Motion: I will entertain a motion to approve a resolution confirming the
appointment of Kealan Noonan as Director of Public Works &
Engineering, contingent upon the successful completion of the pre-
employment background investigation check and physical
examination.
Introduction
Through the use of a recruitment consultant, GovHR, the Village conducted a search to fill
the Director of Public Works & Engineering position. This position has been vacant since the
previous Director of Public Works & Engineering was appointed as the Village Administrator.
According to Section 2.42.010 of the Village Code, the Director of Public Works is appointed
by the Mayor with the advice and consent of the Board of Trustees.
Interested candidates were screened by GovHR, and interviews were completed with the
top candidates by the Mayor and a panel of Village staff. The two finalists from these
interviews were then presented to the Village Board at a special meeting on June 22, 2023.
Staff Analysis
With the completion of the interview process, Mayor Kownick is recommending the
appointment of Kealan Noonan as the Director of Public Works & Engineering.

WHEREAS,the Village of Cary desires to appoint Kealan Noonanas the Director of Public
Works and Engineering; and
WHEREAS, Section 2.42.010 of the Village of Cary Municipal Code provides that the
Director of Public Works shall be appointed by the Mayor with the advice and consent of the
Board of Trustees; and
WHEREAS,Mayor Mark Kownickhereby appoints Kealan Noonan as the Director ofPublic
Works& Engineering,effective June 28, 2023; and
WHEREAS, this appointment is contingent upon the successful completion of the pre-
employment background investigation and the passage of a physical examination and drug
screening.
NOW, THEREFORE, BE IT RESOLVEDby the Mayor and Board of Trustees of the Village of
Caryas follows:
SECTION 1: The Mayor’sappointment of Kealan Noonanas Director of Public Works &
Engineering is hereby confirmed consistent with Section 2.42.010of the Village of Cary Municipal
Code.
SECTION 2: That the above recitals are incorporated as if fully set forth herein.
SECTION 3: If any part of this Resolution shall be invalid for any reason such finding
shall not affect the validity of the remaining portion of this Resolution.
SECTION 4: This Resolution shall be in full force and effect from and after its passage
and approval according to law.
