Gail Arjes, Floyd County Public Health/Home Health Care Year to date budget reviewed through November. It was pointed out that November payments had not been paid out, they came through the first week of December, so they are not reflected on this report. Fiscal year 27 budget reviewed. Each line item in revenue and expenditures were reviewed. The only significant change was the IT expense of $30,000 being taken off expenditures due to Public Health utilizing solutions and being covered by licenses and fees that are part of the county’s overall IT budget. Wages were increased by 2% at the board of supervisor’s request, no other adjustments to wages are going to be made unless instructed by the Board of Supervisors. After reviewing the FY27 budget, Joanne Robinson motioned to approve Public Health’s FY27 budget as presented, seconded by Denise Pavlovich, motion carried 3-0. Election of Chair and Vice Chair was held. Denise Pavlovich nominated Dr. Lisa Kaper to be chair of the Board of Health, seconded by Dr. Scott Hansen, motion carried 3-0. Dr. Scott Hansen has also agreed to serve another 3-year term on the Board of Health. Discussion was held regarding evaluation of the Public Health administrator. Gail sent the Board of Health members an evaluation form that can be turned in at any time. These evaluations will be kept on file. Home Health update given. Current census reviewed. DIAL is expected any time for the agencies 3-year survey. No new trends have been seen with infection rates. Staff will be taking abuse training this month along with infection prevention training. Flu and COVID rates are high across Iowa so, it is anticipated that staff will be seeing more of this illness as the winter months continue. Jessy Willadsen, Floyd County Environmental Health Wage Increase Request – Jennifer Solomon (Action). Jennifer Solomon submitted a request for a wage increase from $23.50 per hour to $25.00 per hour. Jessy discussed recent starting wages in other courthouse departments and noted that Jennifer serves as the department head for E911, which was cited as rationale for the proposed increase. Several questions and concerns were raised by Board of Health (BOH) members, including: Lisa Kapler questioned why the BOH has the primary role in setting Jennifer’s wage when the BOH funds only 35% of the position. Joanne Robinson stated that wages should be tied to performance evaluations and job duties. Jennifer indicated that it may be helpful for BOH members to visit the office to better understand her daily responsibilities. Following discussion regarding the appropriate wording and authority for a motion, Joanne Robinson made a motion to refer the decision regarding Jennifer Solomon’s wage increase request back to the Board of Supervisors (BOS), with the recommendation that input be included from all three governing bodies involved (Board of Health, E911 Board, and Board of Supervisors), rather than solely the BOH. Denise Paplovich seconded the motion. All members present voted aye, and the motion carried. FY 2027 Budget (Action) Jessy discussed options for proceeding with the FY 2027 budget given that Jennifer Solomon’s wage increase had not yet been fully resolved. It was determined that, due to the possibility of no additional BOH meetings prior to final action by the Board of Supervisors, a budget needed to be approved at this meeting. He then presented a total FY 2027 budget of $149,621. Estimated revenue for FY (641) 257-6145 2027 was reported as $71,050.00. Denise Paplovich made a motion to approve the budget as presented. Joanne Robinson seconded the motion. All members present voted aye, and the motion carried. Ordinance Amendments Jessy presented two proposed amendments to the Nuisance Ordinance (2007-3) and one proposed amendment to the Board of Health Ordinance (137): Update the violation and penalty section of the Nuisance Ordinance to classify violations as county infractions. Add an “Inadequate Maintenance” section to the Nuisance Ordinance under listed nuisances. Jessy explained that if the BOH recommends the amendments, the Board of Supervisors would be the authority responsible for adoption. He further stated that the updates would align the ordinances more closely with Iowa Code. The proposed inadequate maintenance provision would assist in addressing cases such as the 1539 Rock Grove property, where deteriorating structures may need to be declared a nuisance to prompt corrective action by property owners. Denise Paplovich made a motion to recommend that the Board of Supervisors adopt the proposed violation and penalty amendments to both ordinances and add the inadequate maintenance section to the Nuisance Ordinance. Joanne Robinson seconded the motion. All members present voted aye, and the motion carried. Environmental Health Budget Update Jessy reviewed the FY 2026 Environmental Health budget through November 2025. Expenditures totaled $55,350.27, with $93,071.73 remaining. This represents 37.29% of the budget spent, with 41.67% of the fiscal year completed. No budget concerns were identified at this time. Revenue received through November 2025 totaled $52,098.78. Well and Septic Update (November 17, 2025 – January 2, 2026) During this reporting period, the department conducted 72 well water tests and performed one septic installation inspection. Additional time was spent on a dog bite investigation, researching ordinance amendments, work related to the 1539 Rock Grove abandoned property petition, and preparation of the FY 2027 budget.
