Public Meeting Minutes
July 7, 2025
The July 7, 2025, Public Meeting of the Plan Commission was called to order by acting
Chairperson Judy Dalhaus at 6:11 p.m. Members present were Judy Dalhaus, Lee Hyde, Carol
Stuttle, Dennis Billiter, Richard Weiss, and Mayor Jacob Fleming. Kevin Brumm, Ben Schwab,
Julie Elizondo, and Lonnie Bathurst were absent. Others in attendance were City Administrator
Breann Vazquez, Alderperson Sara Zumwalt, Building Official Gary Baker, Zoning Official Bob
Sneed, and City Secretary Dawn Ashby.
Richard Weiss made a motion, seconded by Carol Stuttle to approve the January 13, 2025, and
the March 10, 2025, Public Hearing/Meeting Minutes as written. All present members were in
favor of the motion. The motion carried.
Carol Stuttle made a motion, seconded by Lee Hyde to accept the amendment for a zoning
change from A-1 -Agricultural to I - Industrial for parcels 10-31-300-001, 10-31-300-002, 10-31-
300-006 adjacent to the I-55 Commerce Center, contingent upon annexation into corporate
limits.
A Roll Call vote was taken.

Richard Weiss made a motion, seconded by Lee Hyde to accept an amendment for a zoning
change from A-1 Agricultural to I Industrial for parcel 10-31-400-004 adjacent to the I-55
Commerce Center, contingent upon annexation into corporate limits.

Mayor Jacob Fleming – Yes
Mayor Fleming discussed the possibility of combining the Planning Commission and Zoning
Board of Appeals. His reasoning was that the Zoning Board does not meet often and since the
two boards work together it may be best to streamline the committees. Members of the Plan
Commission seemed to agree with combining the two boards.
Richard Weiss made a motion, seconded by Lee Hyde to adjourn the Public Meeting. All present
members were in favor of the motion. The motion carried. The Public Meeting of the July 7,
2025, Plan Commission adjourned at 6:17 P.M.
