CIVIL SERVICE COMMISSION
AUGUST 14, 2024
The City of Oskaloosa Civil Service Commission met Wednesday, August 14, 2024, at 5:00
p.m. Andy Holmberg called the meeting to order at 5:15 pm with Wyndell Campbell present.
Also present were Finance Director Amy Miller, Police Chief Ben Boeke, and Lieutenant Nathan
Johnson. Absent: Beverly Hutchinson.
It was moved by Campbell, seconded by Holmberg to approve the May 8, 2024, minutes.
Motion carried unanimously.
Chief Boeke reviewed results from the patrol officer testing. He reported that only 5
applications were received and none of the applicants completed all the testing to be considered
for employment. Chief Boeke did not have a list of applicants to present for consideration of
certification.
The Commission discussed recent law changes that allow City Councils to temporarily
suspend Civil Service meeting requirements to certify list of candidates. This change enables
police departments to move more rapidly toward onboarding suitable applicants. If approved by
the Oskaloosa City Council on August 19, 2024, the Civil Service Commission will not be required
to certify lists for one year but is still required to approve the hiring and testing process.
The Commission discussed the testing process and proposed accelerated schedule for
patrol officer. It was moved by Campbell, seconded by Holmberg to approve the accelerated
schedule and process for patrol officer testing with minimum testing score of 80%. Motion
carried unanimously. Below is the proposed accelerated timeline.
Proposed accelerated applicant process:
Advertising: City Website Week of August 19, 2024
Applications due: First review September 6, 2024, by 4 p.m.
Testing As early as the week of Sept 16-20
Background Check/Polygraph: September 2024
MMPI September 2024

Physical: October 2024
Hire: October 2024
It was moved by Wyndell, seconded by Holmberg that the meeting adjourn. Motion
carried unanimously. Meeting adjourned at 5:40 p.m.
