Main Street 1897 Room, 2nd Floor Lancaster, OH 43130 Board Chairperson Karen Rotkis called the meeting to order at 4:35 pm. Board Secretary Robert Wolfinger called roll call and announced there was a quorum. Attendees: Civil Service Commission Member, Michael Crites, Co-Chairperson Civil Service Commission Member, Karen Rotkis, Chairperson Civil Service Commission Member, Robert Wolfinger, Secretary Mayor, Don McDaniel Service Safety Director, Carrie Woody Law Director Stephanie Hall Assistant Law Director, Mitch Harden Guests: Police Deputy Chief Chris Caton Police Lt., Brian Underwood Asst. Fire Chief George Banjoff Commissioner Crites made a motion to approve minutes from the January 21, 2026, meeting. seconded by Commissioner Wolfinger . Motion was passed by a unanimous vote. Certify Police Sergeant test results Acting Police Chief Caton, Acting Deputy Police Chief Underwood, Commissioner Wolfinger, and Assistant Law Director Harden reviewed with the Commission the results of the recent testing and interview process for the Police Sergeant position. Commissioner Wolfinger reviewed spreadsheets used to evaluate the testing process. Assistant Law Director Harden suggested that a portion of the “Rules and Regulations of the Lancaster Civil Service Commission” needs to be reviewed to provide additional clarity to the testing process. Commissioner Crites made a motion to Table the request to certify the Police Sergeant test results, seconded by Commissioner Rotkis. Motion was passed by a unanimous vote. General Discussion None Old Business None 1 [PAGE 2] New Business Secretary Wolfinger reported that he was approached by Fire Chief Schultz to discuss the possibility of retaining a different company to administer the Assessment Center testing and evaluation of the results. Unfortunately, Chief Schultz is on vacation and unable to attend. Chief Schultz also noted that the Lieutenant Eligibility list expires on May 30, 2026, and Firefighter/Paramedic Eligibility list expires on July 7, 2026. One of the department’s Lieutenants is planning to retire this Spring. The next meeting will be held at Lancaster City Hall, 104 E Main St., Lancaster, Ohio, 43130, in the 1897 conference room, on Wednesday, March 5, 2026, at 4:45 pm.
