Approval of the March 3, 2026 Meeting Minutes Board Member Bergon moved to approve the consent agenda, Board Member Williams seconded. Motion Passed VI. REPORTS TO BOARD 1. Sanitation District Update The pump stations are running on bypass pumps at a cost of $58,000 per month. [PAGE 2] Sanitation General Improvement District March 17, 2026 Replacement parts for the four pumps have been ordered through Flygt and are expected to cost upwards of $2.5 million. The discharge and re-use permit applications for the San Juan WWTP have been submitted to CDPHE for approval, which may take up to 60 days. Roaring Fork Engineering came to Pagosa for a site visit on the lift station overflow vaults at PS, and KOA, Chamber, and Apace lift stations, and to identify conflicts for the design of Category 5s. The McCabe Creek project began today and should be completed in 80 days, July 1st. VII. NEW BUSINESS 1. Messaging and Communication The Town's communications professionals and staff confirmed consistent, accurate messaging regarding the wastewater system. The situation is stabilized with significant work ahead. The Town's message should be clear: this is not a “state of emergency,” but it is a serious infrastructure reliability challenge— and we have a plan. Town Manager Harris said a temporary wastewater treatment plant is over $5 million, so at this time staff is keeping the pumps running until a new treatment plant is built. Sewer Project Admin, Karl Johnson, said pumps have lasted about three years before needing replacement. Mr. Charles Moore with Brown's Hill Engineering provided information on the electrical needs of the pump station equipment and the need for fresh air in the pump stations. Sanitation Supervisor, Lucian Brewster, said the pumps can cavitate and cause corrosion, the Flygt pumps grind the solids, and are made for wastewater pumps. VIII.
