REGULAR SESSION
Item 1. 0:00 Roll Call
Present: Councilor Smith, Councilor Schachter, Councilor Weimer, Mayor Pro Tem Zalinski, Mayor
Dehm, Councilor Schmahl, and Councilor Townsley.
Staff Present: Also present were Public Works Director and Acting City Manager Matt Langhorst, City
Clerk Ryan Muse, City Attorney Karl Hanlon, Chief of Police Joseph Deras, Finance Director Yvette
Gustad, Director of Operations Tim Bergman, Parks and Recreation Director Rod Tarullo.
Item 2. 0:15 Agenda Changes
Item H: Resolution 2025-26; Parks and Recreation Consolidated Fee Schedule for 2026 was moved off the
consent agenda onto regular agenda.
Item 3. 0:14 Disclosure of Any Councilor Conflicts of Interest
There were none.
Item 4. 0:22 Citizens Appearing Before Council and Council Response
(for items not on the agenda - comments limited to 3 minutes)
Rachel Wind made a comment about parking on Bennett Street.
Public Works Director Matt Langhorst responded.
Item 5. 4:21 Council Announcements
Councilor Smith made announcements about the Historic Preservation Commission annual work plan,
and Transportation Commission updates.
Councilor Schachter made an announcement regarding the Financial Advisory Board.
Councilor Townsley made an announcement about the Parks and Recreation Commission.
Councilor Weimer made an announcement about tobacco sales to minors at Thunder River Market.
Mayor Dehm made an announcement about the discussion at a recent Mayors Dinner.

Item 6. 15:33 Consent Agenda
Councilor Smith moved to approve the items A-G of the consent agenda as written. Councilor Schachter
seconded the motion, and it passed unanimously.
Item 7. 17:10 Proclamation honoring Trever Wooldridge
Mayor Dehm presented the proclamation to Trevor Wooldrige.
Councilor Smith and Councilor Schmahl made comments.
Item 8. 21:27 Resolution 2025-26; Parks and Recreation Consolidated
Fee Schedule for 2026 was moved off the consent agenda onto regular
agenda.
Parks and Recreation Director Rod Tarullo presented on the item.
Council had no questions or comments.
Mayor Dehm opened it for public comment.

24:38 Councilor Schachter moved, seconded by Councilor Townsley to approve the amended
Consolidated Fee Schedule from Parks and Recreation.

Item 9. 25:25 Resolution 2025-25; Landfill Rate Changes for 2026
Public Works Director Matt Langhorst and Landfill Manager Liz Mauro presented on the item.
Councilor Smith, Councilor Schmahl, and Mayor Dehm asked questions and made comments.
Mayor Dehm opened it for public comment.
There was none.
Mayor Dehm closed the public portion.
32:58 Councilor Schachter moved, seconded by Councilor Townsley to approve Resolution 2025-25 for
setting landfill fees for 2026.

Item 10. 33:51 Ordinance 2025-28; Third Quarter Budget Amendment
Finance Director Yvette Gustad opened the item.
Councilor Smith asked questions and made comments.
Mayor Dehm opened the item for public comment.
There was none.

budget adjustment.

Item 11. 37:20 Resolution 2025-27; Adoption of 2026 Budget
Finance Director Yvette Gustad opened the item.
Council had no questions or comments.

38:28 Councilor Townsley moved, seconded by Councilor Schmahl to approve the adoption of the 2026
budget Resolution 2025-27.
Councilor Schachter and Councilor Schmahl made comments.

Item 12. 40:45 Approve South Bridge Grant Agreement
City Engineer, Ryan Gordon and City Attorney Karl Hanlon opened the item.
Councilor Schachter asked a question.
Mayor Dehm opened it for public comment.
There was none.
43:24 Councilor Weimer moved, seconded by Councilor Schachter to approve the South Bridge Grant
Agreement.
Councilor Schmahl made a comment.

Item 13. 44:45 Council Comments
Councilor Schacter commented on his support for the letter of participation in the CLEER grant
application, and also to remind council that three council members’ support is needed to add items to
the agenda rather than two. He also made a comment about employee evaluations.
Councilor Townsley commented about being conservative with the budget in current times.
Mayor Pro Tem responded to councilor Townsley’s comments.
Councilor Schmahl commented about the 2026 budget.
Mayor Dehm made a comment about City Clerk and Procurement Manager Ryan Muse being the CML
representative in lieu of a council member attending.
Karl Hanlon, CityAttorney, responded.
Councilor Schmahl made a comment about Ryan’s role.
Item 14. 52:25 Report from City Administration

City Attorney, Karl Hanlon reported that on Nov 19th the CWCB hearing regarding Shoshone water rights
takes place and it is important to have representation from our elected officials.
Councilor Townsley asked a question about the annexation of South Bridge.
City Attorney Karl Hanlon responded.
Mayor Dehm commented about the VALE Board meeting virtually.
City Attorney Karl Hanlon responded.
59:01 Councilor Schachter moved, seconded by Councilor Weimer to allow the VALE Board to meet
remotely for a temporary period of time until we get advice from council as to whether to change the
policy.
59:33 Councilor Schmahl, seconded by Councilor Weimer proposed a friendly amendment give a
specific timeframe for the temporary period of 6 months.
1:00:14 The amended motion passes unanimously.
Item 15. 1:00:22 Social Event Announcement
The social event will take place at Doc Holiday’s following the meeting.

Councilor Townsley moved to adjourn. Councilor Schachter seconded, and the motion passed
unanimously.
