Under the leadership of dedicated trustees and the tireless efforts of the library's talented team, our library has truly become a cornerstone of our community, making significant strides in programming, patron engagement, and overall community satisfaction. Over the past year, the library has increased its programming by an impressive 68.4%. adding 329 new programs that have enriched our community and attracted 7,415 additional patrons. This commitment to enhancing community engagement and learning opportunities is remarkable. A recent customer satisfaction survey, which received 1,425 responses, awarded the library an impressive 99.4% satisfaction rating, highlighting the board and staff's positive impact. This dedication to excellence and responsiveness is a source of pride for us all. In addition to these achievements, our library exemplifies fiscal responsibility and efficiency. With an average cost of $85.15 per resident, the Elmwood Park Library provides high quality services on a significantly smaller budget compared to other libraries with similar populations, such as the Rolling Meadows Library at $177.51 per resident. and the Eisenhower Library at $217.19 per resident. This impressive stewardship of taxpayer dollars demonstrates the commitment of our board and staff to maximizing resources while delivering exceptional service. On behalf of the Village of Elmwood Park, we extend our deepest gratitude to the board, staff, and especially the director, who has led this outstanding institution with vision and diligence. Your hard work and dedication not only enhanced the quality of life in our village, but also set a high standard for public service. Thank you for everything you do in Elmwood Park. Mr. President, I'd just like to report that the Finance Committee met this evening, reviewed the bills and vouchers for the month of November, and unanimously recommended same for approval by the full Board tonight. GREAT. MR. DURKIN? I NOTICED THAT THERE'S AN ITEM ON THE CONSENT AGENDA THAT THE MANAGER'S NOT COVERING IN HIS EXTENSIVE REPORT. THERE'S A REQUIREMENT TO DIRECT THE BOARD OF FIRE AND POLICE COMMISSIONERS IN THE EVENT THAT YOU DESIRE to have them promote a firefighter to the rank of lieutenant. And so there is a motion to do so on the consent agenda. That's all I have. Thank you. Mr. Volpe. Mr. President, the board will consider a redevelopment agreement for the property at 2720 to 2728 North Harlem Avenue. If approved, the developer Lion's Share, Elmwood Park, LLC will purchase the property and construct and operate a new Ace Hardware store that will be approximately 14,000 square feet with approximately 20 parking spaces. The developer will have 90 days to complete inspections, zoning, and permits. The closing will take place on or before April 1st, 2025. The construction will commence within 45 days after closing. It is projected that the business will be open in 21 months or less. As required by the Tax Increment Allocation Redevelopment Act, or the TIF Act, the village did publish a notice inviting alternate proposals for the development property. The village was approached by the owner of the gas station located to the north of the development property. That party did propose the building of a car wash or a retail strip center that would include a liquor store, fast food restaurant, and a gaming parlor. The board will be asked to ratify my execution of two commodity master agreements to purchase electricity for village facilities. The village's previous agreement expired at the end of November, and because prices have sharply risen, we have decided to only lock in for a 12-month period. We will evaluate the market prior to expiration of the proposed agreement. The board will be asked to approve an agreement with EMG. to provide the musical entertainment for the 2025 special events. The events, of course, include the Taste of Elmwood Park, the Concerts in the Circle, and the Fourth of July Celebration. The total cost is $70,700. The Board will consider a purchase agreement with McQueen Equipment LLC for a Ford F450 Type II MedTech ambulance. The ambulance is a remount whereby a refurbished box with equipment will be remounted to a new chassis and built to the specifications of the Elmwood Park Fire Department. The total purchase price is $215,908, and delivery is expected within four months. And lastly, as you know, the village advertised for bids for tree trimming services. On November 12th, the village opened bids from six companies. The low bidder was Winkler, who has proposed to trim trees throughout a specified area for $83 per tree. Winkler has also proposed trimming trees on an emergency as-needed basis for $135 per tree. The agreement is for the 2025 and 2026 tree trimming program. Thank you.
