FACILITY, FINAL SITE PLAN, AND A SPECIAL USE FOR A FINAL PLANNED
DEVELOPMENT, INCLUDING EXCEPTIONS, AND APPROVAL OF A DEVELOPMENT
AGREEMENT FOR THE PROPERTY LOCATED AT 5 STRATFORD DRIVE;
