the years, he has served on numerous boards, offering his time,
experience, and thoughtful leadership. His contributions have made a
meaningful and lasting impact. I sincerely thank Jon for his years of

9:15:19 AM Continued 1st Hearing on Ditch 2154-Schrock
Lincoln said that there was a mutual agreement to try to do the project
instead of the petition route. Those affected land owners have signed
the mutual agreement to move forward with completing the project
outside of the petition process. Lincoln said he just needed the
signatures of the Board of Commissioners to finish the mutual
agreement and requested to extend this first hearing until the ditch
project has been completed to everyone’s satisfaction.
Resolution 2026-175 Continue First Hearing for Ditch 2154-Schrock
This first hearing will be continued until June 2, 2026 at 9:15am to give
the landowners time to complete the project.

Awareness Month ) March 10, 2025
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
March 10, 2025, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

Commissioner moved for the adoption of the following resolution:
WHEREAS Ohio’s county boards of developmental disabilities were established by the Ohio General
Assembly on October 25, 1967; and
WHEREAS the mission and purpose of Ohio’s county boards of DD remain as strong as ever, with county
boards continuing to provide vital supports and resources to Ohioans with developmental disabilities and their
families; and,
WHEREAS more than 420 people with developmental disabilities are served by the Fulton County Board of
Developmental Disabilities; their families, friends, neighbors, and co-workers wish for everyone to
acknowledge that “Our Voice, Our Strength”; and
WHEREAS the most effective way to increase this awareness is through the active participation of everyone
in community activities and a willingness to learn and recognize each individual’s contributions; and
WHEREAS opportunities for citizens with developmental disabilities to function as independently and
productively as possible must be fostered in Fulton County; and
WHEREAS we advocate for all citizens to nurture and promote opportunities for individuals with
developmental disabilities in Fulton County, ensuring they have complete access to education, housing,
employment, and recreational activities;
NOW, THEREFORE, BE IT RESOLVED, the Fulton County Board of Commissioners does hereby
proclaim March 2026 as Developmental Disabilities Awareness Month, and offer full support to efforts that
assist people with disabilities to make choices that enable them to live successful lives and realize their
potential; and
BE IT FURTHER RESOLVED we urge all citizens to join in this celebration by spreading awareness of the
many contributions offered by people with developmental disabilities in Fulton County, and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of County

Valley East CHIP Consortium
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
on March 10, 2026, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

Commissioner _________________ moved for the adoption of the following resolution:
WHEREAS, the Partners wish to address carious housing needs of low and moderate income residents of
the counties and cities; and
WHEREAS, the State of Ohio, Ohio Department of Development Office of Community Enhancement
provides financial assistance to local governments under is Program Year 2026 Community Housing
Impact and Preservation program for the [purpose of addressing local housing needs; and
WHEREAS, the Partners are eligible to apply for CHIP funds from the State of Ohio and ODD
encourages local CHIP eligible communities to request funds as partners in one application; and
WHEREAS, the Partners desire to file a combined application under the CHIP program to receive
financial assistance to address needs as identified and prioritized following a Community Needs
Assessment process; and
THEREFORE, BE IT RESOLVED, that the Fulton County Board of County Commissioners hereby
joins in the formation and becomes a member of the Maumee Valley East CHIP Consortium, together
with those other units of local government that choose to participate, all in accordance with the
"Partnership Agreement Establishing the “Maumee Valley East CHIP Consortium", the terms of which
are incorporated herein by reference and such relevant CHIP regulations and requirements as may now or
hereafter be in effect; and
BE IT FUTHER RESOLVED, that Fulton County Commissioners concur with the designation of the
Henry County Board of Commissioners as the Lead Entity or Grantee representative member of the
“Maumee Valley East CHIP Consortium; and
BE IT FUTHER RESOLVED, that Joe Short, President of the Fulton County Board of Commissioners
or his successor, is authorized to sign the Partnership Agreement Establishing the “Maumee Valley East
CHIP Consortium" (FC #2026-28) on behalf of the Fulton County Board of Commissioners, as well as
other documents necessary to form the Consortium and to carry out and fulfill its purposes.

