[PAGE 1] PARKS, RECREATION & CULTURAL AFFAIRS COMMISSION Meeting Minutes February 19, 2026 Executive Conference Room City Hall Roll call taken with attendance as follows: Members Present: Deborah Cutler – Chair; Evan Noel – Co-Chair; Carla Stimac, Ryan Davis, Ken LaCasse, Jordan Richards, Debra Lisenbee and Pam Erickson Members Absent: George Golombowski, Leslie Thompson, Paul Barry PRCA Staff Present: Natalie Spruell, Parks and Recreation Director; Andy Decker, Assistant Director of Recreation; Joanna Oliver, Administrative Assistant Guest Present: Gina Intoppa, Marketing APPROVAL OF MINUTES Chair Deborah Cutler called the meeting to order at 6:00 p.m. and asked for a motion to approve the January 15, 2026 minutes. Ryan Davis made a motion to approve said minutes as presented. Jordan Richards seconded the motion. All in favor. Motion passed. MARKETING PRESENTATION Gina Intoppa, Integrated Marketing & Communications Manager, presented an overview of its marketing strategy, brand standards, and website mapping updates. A demonstration of a new website mapping survey received positive feedback for being more user-friendly. A full site remapping is scheduled for completion by December 2026, with ADA compliance required by 2027. OLD BUSINESS Warm Water Pool Presentation – An onsite tour was held at Lions Pool to review the “back- of-house” areas and discuss the Warm Water Pool concept. Natalie Spruell presented a conceptual rendering of the addition. Aquatic Center Maintenance & Equipment Phases – Natalie Spruell presented phased plans for improvements at the Aquatic Center and the proposed Warm Water Pool addition. Proposed 3 Phase project: Phase I – Mechanical upgrades and additional storage space; Phase II – Locker room renovations and support areas; Phase III – New pool with supporting mechanical systems. The project was presented to the Mayor and City Council. Funding is not yet secured and bonding options are being explored. At Chairman Deborah Cutler request, Natalie Spruell reviewed the ongoing challenges at Lions Pool. She gave a timeline of the mechanical failures that resulted in temporary closure. Replacement parts required custom fabrication, which caused delays. Several incorrect parts were received, causing further delays. [PAGE 2] NEW BUSINESS None DEPARTMENT REPORTS Parks and Recreation Department – Natalie Spruell Administration • Hiring event next Tuesday at Civic Center • Budget season underway • Water reuse education campaign launching in coordination with Public Works Special Events • The City will host a replacement event after the State removed the Four Corners Invitational Special Olympics event from the community. • San Juan County offering McGee Park and Riverview Golf Course (Kirtland) as venues Parks Operations • Fairgrounds Road parking improvements underway – Flashing crosswalk signs installed and Bulb-outs started • Water conservation efforts and tree removals ongoing Recreation • 18th Annual Daddy/Daughter Ball upcoming • Puppy Yoga partnership with Animal Shelter • Stephen Duran named Outdoor Recreation Initiative (ORII) Coordinator • Rolling out trips and hikes programming Aquatics • Lake Safety Days scheduled May 2 and June 12 • Police and Fire Departments participating Senior Center • $500,000 secured to replace west parking lot • State funding reductions impacting meal programs Golf Course • Entryway signs completed • Civitan Golf Course irrigation design project underway • Seeking grant funding to support First Tee program equipment
