Report
City Council is requested to consider a report from the Fleet
Services Department outlining the 2024-2025 disposal of surplus

C-2) 2025-501 Consideration of a Sole Source Contract with Pavement
Technology, Inc.
City Council is requested to consider a sole source contract with
Pavement Technology, Inc. in the amount of $494,376.05 to
apply Reclamite Asphalt Rejuvenator to approximately 389,656
square yards (55.4 lane miles) of roadway at various locations

C-3) 2025-502 Consideration of a Task Order with Smith + Gardner
Engineers
City Council is requested to consider a task order with Smith +
Gardner Engineers in the amount of $310,200 for professional
engineering services and authorize the appropriate City Official(s)

C-4) 2025-503 Consideration of a Reimbursement Agreement with Ennis-
Flint, Inc.
City Council is requested to consider a reimbursement agreement
with Ennis-Flint, Inc. in the amount of $1,152,880 for sanitary
sewer improvements and authorize the appropriate City Official(s)
to execute all necessary documents. (Recommended by the

C-5) 2025-504 Consideration of a Task Order with Black & Veatch
International Company
City Council is requested to consider a task order with Black &
Veatch International Company in the amount of $660,000 for
professional engineering services and authorize the appropriate
City Official(s) to execute all necessary documents.

C-6) 2025-505 Consideration of a Sole Source Purchase from National
Oilwell Varco, LLP (a.k.a. NOV)
City Council is requested to consider a sole source purchase
from National Oilwell Varco, LLP (a.k.a. NOV) in the amount of
$240,358 for ten (10) Chemineer gear boxes at the Eastside
Wastewater Treatment Plant and authorize the appropriate City
Official(s) to execute all necessary documents. (Recommended
by the Finance Committee)
C-7) 2025-506 Consideration of a Contract with KONE, Inc.
City Council is requested to consider a contract with KONE, Inc.
in the amount of $371,307 for elevator services at the Main Street
Parking Deck and authorize the appropriate City Official(s) to

C-8) 2025-507 Consideration of a Contract with Vertosoft
City Council is requested to consider a contract with Vertosoft in
the amount of $104,357.50 for the annual renewal of

City Council is requested to consider a contract with Amilia
Technologies USA, Inc. (SmartRec) in the amount of $367,632
for the e-commerce platform for the City of High Point Parks &
Recreation Department and authorize the appropriate City

G-1) 2025-479 Public Hearing Regarding Economic Incentives for Project
Ticket
City Council is requested to conduct a public hearing and
consider a request from Project Ticket to authorize performance-
based incentives for a redevelopment and artist studio project at
2605 Sinclair Street in the amount of $300,000 over a three-year
period and authorize the appropriate City Official(s) to execute all
necessary documents. (This public hearing was continued from
the December 1, 2025, City Council Meeting).
G-2) 2025-498 Consideration of a Resolution of Intent, Street Abandonment
Case 25-02
City Council is requested to consider a Resolution of Intent to

establish a public hearing date of Monday, February 16, 2026, to
consider the abandonment (permanent closure) of a 2,570+ foot
long (approximately 0.48-mile) unnamed right-of-way. The
proposed abandonment is for an unimproved/unnamed 64-foot-
wide right-of-way lying east of Cashatte Road (SR1155) and west
of Guilford County Tax Parcel 158475. This is an unimproved
right-of-way bisecting Guilford County Tax Parcel 213048 and
depicted on a map entitled “Exclusion Map for MRR of High
Point, LLC (New Lot A)” as recorded in Plat Book 150, Page 96,
in the Guilford County Register of Deeds Office.
G-3) 2025-497 Public Hearing Regarding Street Abandonment Case 25-01
A request by the Public Service Department to abandon
(permanent closure) a 2,185+ foot-long portion (approximately
0.42-mile) of the Kersey Valley Road right-of-way (a 60-foot-wide
right-of-way). The proposed abandonment is for that portion of
Kersey Valley Road abutting the City’s Municipal Landfill, lying
south of the Kivett Drive and running southward to the northern
property line of parcels addressed as 1300 & 1303 Kersey Valley
Road (northern property line of Guilford County Tax Parcels
161499 & 161531).