The Board of County Commissioners of Fulton County, Ohio met in session pursuant to notice, on
March 10, 2026, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

Commissioner ______________________________ moved for the adoption of the following resolution:
WHEREAS, Senate Bill 52, (ORC 303.58), establishes new procedures to increase local oversight and allows
a Board of County Commissioners to prohibit the construction of utility-scale wind or solar facilities altogether,
or to prohibit their construction in certain designated zones in the unincorporated area of the county; and
WHEREAS, pursuant to ORC 303.58(C)(2)(a), notice of the date and time of this meeting was publicly
advertised on February 9, 2026, which was at least thirty (30) days prior to discussion of this resolution at the
Board’s regular scheduled meeting, March 10, 2026; and
WHERAS, pursuant to ORC 303.58 (C)(2)(a), a map containing the proposed restricted areas within the
unincorporated areas of Fulton County, Ohio was mailed on February 10, 2026 to all public libraries to be posted
within Fulton County, Ohio for a period of at least thirty (30) days prior to discussion of this resolution at the
Board’s regular scheduled meeting, March 10, 2026; and
WHEREAS, pursuant to ORC 303.58 (C)(2)(a), notice of this meeting was mailed on February 9, 2026 to all
school districts, municipal corporations, and boards of township trustees located in whole, or in part, within the
boundaries of the proposed restricted areas, at least thirty (30) days prior to discussion of this resolution at the
Board’s regular scheduled meeting, March 10, 2026; and
NOW, THEREFORE BE IT RESOLVED, that the Board of County Commissioners, Fulton County, Ohio,
declares all unincorporated areas of Fulton County as restricted for utility scale power projects per Senate Bill
52 (ORC 303.58 (C)(2)(a));

The Board of County Commissioners of Fulton County, Ohio met in session pursuant to notice, on
March 10, 2026, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

Commissioner ______________________________ moved for the adoption of the following resolution:
BE IT RESOLVED, that the Fulton County Commissioners will sign a Purchase Order computer edit list
prepared by the Fulton County Auditor, in addition to signing each individual purchase order, if necessary.
Said Purchase Order Edit List will be on file in the Fulton County Commissioners Office in lieu of being
journalized, and;
BE IT FURTHER RESOLVED, that the Board of Commissioners approve travel requests as submitted,
and;
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings
open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised
Code.

WHEREAS, communication has been received from Commissioner Jon Rupp advising the Board of his
retirement effective April 1, 2026; and

resignation of Commissioner Jon Rupp effective April 1, 2026; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board

The Board of County Commissioners of Fulton County, Ohio met in session pursuant to notice, on
March 10, 2026, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

Commissioner _______________________ moved the adoption of the following resolution:
WHEREAS, this being the day fixed by the Board for the Continued First Hearing on the Petition in the
above named improvement, and
WHEREAS, it was found that the improvement is necessary; the improvement will be conducive to the
public welfare; the cost of the improvement will be less than the benefits conferred by its construction;
the construction of the project will meet the prayer of the petition; and the costs assessments have been
calculated accordingly; and
WHEREAS, the landowners have reached an agreement as a result of the discussions held and shall
complete the project privately according to the specifications of the Fulton County Engineer; and
WHEREAS, on good cause shown therefore, to wit:
The Board of Commissioners wishes to grant the landowners herein sixty (60) days to carry out
the agreement reached, for the construction and payment of the improvement, according to the
engineer’s specifications thereof.
THEREFORE BE IT RESOLVED, that the first hearing in the above named improvement is hereby
continued until June 2, 2026 at 9:15 am; and

Agreement 2026-29 for Ditch Improvement Project ) Fulton County, Ohio

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
March 10, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner moved for the adoption of the resolution herein.
WHEREAS, a mutual agreement has been entered into by the landowners to complete the ditch
improvement project ahead of the petition process; and
WHEREAS, the Fulton County Board of Commissioners hereby enters into mutual agreement 2026-29 for
the landowners to try to complete the project; and
BE IT FURTHER RESOLVED, by the Board of County Commissioners, County of Fulton, State of
Ohio that it is found and determined that all formal actions of this Board of County Commissioners, County
of Fulton, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this
Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of
any of its committees that resulted in such formal action, were in meetings open to the public in compliance
