1. Call to Order
The meeting was called to order by Village President John Jeffords at 1PM. A quorum of the Joint Review
Board (JRB) was present.
2. Roll Call
Board Members Present: Village President John Jeffords, Aaron Daul, Washington County, and MATC
Representative Sherry Terrell-Web, Brittney Dr. Chris Rueter, Germantown School District.
Also present: Village Administrator Jim Healy
3. Appointments (as needed):
a. Public Member
Motion by Aaron Daul to appoint Dr. Tara Villalobos as the Public Member to the JRB; Seconded by Sherry
Terrell-Web; Motion passed without objection.
b. Chairperson
Motion by Aaron Daul to appoint Village President John Jeffords as Chairperson; Seconded by Sherry Terrell-
Web; Motion passed 3-0-1, Jeffords Abstained from Voting.
4. Review responsibilities of the Joint Review Board
Jon Cameron from Ehler’s Financial Consultants introduced and gave information on responsibilities of the
Joint Review Board. He discussed the importance of the ‘but for’ test when approving tax incremental
financing districts. He also spoke about the roles of and responsibilities of the members representing the
various taxing jurisdictions which include the Germantown School District, Milwaukee Area Technical
College, Washington County, and the Village of Richfield.
5. Review and discuss draft Project Plan
Jon Cameron from Ehler’s Financial Consultants gave the history of the Village of Richfield’s TID No. 1,
which was created for the single site serving Quest Engineering a few years back. The proposed new boundary
would include all those parcels included in the Endeavor Business Park which is generally bordered by
Mayfield Road, STH 145, and I-41.
Christian Tscheschlok, Executive Director for Economic Development Washington County, gave background
on “Project Eagle”. Currently, this business is in southeastern Wisconsin and employs 85 full-time employees
across a variety of functions with the majority being in projection. Their current facility is leased, and they are
seeking to own their own facility while having the potentiality of increase the size of their manufacturing
footprint. What is being proposed is approximately 103,000sqft of industrial space with approximately
7,000sqft of office space. They have proposed future expansion shown on their site plan, but it is not being
considered at this time. The square footage for their expansion is 143,000sqft. They are projecting 100 new
jobs because of this business expansion. Locations under consideration include this site in southeastern
Wisconsin, Ohio and Texas.

Their product lines include those products which have the application of carbon and graphite products and
business solutions serving automotive, chemical, pharmaceutical, food, HVAC, energy, household appliance,
aviation and aerospace industries. As a part of this process, the parcel combined seven (7) lots via a Certified
Survey Map (CSM). The CSM also included the vacation of a public roadway which was necessary for the
construction of this proposed building. It was mentioned that the Village of Richfield and “Project Eagle” are
still in negotiations and it would be expected that a pre-development agreement would be formed sometime in
the near future with construction expected to occur in the fourth quarter of 2025.
6. Set next meeting date to consider approval of the TID
The members of the Joint Review Board were targeting the week of June 2-6th and tentatively agreed to meet
on June 5, 2025 at 1PM both virtually and in-person at the Village of Richfield Village Hall.

objection.
