MEETING MINUTES

The following McGill Town Council members were in attendance:

Chairperson Angelopoulos asked all present to join her in the Pledge of Allegiance.
PUBLIC COMMENT:
Chairperson angelopolis called for public comment. There was no public comment offered.
1. NEW BUSINESS:
*A. Discussion/Action/Possible Approval:
Selection of McGill Town Council Chairman for 2026
Chairperson Angelopoulos opened the floor for nominations for Chairperson for McGill Town
Council for 2026. Member Sue Manning nominated Cynthia Angelopoulos to continue as

chairperson for the McGill Town Council for 2026. There were no other nominations for
chairperson made.
Chairperson Angelopoulos called for a motion on the nomination; member John Grant made the
motion to select Cynthia Angelopoulos as Chairperson of the McGill Town Council for 2026.
Member Brian Pay made the second and the motion passed with a quorum of the members
present.
*b. Discussion/Action/Possible Approval:
Selection of McGill Town Council Vice Chairman for 2026
Chairperson Angelopoulos opened the floor for nominations for vice chairman for the McGill
town council for 2026. Cynthia Angelopoulos nominated Sue Manning as Vice Chairman for
McGill Town Council for 2026. There were no other nominations made.
Chairperson Angelopoulos called for a motion on the nomination of Sue Manning as Vice
Chairperson for the McGill Town Council 2026. Member Brian Pay made the motion; member
John Grant made the second. The motion passed with a quorum of the members present.
*c. Discussion/Action/Possible Approval: McGill Town Council Member Duties

Chairperson Angelopoulos called for a motion to approve the selected member duties. Member
Sue Manning made the motion to approve the member duties as discussed and member John
Grant made the second. The motion passed with a quorum of those members present.
2. ITEMS CARRIED FORWARD FROM PREVIOUS MEETINGS:
Discussion/Action/Possible Approval: ADA Accessibility to Front of Kinnear Library
(Handrail at Sidewalk) Update and Cost

David Miller told those present that he will be designing a handrail on each side of the steps
instead of the middle and he will again reach out to other contractors to see if he can find a lower
cost.
3. ON-GOING BUSINESS:
*A. Approval of Minutes: November 18, 2025
Chairperson Angelopoulos called for a motion to approve the minutes of the November 18th
2025 McGill town council meeting. Remember John Grant made the to approve the minutes,
member Brian Pay made the second the motion passed with a quorum of the members present
December 16, 2025
Chairperson Angelopoulos called for a motion to approve the minutes of the December 16, 2025
McGill town council meeting. Member Sue Manning made the motion to approve, and member
John Grant made the second. The motion passed with the quorum of those members present.
*B. *1. McGill Town Council Special Projects:
*a. KCC Circle Fountain: On hold (will remain on list)
*b. Kinnear Library/McGill Town Hall Parking Lot: It was suggested this is a
Capital Improvement project and perhaps White Pine County should be approached regarding
the design and cost.
*c. McGill Ball Park: Per the WP Co Finance Director, this project will be a
Round 22 SNPLMA request.
*d. Restroom facility at Avenue K Park: This project is on hold and requested the
White Pine County Commission list this as a priority for the next round of funding.
*e. Street Signs Throughout McGill: Avenue Q: There is no sign on the highway.
Fifth Street (South end) No sign.
Sixth Street (So end) No sign
Seventh Street (South end) No Sign
Circle Park: There are no signs on the cross streets ie., Centennial Street, Bill
Hoggan Drive
*C. Approval/Ratification of Bills/Authorization to Purchase: Motion to Approve Payment
of all Bills Received by McGill Town Council Through the End of the Current Month, 2025
to Line Up with White Pine County Finance Check Run Dates.
The secretary presented the following bills for approval:

Chairperson Angelopoulos called for a motion to approve the monthly bills. Member Sue
Manning made the motion to approve the bills; member John Grant made the second. The
motion passed with the quorum of the members present.
*D. Correspondence:
*1. Discussion/Action/Possible Approval of Correspondence as Reviewed by McGill
Town Council Secretary.
The secretary presented the correspondence received into the office during the past month. She
noted that all correspondence has been emailed to town council members as it was received.
*E. Nuisance Abatements: The following was reported:
#17 Sixth Street: Vehicle on blocks, no license plates
#67 Avenue Q: Boat parked in front of residence in the street.
*F. Animals at Large/Vicious Dogs: None reported
*4. DEPARTMENT REPORTS/UPDATES:

1. *Financial Report: The secretary reviewed the budget for the town council members

3. *Park Maintenance: The moles/gopher problem is over running all of the parks in McGill

Chairperson Angelopoulos called for a motion to adjourn the meeting. Member John Grant made
the motion to adjourn the meeting; member Brian Pay made the second. The motion passed with
the quorum of those members present.
