Floyd County Board of Supervisors Meeting
March 9, 2026, 5:00 p.m.
The Floyd County Board of Supervisors met in the Floyd County Emergency Operation Room (EOC).
Supervisors Gloria Carr, Boyd Campbell, and Frank Rottinghaus were in attendance for a joint meeting with
members of the 911 Service Board, Emergency Management Commission, and the Communications Advisory
Board..
Also in attendance, in person or via Teams, were Emergency Management Commissioners: Sheriff Jeff
Crooks, Supv Campbell, City Mayors-Charlie Newman (Floyd), Jeff Buland (Rudd), Jerry Engelhardt (Marble
Rock), Scott Johnson (Rockford), and Shelly Weiss (Nashua). 911 Service Board members: City of Floyd
Representative -Ben Chatfield, Supv Campbell, Sheriff Crooks, City Mayors, Dougherty Mayor Lynn Nagel, City of
Colwell Representative Lon Isakson, City of Charles City Representative Sam Deverell, and Emergency
Management Coordinator Jason Webster. Communications Advisory Board: Supv Rottinghaus, Sheriff Crooks,
Charles City Chief of Police Hugh Anderson, Charles City Fire Chief Sam Deverell, and Dispatch Supervisor John
Gohr. Others present were County Attorney Todd Prichard, County Auditor Morrigan Montagne, Marble Rock Fire
Chief Brian Chambers, County employees Jessy Willadsen and Al Schwickerath, and media Bob Steensen and Van
Mitchell.
Rottinghaus/Carr moved to approve the agenda. Motion carried 2-0. Supv Campbell arrived.
Emergency Management Commission: Engelhardt/Johnson moved to approve the agenda. Motion carried
7-0. 911 Service Board: Nagel/Engelhardt moved to approve the agenda. Motion carried 11-0. Communications
Advisory Board: Hugh/Crooks moved to approve the agenda. Motion carried 5-0.
The Boards discussed transferring duties from the Floyd County 911 Service Board to Floyd County
Emergency Management. 911 Service Board: Crooks/Deverell moved to amend the board under Section 11 of the
bylaws and vote at the May 7th 911 Service Board meeting. Motion carried 11-0. Emergency Management
Commission: Engelhardt/ Newman moved to assume 911 Service Board duties under the Emergency Management
Commission. Motion carried 7-0.
The Boards discussed the transfer of 911 Coordinator duties, including the Emergency Management
Commission assuming responsibility for 911 operations. Engelhardt/ Johnson moved to allow Jason Webster to
assume the role of 911 Coordinator. Motion carried 7-0. Campbell/Rottinghaus moved to increase Webster’s annual
salary by $18,330 upon assuming the 911 Coordinator duties effective March 9, 2026. Motion carried 3-0.
The Boards discussed the transition of oversight of the Dispatch Department from the Board of Supervisors
to Emergency Management. Emergency Management Commission: Engelhardt/Johnson moved to approve Webster
overseeing Dispatch. Motion carried 7-0. Rottinghaus/Campbell moved to transition Webster’s duties to include
oversight of Dispatch. Motion carried 3-0.
The Boards discussed the future of the Communications Advisory Board (28E), including whether there is
a need for the board to continue or be reconfigured and whether membership should be expanded. Chatfield and
Webster will reach out to additional entities regarding participation on the Communications Advisory Board. At the
next meeting, a revised 28E agreement reflecting any changes will be drafted for consideration.
Rottinghaus/Campbell moved to adjourn the meeting at 6 p.m. Motion carried 3-0. Emergency
Management Commission: Newman/Engelhardt moved to adjourn the meeting. Motion carried 7-0. 911 Service
Board: Deverell/Crooks moved to adjourn the meeting. Motion carried 11-0. Communications Advisory Board:
Crooks/Anderson moved to adjourn the meeting. Motion carried 5-0.
