Lorenzo started the hearing by going over the process on how to apply
for CDBG. Then went over the most common CDBG Programs:
• Allocation Program- This program cycles every other year with a
construction amount of $120,000. Fulton County is not eligible
until next year for this program.
• Critical Infrastructure- This program is every year and the
county can have 3 open projects. Fulton County currently has
one project so we can do two more. The construction amount
for this program is $470,000.
• Residential Public Infrastructure- This program is an open cycle
with one open spot to apply for with a construction amount of
$720,000.00
• Downtown- This is an open cycle with a construction amount of
$225,000. This can be used for up to 3 buildings in a downtown
area.
• Flex- This is an open cycle with a construction amount of
$225,000.00. This program is to fill gaps in financing.
Lorenzo went over the anticipated timelines, instructions for
completing the implementation strategy project list, application
guidelines and project eligibility.

Pay Request for Second Half 2025 Domestic ) Fulton County, Ohio
Violence Fees Collected from Court Fees ) January 15, 2026
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to
notice, on January 15, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following
members present:

Commissioner ___________________________ moved for the adoption of the following
resolution:
WHEREAS, pursuant to ORC §3113.35, the Center for Child and Family Advocacy,
specifically the “House of Ruth”, a shelter for victims of domestic violence, applied to the Board
of County Commissioners of Fulton County to be approved as a qualified agency to receive funds
that are collected by Fulton County through marriage license fees, dissolution, and divorce
filings, for victims of domestic violence; and
WHEREAS, on September 10, 2024, via Resolution 2024-689, the Fulton County Board of
Commissioners approved their application, thereby qualifying the Center for Child and Family
Advocacy as an agency to receive said funds for the year 2025; and
WHEREAS, the Center for Child and Family Advocacy has submitted their request for release
and payment of the second half 2025 marriage license, dissolution and divorce fees collected by
the Fulton County for Fulton County residents that are victims of domestic violence; and
THEREFORE, BE IT RESOLVED, that the Board of Fulton County Commissioners hereby
authorizes the release and payment of the second half 2025 marriage license, dissolution, and
divorce fees to the Center for Child and Family Advocacy, Napoleon, Ohio.
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this
Board of County Commissioners, County of Fulton, State of Ohio concerning the adoption of this
resolution were adopted in an open meeting of this Board of County Commissioners, and that all
deliberations of this Board of County Commissioners and of any of its committees that resulted in

accept the award as detailed in the attached 2026 CEBCO Wellness Grant Agreement (FC 2026-
02) and further authorizes its Board President to sign; and

Rating Reductions on Various County Bridges ) January 15, 2026
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
on January 15, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

WHEREAS, the County Engineer conducted a load rating analysis on county bridges and has
recommended that one (1) bridge be posted for a reduction in gross vehicle load limit; and
THEREFORE BE IT RESOLVED, the Fulton County Board of Commissioners, pursuant to the
recommendation of the County Engineer, hereby reduce the posted gross vehicles load limits as follows:
1. Bridge 5B.4 (Road 5, 0.4 mile north of Township Road B) shall be posted a 17% reduction
