The Humane Society of Moore County is petitioning to annex a property off NC Highway 22.

a. Golf Cart Discussion Follow-up
Opportunity to discuss a draft map based upon previous conversation and advise staff as to desired
next steps.
b. Planning Department Update
Planning staff will briefly update the Town Council on agenda items coming in December. Staff will also
discuss political signs in town rights of way and learning opportunities from the 2025 election season.

RESOLUTION #1137
DIRECTING THE CLERK TO INVESTIGATE A PETITION RECEIVED UNDER
G.S. 160A-31
AX-03-25: Humane Society NC Highway 22
WHEREAS, a petition requesting annexation of an area described in said petition was received
on November 10, 2025, by the Town Council of the Town of Southern Pines; and
WHEREAS, G.S. 160A-31 provides that the sufficiency of the petition shall be investigated by
the Town Clerk before further annexation proceedings may take place; and
WHEREAS, the Town Council of the Town of Southern Pines deems it advisable to proceed in
response to this request for annexation;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Southern
Pines that the Town Clerk is hereby directed to investigate the sufficiency of the above-described
petition and to certify as soon as possible to the Town Council the result of her investigation.
Adopted this 18th day of November, 2025.
I certify that this Resolution was adopted by the Town Council of the Town of Southern Pines at its
meeting on November 18, 2025, as shown in the Minutes of the Town Council meeting for that date.
