Jeanine Bingham-Kelly called the meeting to order at 10:32 a.m.
2. APPROVE THE MINUTES FROM THE NOVEMBER 20, 2025 POLICY COMMITTEE
MEETING

Colby Gibson moved to approve the minutes from the November 20, 2025 Policy Committee
meeting. Scott Eckstein seconded the motion. The motion passed with no opposition.
3. ANNUAL ELECTION OF OFFICERS
Jeanine Bingham-Kelly was nominated to serve as FMPO Technical Committee chair for 2026
and Glojean Todacheene was nominated as vice-chair.

4. REVIEW AND CONSIDER RECOMMENDING APPROVAL OF PROPOSED POLICY
COMMITTEE (PC) RESOLUTION 2026-1
Peter Koeppel presented the proposed 2026 safety targets; staff and the Technical Committee
recommend approval of the 2026 safety performance targets to the Policy Committee.
A public hearing was held with no comment.

Scott Eckstein moved to approve the 2026 PM1 safety targets and PC Resolution 2026-1. Colby
Gibson seconded the motion. The motion to approve the safety targets passed unopposed.

5. REPORTS FROM NMDOT
Planning Bureau: No liaison present or assigned at this time.
District 5 Engineer: Rhonda Lopez
Rhonda Lopez provided an update, reporting that the State Transportation Commission meeting
was held in Bloomfield last week and included public comment.
Rhonda Lopez noted that the legislative session began on Tuesday. Rhonda Lopez explained
that a primary NMDOT bill this session is a $1.5 billion bonding bill, primarily for construction
projects, which includes recurring revenue through increased vehicle registration and
oversized/overweight fees, generating an estimated $70 million in additional revenue.
Rhonda Lopez added that NMDOT is working with Representative Hernandez to schedule a
public meeting in late February to review ongoing, completed, and planned projects along US
64 to Shiprock.
6. INFORMATION ITEMS
Peter Koeppel announced that the State has issued a call for Transportation Project Fund (TPF)
applications, which are due to NMDOT by the end of May. MPO staff will work with local
planning and public works departments to prepare submissions. Available funding remains
uncertain pending the conclusion of the legislative session.
7. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF
Colby Gibson shared that the City of Farmington was selected to host the 2026 New Mexico
Infrastructure Finance Conference, to be held at the Farmington Civic Center in November.

BACKGROUND
 The Public Notice for Amendment #10 to the FFY2024-2029 TIP was published
on the MPO’s website and in the Tri-City Record January 30, 2026
 The amendment includes the addition of one project: Kirtland Multi-Use Path
Phase III
 At its February 11 meeting, the Technical Committee recommended approval
of proposed Amendment #10 and the Self-Certification for Amendment #10 to
the Policy Committee

ACTION ITEM
 Staff and the Technical Committee recommend that the Policy Committee
consider recommending approval of proposed Amendment #10 and the Self-
Certification for Amendment #10 to the FFY2024-2029 TIP.
APPLICABLE CITATIONS
 § 450.328 TIP revisions and relationship to the STIP.
 (a) An MPO(s) may revise the TIP at any time under procedures agreed to by
the cooperating parties consistent with the procedures established in this part
for its development and approval. In nonattainment or maintenance areas for
transportation-related pollutants, if a TIP amendment involves non-exempt

projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s)
and the FHWA and the FTA must make a new conformity determination. In all
areas, changes that affect fiscal constraint must take place by amendment of
the TIP. The MPO(s) shall use public participation procedures consistent with §
450.316(a) in revising the TIP, except that these procedures are not required
for administrative modifications.) After approval by the MPO(s) and the
Governor, the State shall include the TIP without change, directly or by
reference, in the STIP required under 23 U.S.C. 135. In nonattainment and
maintenance areas, the FHWA and the FTA must make a conformity finding on
the TIP before it is included in the STIP. A copy of the approved TIP shall be
provided to the FHWA and the FTA.
 (c) The State shall notify the MPO(s) and Federal land management agencies
when it has included a TIP including projects under the jurisdiction of these
agencies in the STIP.

FARMINGTON MPO SELF-CERTIFICATION STATEMENT
FFY2024-2029 TIP Amendment #10
In accordance with 23 U.S.C. 450.334, the New Mexico Department of Transportation, and the
Farmington Metropolitan Planning Organization for the Cities of Aztec, Bloomfield, Farmington,
Town of Kirtland, and the urbanized area of San Juan County hereby certify that the
transportation planning process meets the Performance-Based Planning and Programming
(PBPP) requirements established in 23 CFR 450.326(d), 49 CFR 625, and 49 CFR 630.
The projects identified in Amendment #10 to the FFY2024 – 2029 Transportation Improvement
Program (TIP) are consistent with the priorities outlined in the NMDOT Asset Management
Plan, the New Mexico Strategic Highway Safety Plan, and the New Mexico Freight Plan; and
from the priorities outlined in the Red Apple Transit Asset Management Plan of the City of
Farmington. The projects support the adopted Performance Targets of the FMPO for
Performance Measure 1 (Safety), Performance Measure 2 (State of Good Repair), Performance
Measure 3 (System Performance), and Transit Asset Management. Amendment #2 to the TIP
was reviewed by the FMPO in accordance with the FMPO Public Participation Plan and the
FMPO Title VI Plan. The FMPO also certifies that the transportation planning process is
addressing the major issues in the metropolitan planning area and is being conducted in
accordance with all applicable requirements of:
(1) The fiscal constraint required in 23 CFR 450;
(2) 49 U.S.C. 5323(l), 23 U.S.C. 135, and 23 U.S.C. 450.220;
(3) Title VI of the Civil Rights Act of 1967 and the Title VI assurance executed by each State
under 23 U.S.C. 324 and 29 U.S.C. 794;
(4) Section 1101(b) of the Transportation Equity Act for the 21st Century (Pub. L. 105-178)
regarding the involvement of Disadvantaged Business Enterprises in FHWA and FTA funded
planning projects (Sec. 105(f), Pub. L. 97-424, 96 Stat. 2100; 49 CFR, Subtitle A, Part 26);
(5) The provisions of the Americans with Disabilities Act of 1990 (pub. L. 101-336, 104 Stat. 327,
as amended) and U. S. DOT implementing regulation;
