The Mayor and Council of the City of Atmore met in a regular meeting on Monday, February 28, 2022 at city hall at 4:00 p.m. with the following members present:  Jerome Webster, Eunice Johnson and Shawn Lassiter. Webb Nall and Chris Harrison were absent.

A quorum being present Mayor Staff called the meeting to order. Councilmember Johnson led in prayer followed by the pledge of allegiance.

Minutes of the February 14, 2022 regular meeting – A motion was made by Eunice Johnson and seconded by Shawn Lassiter to approve the minutes of the February 14, 2022 meeting as written. Vote: all ayes. The motion was approved.

Historic Preservation Commission – Carolyn White’s term on the HPC is expiring next month. Tawana Parham has agreed to serve on the Commission. A motion was made by Shawn Lassiter and seconded by Eunice Johnson to appoint Tawana Parham to the Historic Preservation Commission. Vote: all ayes. The motion was approved.

Resolution 2022-04 - DRA Grant – The City has applied for a DRA grant for fiscal year 2021. DRA requires that a person be designated, appointed and given the authority to perform specific duties and administration of the grant on behalf of the city. This resolution authorizes Becca Smith, City Clerk, to handle these duties. If the clerk changes during the course of the grant the new clerk would take over the same duties. A motion was made by Eunice Johnson and seconded by Jerome Webster to appoint the city clerk to the duties pertaining to the DRA grant. Vote: all ayes. The motion was approved.

Ordinance 01-2022 – General Obligation Refunding – This ordinance authorizes the issuance of a $1,650,000 City of Atmore General Obligation Warrant. This is not a new borrowing. The proceeds will be used to retire the remaining indebtedness on a 2011 Warrant at more favorable terms to the City. It will also free the City from the obligation to receive approval from the prior lender for any land sales at Rivercane.

A motion was made by Eunice Johnson and seconded by Shawn Lassiter to suspend the rules and regulations for immediate consideration of Ordinance 01-2022. The following vote was recorded:

Black History Month Presentation – The group did not show up to give the presentation. Russell Robinson stood in and gave his thoughts on Black History Month. Mr. James McNeil spoke and gave an update on a project he is working on a project that will serve our community and look good. The building was once a library on Carver Avenue.

A motion was made by Jerome Webster and seconded by Eunice Johnson to adjourn. Vote: all ayes. The meeting was adjourned at 4:11 p.m.
