have anything more than a rural-poverty level budget and funding, therefore making it unattainable. Not easy to explain that, is it? ft’s time for you to stop before it gets any worse. Be honest with all rodeo lovers, sports players, and OHV riders- there is only so much of county matching funds, and grants are not as available as before. I’m calling for a Town Hall so everyone can see how they may have been manipulated into believing that this project will ever have the amount of money needed to complete it in atimely manner. AND finally, all , interested parties and neIghbors can have a say. iii;
