Re: Consideration to purchase by negotiation of equipment scheduled for replacement in
Fiscal Year 2025–2026.
2. Authorization to Purchase Cradlepoint Routers and Three-Year NetCloud Plan
Re: Consideration to approve the purchase of thirteen (13) Cradlepoint R1900-5GB routers
and three-year NetCloud Mobile Performance Essentials Plans from CDW Government
(CDW-G) in an amount not to exceed $28,864.00 under Sourcewell Contract No. 121923-
CDWG.
3. Authorization to Repair Parks Aerial Truck (Unit No. 5310)
Re: Consideration of the repair of the Parks Aerial Truck (Unit No. 5310) by Porterville Ford
in an amount not to exceed $12,093.62.
4. Authorization to Repair Refuse Truck (Unit No. 6612)
Re: Consideration of the repair of Refuse Truck (Unit No. 6612) by American Truck LLC in an
amount not to exceed $25,104.10.
5. Authorization to Replace Airport Mower
Re: Consider the purchase of a replacement mower from California Turf Equipment &
Supply in an amount not to exceed $79,064.61, inclusive of delivery, sales tax, and a ten
percent contingency.
6. Authorization to Replace Airway Café Kitchen Exhaust Fan
Re: Consideration to replace the Airway Café kitchen exhaust fan by Emcor Services for
$21,162.90, including a ten percent contingency.
7. Authorization of Annual Renewal for Fleet Management Software Service
Re: Consideration to approve the annual renewal for Fleet Management Software Service
with Ron Turley Associates in the amount of $15,965.31.
8. Adoption of the Updated Public Transportation Agency Safety Plan (PTASP)
Re: Consider a draft resolution approving the City of Porterville’s Updated Public
Transportation Agency Safety Plan (PTASP).

13. Approval of Community Civic Event – St. Anne’s School Centennial Celebration
Re: Consideration to approve the Community Civic Event Application submitted by St.
Anne’s Church to hold the St. Anne’s School Centennial Celebration on Saturday, November
8, 2025, from 2:00 PM to 9:00 PM.
14. Approval of Community Civic Event – Children’s Christmas Parade
Re: Consideration to approve the Community Civic Event Application submitted by the
Rotary Club of Porterville and the Porterville Chamber of Commerce to hold the annual
Children’s Christmas Parade along Main Street on Thursday, December 4, 2025, or on
Thursday, December 11, 2025, in the event of rain, from 7:00 p.m. to 9:00 p.m.
15. Authorization of Street Closure for the 31st Annual Myers Christmas Memorial Tree
Lighting
Re: Council to consider the closure of “E” Street between Putnam and Cleveland Avenues
on December 9, 2025, from 5:00 p.m. to 9:00 p.m., for the 31st Annual Myers Christmas
Memorial Tree Lighting event.
16. Acceptance of Quarterly Financial Status Reports – September 30, 2025
Re: Acceptance of Quarterly Financial Status Reports for the period ending September 30,
2025, including Measure H and Measure I sales tax performance update.
17. Acceptance of Quarterly Investment Portfolio Report as of September 30, 2025
Re: Acceptance of the City’s Quarterly Investment Portfolio Report as of September 30,

significant weather event and impacts relative to flood event.

22. Adoption of the 2025 California Fire Code
Re: Public Hearing to receive public testimony and consider the first reading of an
Ordinance amending Chapter 12, Article 1 of the Porterville Municipal Code to adopt by
reference the 2025 Edition of the California Fire Code and associated appendices.

23. Second Reading - Ordinance No. 1919, Approving an Amended and Restated
Development Agreement between the City of Porterville and Cannabis Express, Inc.
Re: Adoption of an ordinance approving an amended and restated development agreement
between the City of Porterville and Cannabis Express, Inc. for the continued operation of a
commercial cannabis dispensary located at 200 North Main Street, Porterville, California.
SCHEDULED MATTERS
24. Selection of Preferred Fixed-Route Service Design
Re: Consideration to approve Concept 6 as the preferred fixed-route service design for
implementation effective January 2, 2026, or to provide direction on an alternative
preferred design.
25. Authorization of Monthly American Flag Replacement and Ceremonial Distribution
Program
Re: Consideration to authorize the monthly replacement of the American flag displayed at
the front of City Hall, beginning December 1, 2025; direct staff to label and preserve each
retired flag with its corresponding month and year of display for presentation at future City
ceremonial events, including the Annual Wall of Fame ceremony and recognitions of past
mayors; and authorize the allocation of $2,000 annually from the Community Promotion
Budget to support this program.
